On September 28, 2000, the Food and Drug Administration (FDA) approved the drug mifepristone, also known as RU-486, for the termination of early pregnancy. Because RU-486 is an abortion agent, the process of moving it out of the lab and into mainstream medicine has been fraught with controversy. Since its discovery, the pro-life movement has been adamantly against the use of this drug for abortion. This report discusses the procedure of obtaining and using the drug, as well as the ongoing debate regarding its usage and related legislation.

This paper gives estimates of the externalities associated with the increased likelihood of health and environmental impacts that result from exposure to pollutants emitted by electric power plants in South Carolina. A new method for estimating externalities is developed, results are presented, and policy-related implications are discussed. The results suggest that the environmental externalities are noteworthy and would affect electricity consumption if they are internalized and passed on to consumers in the rates they are charged. Yet, if the externalities are internalized, they are not so great that they would dramatically alter the fuel mix in the state in the immediate future. Two policy options are discussed: incentives or disincentives for new merchant power plants and emissions permit trading.

We utilize monthly {sup 14}C data derived from coral archives in conjunction with ocean circulation models to address two questions: (1) how does the shallow circulation of the tropical Pacific vary on seasonal to decadal time scales and (2) which dynamic processes determine the mean vertical structure of the equatorial Pacific thermocline. Our results directly impact the understanding of global climate events such as the El Nino-Southern Oscillation (ENSO). To study changes in ocean circulation and water mass distribution involved in the genesis and evolution of ENSO and decadal climate variability, it is necessary to have records of climate variables several decades in length. Continuous instrumental records are limited because technology for continuous monitoring of ocean currents has only recently been available, and ships of opportunity archives such as COADS contain large spatial and temporal biases. In addition, temperature and salinity in surface waters are not conservative and thus can not be independently relied upon to trace water masses, reducing the utility of historical observations. Radiocarbon ({sup 14}C) in sea water is a quasi-conservative water mass tracer and is incorporated into coral skeletal material, thus coral {sup 14}C records can be used to reconstruct changes in shallow circulation that would …

The objective of this investigation was to identify those regions of plume outcrop along Tims Branch southeast of A/M Area and to establish fixed monitoring points along the seepline to evaluate proposed remediation needs and to support long-term monitoring activities in the vicinity of the seepline. The characterization approach employed in completing these tasks was dynamic and graded. Three stages of characterization were used to evaluate the outcrop region, with the results from each of the previous activities used to direct subsequent characterization.

In the 106th Congress, no comprehensive activity on reauthorizing the Clean Water Act occurred, although a number of individual clean water bills were enacted. Other issues have been debated recently, such as reforming the law to provide regulatory relief for industry, states and cities, and individual landowners. The debate over many of these issues highlights differing views of the Act and its implementation by some who seek to strengthen existing requirements and others who believe that costs and benefits should be more carefully weighed before additional control programs are mandated.

Parallel jobs are different from sequential jobs and require a different type of process management. We present here a process management system for parallel programs such as those written using MPI. A primary goal of the system, which we call MPD (for multipurpose daemon), is to be scalable. By this we mean that startup of interactive parallel jobs comprising thousands of processes is quick, that signals can be quickly delivered to processes, and that stdin, stdout, and stderr are managed intuitively. Our primary target is parallel machines made up of clusters of SMPs, but the system is also useful in more tightly integrated environments. We describe how MPD enables much faster startup and better runtime management of parallel jobs. We show how close control of stdio can support the easy implementation of a number of convenient system utilities, even a parallel debugger. We describe a simple but general interface that can be used to separate any process manager from a parallel library, which we use to keep MPD separate from MPICH.

This Corrective Action Decision Document identifies and rationalizes the U.S. Department of Energy, Nevada Operations Office's selection of a recommended Corrective Action Alternative (CAA) appropriate to facilitate the closure of Corrective Action Unit (CAU) 490, Station 44 Burn Area, Tonopah Test Range (TTR), Nevada, under the Federal Facility Agreement and Consent Order. Corrective Action Unit 490 is located on the Nellis Air Force Range and the Tonopah Test Range and is approximately 140 miles northwest of Las Vegas, Nevada. This CAU is comprised of four Corrective Action Sites (CASs): 03-56-001-03BA, Fire Training Area (located southwest of Area 3); RG-56-001-RGBA, Station 44 Burn Area (located west of Main Lake); 03-58-001-03FN, Sandia Service Yard (located north of the northwest corner of Area 3); and 09-54-001-09L2, Gun Propellant Burn Area (located south of the Area 9 Compound on the TTR). A Corrective Action Investigation was performed in July and August 2000, and analytes detected during the corrective action investigation were evaluated against preliminary action levels to determine contaminants of concern (COCs). There were no COCs identified in soil at the Gun Propellant Burn Area or the Station 44 Burn Area; therefore, there is no need for corrective actions at these two sites. Five …

The water quality of discharge from the surface water system is ultimately dictated by land use and climate within the watershed. Water quality has vastly improved from point source reduction measures, yet, non-point source pollutants continue to rise. 30 to 40% of rivers still do not meet water quality standards for reasons that include impact from urban storm water runoff, agricultural and livestock runoff, and loss of wetlands. Regulating non-point source pollutants proves to be difficult since specific dischargers are difficult to identify. However, parameters such as dissolved organic carbon (DOC) limit the amounts of chlorination due to simultaneous disinfection by-product formation. The concept of watershed management has gained much ground over the years as a means to resolve non-point source problems. Under this management scheme stakeholders in a watershed collectively agree to the nature and extent of non-point sources, determine water quality causes using sound scientific approaches, and together develop and implement a corrective plan. However, the ''science'' of watershed management currently has several shortcomings according to a recent National Research Council report. The scientific component of watershed management depends on acquiring knowledge that links water quality sources with geographic regions. However, there is an observational gap in this …

Since 1976, the national Weatherization Assistance Program has been working to improve the energy efficiency of dwelling units occupied by low-income residents. Sponsored by the U.S. Department of Energy and implemented by state and local agencies, the program is active in all 50 states and the District of Columbia. This report focuses on the recent outcomes of Washington State's weatherization efforts. The performance of the Washington Weatherization Program is of interest because few evaluations have been performed in this part of the country and because Washington contains a high proportion of electrically-heated houses, which have received relatively little examination in the past. This study, which calculates the magnitude of energy savings for both electrically-heated and gas-heated houses and compares program benefits and costs, was initiated by Oak Ridge National Laboratory (ORNL) in the summer of 1998. In conclusion, we find that the Washington State Weatherization Assistance Program has achieved substantial energy savings in both electrically-heated and gas-heated houses. A comparison of the findings from this study with those from many other evaluations of state weatherization efforts conducted over the past 10 years indicates that Washington is in the top one-third nationwide in terms of program-induced energy savings.
