Bill Jason Priest, Community College Pioneer

There are few things that are purely American. On that short list are baseball and the two-year community college. Bill Jason Priest possessed skill and acumen for both. The better part of his life was spent developing and defining the junior college into the comprehensive community college. His contributions earned him a prestigious place in the annals of higher education, but his personality was not one of a stereotypical stodgy educator, nor is the story of his life a dry read. After working his way through college, Priest played professional baseball before serving in Naval Intelligence during World War II. His varied experiences helped shape his leadership style, often labeled as autocratic and sometimes truculent in conservative convictions. The same relentless drive that brought him criticism also brought him success and praise. Forthright honesty and risk-taking determination combined with vision brought about many positive results. Priest’s career in higher education began with the two-year college system in California before he was lured to Texas in 1965 to head the Dallas County Junior College District. The Broader Middle East and North Africa Initiative: An Overview

The Broader Middle East and North Africa Initiative (BMENA) is a multilateral development and reform plan aimed at fostering economic and political liberalization in a wide geographic area of Arab and non-Arab Muslim countries. In December 2004, the first BMENA meeting took place in Rabat, Morocco and was called the “Forum for the Future.”At the forum, foreign ministers and finance ministers of the countries in the region stretching from Morocco to Pakistan as well as from the countries of the G8 pledged to create several new development programs and committed $60 million to a regional fund for business development. Critics of BMENA contend that the initiative focuses too heavily on economic issues instead of political reform and does little to strengthen non-governmental organizations and civil society groups in Arab and non- Arab Muslim countries.

A letter report issued by the Government Accountability Office with an abstract that begins "The Internal Revenue Service's (IRS) Business Systems Modernization (BSM) program is a multibillion-dollar, high-risk, highly complex effort that involves the development and delivery of a number of modernized information systems that are intended to replace the agency's aging business and tax processing systems. As required by law, IRS submitted its fiscal year 2007 expenditure plan, in September 2006, to congressional appropriations committees, requesting $167.3 million from the BSM account. GAO's objectives in reviewing the plan were to (1) determine whether it satisfied the conditions specified in the law, (2) determine IRS's progress in implementing prior GAO recommendations, and (3) provide any other observations about the plan and IRS's BSM program. To address these objectives, GAO analyzed the plan, reviewed related documentation, and interviewed IRS officials."

Calculating Contained Firing Facility (CFF) Explosive Firing Zones

Revision 1 of this document presented a method of calculating the CFF explosive firing zones that was based upon the peak average pressure on the various elements of the firing chamber as explosive weights and locations are changed. That document was reviewed internally at LLNL and reviewed by the design contractor of the facility. The contractor's responses generally confirmed the validity of the peak average pressure method, but noted that the shearing stresses at haunches may exceed the design values when explosive charges are moved towards comers. The concept of a dynamic load factor is introduced in the dynamic analysis section of Reference 5. A method is shown there whereby the response of the major elements of construction can be calculated from the knowledge of the peak average blast pressure averaged over the surface considered. the length of the pulse, and the natural period of vibration of the element. Quazi Hossain also suggested this method of analysis in Reference 2. The major elements of the Firing Chamber are the four walls, floor, roof slab, camera room overlay structure, inclined plate, bullnose, and the two doors. CALIBRATION OF PHOTOELASTIC MODULATORS IN THE VACUUM UV.

Measurements of circular dichroism (CD) in the UV and vacuum UV have used photoelastic modulators (PEMs) for high sensitivity (to about 10{sup -6}). While a simple technique for wavelength calibration of the PEMs has been used with good results, several features of these calibration curves have not been understood. The authors have calibrated a calcium fluoride PEM and a lithium fluoride PEM using the National Synchrotron Light Source (NSLS) at Brookhaven National Laboratory as a light source. These experiments showed calibration graphs that are linear bit do not pass through the graph origin. A second ''multiple pass'' experiment with laser light of a single wavelength, performed on the calcium fluoride PEM, demonstrates the linearity of the PEM electronics. This implies that the calibration behavior results from intrinsic physical properties of the PEM optical element material. An algorithm for generating calibration curves for calcium fluoride and lithium fluoride PEMs has been developed. The calibration curves for circular dichroism measurement for the two PEMs investigated in this study are given as examples.

Calibration Report for the WRAP Facility Gamma Energy Analysis System [104-ND-06-102A]

The Waste Receiving And Processing facility (WRAP) adheres to providing gamma-ray spectroscopy instrument calibrations traceable to the National Institute for Standards and Technology (NIST) standards. The detectors are used to produce quantitative results for the Waste Isolation Pilot Plant (WIPP) and must meet calibration programmatic calibration goals. Instruments must meet portions of ANSI N42.14, 1978 guide for Germanium detectors. The Non-Destructive Assay (NDA) Gamma Energy Analysis (GEA) utilizes NIST traceable line source standards for the detector system calibrations. The counting configuration is a series of drums containing the line sources and different density filler matrices. The drums are used to develop system efficiencies with respect to density. The efficiency and density correction factors are required for the processing of drummed waste materials of similar densities. The calibration verification is carried out after the calibration is deemed final, by counting a second drum of NIST traceable sources. Three in-depth calibrations have been completed on one of the two systems to date, the first being the system acceptance plan. This report has a secondary function; that being the development of the instrument calibration errors which are to be folded into the Total Instrument Uncertainty document, HNF-4050.

Center for Extended Magnetohydrodynamic Modeling Cooperative Agreement

The Center for Extended Magnetohydrodynamic Modeling (CEMM) is developing computer simulation models for predicting the behavior of magnetically confined plasmas. Over the first phase of support from the Department of Energy’s Scientific Discovery through Advanced Computing (SciDAC) initiative, the focus has been on macroscopic dynamics that alter the confinement properties of magnetic field configurations. The ultimate objective is to provide computational capabilities to predict plasma behavior—not unlike computational weather prediction—to optimize performance and to increase the reliability of magnetic confinement for fusion energy. Numerical modeling aids theoretical research by solving complicated mathematical models of plasma behavior including strong nonlinear effects and the influences of geometrical shaping of actual experiments. The numerical modeling itself remains an area of active research, due to challenges associated with simulating multiple temporal and spatial scales. The research summarized in this report spans computational and physical topics associated with state of the art simulation of magnetized plasmas. The tasks performed for this grant are categorized according to whether they are primarily computational, algorithmic, or application-oriented in nature. Ceramic Laser Materials

Transparent ceramic materials have several major advantages over single crystals in laser applications, not the least of which is the ability to make large aperture parts in a robust manufacturing process. After more than a decade of working on making transparent YAG:Nd, Japanese workers have recently succeeded in demonstrating samples that performed as laser gain media as well as their single crystal counterparts. Since then several laser materials have been made and evaluated. For these reasons, developing ceramic laser materials is the most exciting and futuristic materials topic in today's major solid-state laser conferences. We have established a good working relationship with Konoshima Ltd., the Japanese producer of the best ceramic laser materials, and have procured and evaluated slabs designed by us for use in our high-powered SSHCL. Our measurements indicate that these materials will work in the SSHCL, and we have nearly completed retrofitting the SSHCL with four of the largest transparent ceramic YAG:Nd slabs in existence. We have also begun our own effort to make this material and have produced samples with various degrees of transparency/translucency.
