Correspondence issued by the Government Accountability Office with an abstract that begins "On September 28, 2007, GAO issued a report detailing our findings of improper and abusive premium class travel governmentwide. The audit was performed at the request of the Permanent Subcommittee on Investigations, Committee on Homeland Security and Governmental Affairs, U.S. Senate, and Senator Grassley, Committee on Finance, U.S. Senate. As part of the audit, we tested premium class transactions at the Millennium Challenge Corporation (MCC). While our report provided recommendations to the General Services Administration (GSA) and the Office of Management and Budget (OMB), the purpose of this letter is to report on specific matters identified during our audit that relate to weaknesses in internal controls at MCC. This letter contains three recommendations that warrant management's consideration."

Mercury CEM Calibration

Mercury continuous emissions monitoring systems (CEMS) are being implemented in over 800 coal-fired power plant stacks. The power industry desires to conduct at least a full year of monitoring before the formal monitoring and reporting requirement begins on January 1, 2009. It is important for the industry to have available reliable, turnkey equipment from CEM vendors. Western Research Institute (WRI) is working closely with the Electric Power Research Institute (EPRI), the National Institute of Standards and Technology (NIST), and the Environmental Protection Agency (EPA) to facilitate the development of the experimental criteria for a NIST traceability protocol for dynamic elemental mercury vapor generators. The generators are used to calibrate mercury CEMs at power plant sites. The Clean Air Mercury Rule (CAMR) which was published in the Federal Register on May 18, 2005 requires that calibration be performed with NIST-traceable standards (Federal Register 2007). Traceability procedures will be defined by EPA. An initial draft traceability protocol was issued by EPA in May 2007 for comment. In August 2007, EPA issued an interim traceability protocol for elemental mercury generators (EPA 2007). New Capabilities and Results for the National Spherical Torus Experiment

The National Spherical Torus Experiment (NSTX) produces plasmas with toroidal aspect ratio as low as 1.25, which can be heated by up to 6 MW High-Harmonic Fast Waves and up to 7 MW of deuterium Neutral Beam Injection. Using new poloidal fields coils, plasmas with cross-section elongation up to 2.7, triangularity 0.8, plasma currents Ip up to 1.5 MA and normalized currents Ip/a⋅BT up to 7.5 MA/m⋅T have been achieved. A significant extension of the plasma pulse length, to 1.5 s at a plasma current of 0.7 MA, has been achieved by exploiting the bootstrap and NBI-driven currents to reduce the dissipation of poloidal flux. Inductive plasma startup has been supplemented by Coaxial Helicity Injection (CHI) and the production of persistent current on closed flux surfaces by CHI has now been demonstrated in NSTX. The plasma response to magnetic field perturbations with toroidal mode numbers n = 1 or 3 and the effects on the plasma rotation have been investigated using three pairs of coils outside the vacuum vessel. Recent studies of both MHD stability and of transport benefitted from improved diagnostics, including measurements of the internal poloidal field using the motional Stark effect (MSE). No Child Left Behind Act: Education Actions Could Improve the Targeting of School Improvement Funds to Schools Most in Need of Assistance

A letter report issued by the Government Accountability Office with an abstract that begins "Under the No Child Left Behind Act (NCLBA), the federal government provides millions of dollars annually to assist schools that have not met state academic goals. In the 2006-2007 school year, over 10,000 such schools were identified for improvement. NCLBA requires states to set aside 4 percent of their Title I funds to pay for school improvement efforts. GAO was asked to determine (1) the extent to which states have set aside these funds and used other resources for school improvement, (2) which schools received improvement funds and the extent funds are tracked, (3) the activities states and schools have undertaken and how activities are assessed, and (4) how Education supports states' improvement efforts. GAO administered a survey to state education officials and received a 100 percent response rate, matched survey data to an Education database, and conducted site visits to five states."

Oral History Interview with Millard Schwartz, February 29, 2008

The National Museum of the Pacific War presents an interview with Millard Schwartz. Schwartz was drafted into the Army in December of 1942. He provides details of his weapons training and boot camp. He served with A Battery, 919th Field Artillery, 94th Infantry Division. They traveled to Scotland in August of 1944, and landed on Utah Beach on 7 September. Schwartz shares his experiences traveling overseas aboard the troop ship, the Queen Elizabeth and his time spent in London. His division relieved another in the St. Nazaire area serving to maintain security against the pockets of 50 to 60,000 Germans there. Going into December they traveled to Belgium and participated in the Battle of the Bulge, where they were attached to General Patton’s 3rd Army. They were assigned to an area around the Siegfried Line, near Eschweiler, Germany. He provides vivid details of his experiences through this battle. He was honorably discharged in December of 1945.

Remaining Sites Verification Package for the 100-F-26:14, 116-F-5 Influent Pipelines, Waste Site Reclassification Form 2007-029

The 100-F-26:14 waste site includes underground pipelines associated with the 116-F-5 Ball Washer Crib and remnants of process pipelines on the west side of the 105-F Building. In accordance with this evaluation, the verification sampling results support a reclassification of this site to Interim Closed Out. The results of verification sampling show that residual contaminant concentrations do not preclude any future uses and allow for unrestricted use of shallow zone soils. The results also demonstrate that residual contaminant concentrations are protective of groundwater and the Columbia River.
