A Failure of Initiative: The Final Report of the Select Bipartisan Committee to Investigate the Preparation for and Response to Hurricane Katrina

On September 15, 2005, the House of Representatives approved H. Res. 437, which created the Select Bipartisan Committee to Investigate the Preparation for and Response to Hurricane Katrina (“the Select Committee”). According to the resolution, the Committee was charged with conducting “a full and complete investigation and study and to report its findings to the House not later than February 15, 2006, regarding— (1) the development, coordination, and execution by local, State, and Federal authorities of emergency response plans and other activities in preparation for Hurricane Katrina; and (2) the local, State, and Federal government response to Hurricane Katrina.” The Committee presents the report narrative and the findings that stem from it to the U.S. House of Representatives and the American people for their consideration. Members of the Select Committee agree unanimously with the report and its findings. Other Members of Congress who participated in the Select Committee’s hearings and investigation but were not official members of the Select Committee, while concurring with a majority of the report’s findings, have presented additional views as well, which we offer herein on their behalf. Cometabolic bioremediation

Cometabolic bioremediation is probably the most under appreciated bioremediation strategy currently available. Cometabolism strategies stimulate only indigenous microbes with the ability to degrade the contaminant and cosubstrate e.g. methane, propane, toluene and others. This highly targeted stimulation insures that only those microbes that can degrade the contaminant are targeted, thus reducing amendment costs, well and formation plugging, etc. Cometabolic bioremediation has been used on some of the most recalcitrant contaminants, e.g. PCE, TCE, MTBE, TNT, dioxane, atrazine, etc. Methanotrophs have been demonstrated to produce methane monooxygense, an oxidase that can degrade over 300 compounds. Cometabolic bioremediation also has the advantage of being able to degrade contaminants to trace concentrations, since the biodegrader is not dependent on the contaminant for carbon or energy. Increasingly we are finding that in order to protect human health and the environment that we must remediate to lower and lower concentrations, especially for compounds like endocrine disrupters, thus cometabolism may be the best and maybe the only possibility that we have to bioremediate some contaminants.

Acquisition of Crosswell Seismic Monitoring Data

Crosswell seismic acquisition provides an ideal geometry for monitoring travel time changes in the subsurface. Analysis of delay time in terms of a characteristic frequency allows us to estimate optimal acquisition parameters (frequency and distance). We have deployed standard data acquisition equipment for continuous monitoring of crosswell travel time in two separate field experiments, with well spacing of 3 and 30 m. The acquisition hardware used for the field experiments is described, along with environmental effects (such as temperature) that influence the measurements. Two field experiments are described that correlate changes in travel time (and therefore velocity) with changes in barometric pressure. The results from the two field sites show a pressure sensitivity for velocity of 10{sup -6}/Pa to 10{sup -8}/Pa.

Contributions to the Genesis and Progress of ICF

Inertial confinement fusion (ICF) has progressed from the detonation of large-scale fusion explosions initiated by atomic bombs in the early 1950s to final preparations for initiating small-scale fusion explosions with giant lasers. The next major step after ignition will be development of high performance targets that can be initiated with much smaller, lower cost lasers. In the 21st century and beyond, ICF's grand challenge is to develop practical power plants that generate low cost, clean, inexhaustible fusion energy. In this chapter, I first describe the origin in 1960-61 of ICF target concepts, early speculations on laser driven 'Thermonuclear Engines' for power production and rocket propulsion, and encouraging large-scale nuclear explosive experiments conducted in 1962. Next, I recall the 40-year, multi-billion dollar ignition campaign - to develop a matched combination of sufficiently high-performance implosion lasers and sufficiently stable targets capable of igniting small fusion explosions. I conclude with brief comments on the NIF ignition campaign and very high-performance targets, and speculations on ICF's potential in a centuries-long Darwinian competition of future energy systems. CALIBRATION OF PHOTOELASTIC MODULATORS IN THE VACUUM UV.

