Tax Compliance: Multiple Approaches Are Needed to Reduce the Tax Gap

Testimony issued by the Government Accountability Office with an abstract that begins "The tax gap--the difference between the tax amounts taxpayers pay voluntarily and on time and what they should pay under the law--has been a long-standing problem in spite of many efforts to reduce it. Most recently, the Internal Revenue Service (IRS) estimated a gross tax gap for tax year 2001 of $345 billion and estimated it would recover $55 billion of this gap, resulting in a net tax gap of $290 billion. When some taxpayers fail to comply, the burden of funding the nation's commitments falls more heavily on compliant taxpayers. Reducing the tax gap would help improve the nation's fiscal stability. For example, each 1 percent reduction in the net tax gap would likely yield $3 billion annually. GAO was asked to discuss the tax gap, various approaches to reduce it, and what the proposed budget for fiscal year 2008 says about it. This testimony discusses the need for taking multiple approaches and to what extent the tax gap could be reduced through three overall approaches--simplifying or reforming the tax system, providing IRS with additional enforcement tools, and devoting additional resources to enforcement. This statement is based …

THERMAL TESTING OF PROTOTYPE GENERAL PURPOSE FISSILE PACKAGES USING A FURNACE (open access)

THERMAL TESTING OF PROTOTYPE GENERAL PURPOSE FISSILE PACKAGES USING A FURNACE

The 9977/9978 General Purpose Fissile Package (GPFP) was designed by SRNL to replace the DOT 6M Specification Package and ship Plutonium and Uranium metals and oxides. Urethane foam was used for the overpack to ensure the package would withstand the 10CFR71.73(c)(2) crush test, which is a severe test for drum-type packages. In addition, it was necessary to confirm that the urethane foam configuration provided adequate thermal protection for the containment vessel during the subsequent 10CFR71.73(c)(4) thermal test. Development tests were performed on early prototype test specimens of different diameter overpacks and a range of urethane foam densities. The thermal test was performed using an industrial furnace. Test results were used to optimize the selection of package diameter and foam density, and provided the basis for design enhancements incorporated into the final package design.

U.S. Postal Service: Vulnerability to Fluctuating Fuel Prices Requires Improved Tracking and Monitoring of Consumption Information (open access)

U.S. Postal Service: Vulnerability to Fluctuating Fuel Prices Requires Improved Tracking and Monitoring of Consumption Information

A letter report issued by the Government Accountability Office with an abstract that begins "The U.S. Postal Service (the Service) is dependent on fuel to support its mail delivery and transportation networks, as well as to heat and operate the over 34,000 postal facilities it occupies. The Service has been challenged by recent fuel price fluctuations, and the Postmaster General stated that gas prices were a primary reason for the proposed 2007 postal rate adjustment. Based on this challenge, Congress asked GAO to review (1) how the Service's fuel costs changed recently and the impact of these cost changes on the Service's financial and operating conditions, and (2) how the Service's actions to control fuel costs and mitigate risk compare to leading practices and federal requirements. GAO collected fuel cost and price information; interviewed Service fuel officials; and compared the Service's actions against leading practices and federal requirements."

The Back End of the Fuel Cycle Moves Front and Center (open access)

The Back End of the Fuel Cycle Moves Front and Center

For many years, the commercial nuclear business has remained relatively stable in many ways. The introduction of new plants, the spread to new countries, and the development of key elements of the fuel cycle such as enrichment, reprocessing and waste disposal have been quite modest. That is unlikely to be the case in the coming years. A number of events and trends are becoming increasingly apparent and are cause for both opportunity and caution: (1) New nuclear power plant orders are likely to grow and spread, particularly in the developing world, e.g. China and India. (2) The growing recognition that the developing world will be a major competitor for limited energy resources is raising awareness in the developed world regarding concerns for future energy security. (3) Clearer evidence of the effects of greenhouse gas emissions on global warming, largely from the burning of fossil fuels, is creating more attention on the environmental benefits of nuclear power. (4) The last decade has shown unequivocal evidence of countries lying, cheating on their NPT obligation, and covertly carrying out nuclear weapons-related activities. Some have suggested their presumed need for a domestic nuclear fuel cycle as a rationale to pursue enrichment and/or reprocessing capabilities, …

Cost of Power Interruptions to Electricity Consumers in the United States (U.S.) (open access)

Cost of Power Interruptions to Electricity Consumers in the United States (U.S.)

The massive electric power blackout in the northeastern U.S.and Canada on August 14-15, 2003 catalyzed discussions about modernizingthe U.S. electricity grid. Industry sources suggested that investments of$50 to $100 billion would be needed. This work seeks to better understandan important piece of information that has been missing from thesediscussions: What do power interruptions and fluctuations in powerquality (power-quality events) cost electricity consumers? We developed abottom-up approach for assessing the cost to U.S. electricity consumersof power interruptions and power-quality events (referred to collectivelyas "reliability events"). The approach can be used to help assess thepotential benefits of investments in improving the reliability of thegrid. We developed a new estimate based on publicly availableinformation, and assessed how uncertainties in these data affect thisestimate using sensitivity analysis.

Cuba: U.S. Restrictions on Travel and Remittances (open access)

Cuba: U.S. Restrictions on Travel and Remittances

Restrictions on travel to Cuba have been a key and often contentious component in U.S. efforts to isolate the communist government of Fidel Castro for much of the past 40 years. Under the Bush Administration, enforcement of U.S. restrictions on Cuba travel has increased, and restrictions on travel and on private remittances to Cuba have been tightened. Several legislative initiatives have been introduced in the 109th Congress that would ease restrictions on travel and remittances to Cuba. These bills would, among other things, lift overall restrictions on travel to Cuba, lift the overall embargo, and ease restrictions on exporting agricultural commodities to Cuba.

Disaster Preparedness: Preliminary Observations on the Evacuation of Hospitals and Nursing Homes Due to Hurricanes (open access)

Disaster Preparedness: Preliminary Observations on the Evacuation of Hospitals and Nursing Homes Due to Hurricanes

Correspondence issued by the Government Accountability Office with an abstract that begins "During disasters, administrators of health care facilities are faced with decisions about how to operate and care for patients, including when and how to evacuate patients if the facility becomes unable to support adequate care, treatment, or services. Hospitals and nursing homes are required to have plans in place that describe how they will operate during emergencies. Hurricanes Katrina and Rita were incidents of national significance that highlighted the challenges involved in evacuating vulnerable populations, including those in hospitals and nursing homes. Federal officials used the National Disaster Medical System (NDMS) to help evacuate patients due to Hurricane Katrina--the first time the system has been used to evacuate such a large number of patients. Formed in 1984, NDMS is a partnership among the Department of Defense (DOD), the Department of Health and Human Services (HHS), the Department of Homeland Security (DHS), and the Department of Veterans Affairs (VA). We have begun work to assess the evacuation of hospital and nursing home patients due to disasters. We are performing this work under the Comptroller General's authority to conduct evaluations on his own initiative. To conduct our review, we obtained …