Measurements of circular dichroism (CD) in the UV and vacuum UV have used photoelastic modulators (PEMs) for high sensitivity (to about 10{sup -6}). While a simple technique for wavelength calibration of the PEMs has been used with good results, several features of these calibration curves have not been understood. The authors have calibrated a calcium fluoride PEM and a lithium fluoride PEM using the National Synchrotron Light Source (NSLS) at Brookhaven National Laboratory as a light source. These experiments showed calibration graphs that are linear bit do not pass through the graph origin. A second ''multiple pass'' experiment with laser light of a single wavelength, performed on the calcium fluoride PEM, demonstrates the linearity of the PEM electronics. This implies that the calibration behavior results from intrinsic physical properties of the PEM optical element material. An algorithm for generating calibration curves for calcium fluoride and lithium fluoride PEMs has been developed. The calibration curves for circular dichroism measurement for the two PEMs investigated in this study are given as examples.

Bill Jason Priest, Community College Pioneer

There are few things that are purely American. On that short list are baseball and the two-year community college. Bill Jason Priest possessed skill and acumen for both. The better part of his life was spent developing and defining the junior college into the comprehensive community college. His contributions earned him a prestigious place in the annals of higher education, but his personality was not one of a stereotypical stodgy educator, nor is the story of his life a dry read. After working his way through college, Priest played professional baseball before serving in Naval Intelligence during World War II. His varied experiences helped shape his leadership style, often labeled as autocratic and sometimes truculent in conservative convictions. The same relentless drive that brought him criticism also brought him success and praise. Forthright honesty and risk-taking determination combined with vision brought about many positive results. Priest’s career in higher education began with the two-year college system in California before he was lured to Texas in 1965 to head the Dallas County Junior College District. Over the next fifteen years Priest transformed the junior college program into the Dallas County Community College District (DCCCD) and built it up to seven colleges. …

The Mason County "Hoo Doo" War, 1874-1902

Post-Reconstruction Texas in the mid-1870s was still relatively primitive, with communities isolated from each other in a largely open-range environment. Cattlemen owned herds of cattle in numerous counties while brand laws remained local. Friction arose when the nonresident stockmen attempted to gather their cattle, and mavericking was common. Law enforcement at the local level could cope with handling local drunks, collecting taxes, and attending the courts when in session, but when an outrageous crime occurred, or depredations in a community were at a level that severely taxed or overwhelmed the local sheriff, there was seldom any other recourse except a vigilante movement. With such a fragile hold on civilization in these communities, it is not difficult to understand how a “blood feud” could occur. During 1874 the Hoo Doo War erupted in the Texas Hill Country of Mason County, and for the remainder of the century violence and fear ruled the region in a rising tide of hatred and revenge. It is widely considered the most bitter feud in Texas history. Traditionally the feud is said to have begun with the intention of protecting the families, property and livelihood of the largely agrarian settlers in Mason and Llano counties. The …

The Sutton-taylor Feud: the Deadliest Blood Feud in Texas

The Sutton-Taylor Feud of DeWitt, Gonzales, Karnes, and surrounding counties began shortly after the Civil War ended. The blood feud continued into the 1890s when the final court case was settled with a governmental pardon. Of all the Texas feuds, the one between the Sutton and Taylor forces lasted longer and covered more ground than any other. William E. Sutton was the only Sutton involved, but he had many friends to wage warfare against the large Taylor family. The causes are still shrouded in mystery and legend, as both sides argued they were just and right. In April 1868 Charles Taylor and James Sharp were shot down in Bastrop County, alleged horse thieves attempting to escape. During this period many men were killed “while attempting to escape.” The killing on Christmas Eve 1868 of Buck Taylor and Dick Chisholm was perhaps the final spark that turned hard feelings into fighting with bullets and knives. William Sutton was involved in both killings. “Who sheds a Taylor's blood, by a Taylor's hand must fall” became a fact of life in South Texas. Violent acts between the two groups now followed.
