Oral History Interview with Harlie Beale, February 14, 2008

The National Museum of the Pacific War presents an oral interview with Harlie Beale. Beale joined the Navy in 1942 and was assigned to the USS Patuxent (AO-44) as a seaman. In September 1944 he had the opportunity to strike for quartermaster and joined the bridge gang. One of Beale’s most daunting experiences was enduring a typhoon near Ulithi. He found it tiring to stand on the bridge, and terrifying to see nearby destroyers tossed about like toys. At Iwo Jima, Beale learned of plans to support air raids over Japan. But when a magazine hoist sparked and ignited leaking aviation gas, causing an explosion that lifted the ship up 40 feet, the Patuxent was diverted for repairs. Later, at Okinawa, Beale saw a kamikaze strike a nearby ship. When the crew of the Patuxent learned of the end of the war, they sang in celebration. The Patuxent joined the USS Missouri (BB-63) at the signing of the armistice in Tokyo Bay, where Beale saw Japanese civilians out with white flags. Beale returned home after 18 months at sea.

Oral History Interview with D. L. Misenhimer, February 14, 2008

The National Museum of the Pacific War presents an interview with D L Misenhimer. Misenhimer joined the Navy around 1943. In Maine he was assigned to work in the boiler room and engine room aboard a seagoing salvage tugboat, the ATR-77. They pulled barges of aviation gas to Eniwetok, Okinawa and the Philippines. During the Okinawa invasion his group pulled the LSTs off the beach and ran the picket lines. They towed the USS Ward (DD-139) and a hospital ship to dry dock after each was hit by a kamikaze. He shares some details of his experiences during the Okinawa invasion. They transported Japanese prisoners. After the war, they went to Japan to clean up the harbor at Yokosuka. He remained in Japan for six months and provides some details of his work and interacting with the natives. Misenhimer was discharged in August of 1946.

Oral History Interview with Walter Loyd, February 14, 2005

The National Museum of the Pacific War presents an oral interview with Walter Loyd. Loyd joined the Navy after finishing high school in 1941. He trained at San Diego until he was assigned to the boilers in the main engine room aboard the USS Neosho (AO-23). Loyd was aboard the Neosho at Ford Island when the Japanese attacked Pearl Harbor. Loyd's battle station was on the deck near the bow of the ship, so he got a good look at the action around the harbor. In February 1942, Loyd swapped duties with a man at Hickam Field and got off the Neosho. His new assignment was degaussing ships. Also while in Hawaii, he served aboard the USS Skenandoa (YT-336), an ocean going tugboat. In early 1944, Loyd was assigned to the USS Springfield (CL-66). He was aboard her when the war ended.

Oral History Interview with Hermi Salas, February 14, 2005

The National Museum of the Pacific War presents an oral interview with Hermi Salas. Salas was assigned to the Third Marine Division and was present for the invasion of Guam in the Mariana Islands. He was wounded on Guam and evacuated to a hospital ship, the USS Solace. He also participated in the Iwo Jima landings. After a few weeks on Iwo Jima, Salas was wounded again and placed aboard the USS Solace. He discusses his experiences in the hospital recovering from wounds received in battle at Iwo Jima. Eventually, he made his way back to San Antonio and discusses a brief leave at home before reporting to prison guard duty in Corpus Christi. Upon being discharged after the war, Salas went to radio school and worked at Kelly Air Force Base in the Civil Service.

Information Security: Although Progress Reported, Federal Agencies Need to Resolve Significant Deficiencies

Testimony issued by the Government Accountability Office with an abstract that begins "Information security is especially important for federal agencies, where the public's trust is essential and poor information security can have devastating consequences. Since 1997, GAO has identified information security as a governmentwide high-risk issue in each of its biennial reports to the Congress. Concerned by reports of significant weaknesses in federal computer systems, Congress passed the Federal Information Security Management Act (FISMA) of 2002, which permanently authorized and strengthened information security program, evaluation, and annual reporting requirements for federal agencies. GAO was asked to testify on the current state of federal information security and compliance with FISMA. This testimony summarizes (1) agency progress in performing key control activities, (2) the effectiveness of information security at federal agencies, and (3) opportunities to strengthen security. In preparing for this testimony, GAO reviewed prior audit reports; examined federal policies, guidance, and budgetary documentation; and analyzed agency and inspector general (IG) reports on information security."

Military Readiness: Impact of Current Operations and Actions Needed to Rebuild Readiness of U.S. Ground Forces

Testimony issued by the Government Accountability Office with an abstract that begins "U.S. military forces, and ground forces in particular, have operated at a high pace since the attacks of September 11, 2001, including to support ongoing operations in Iraq and Afghanistan. Between 2001 and July 2007, approximately 931,000 U.S. Army and Marine Corps servicemembers deployed for overseas military operations, including about 312,000 National Guard or Reserve members. To support ongoing military operations and related activities, Congress has appropriated billions of dollars since 2001, and through September 2007, the Department of Defense (DOD) has reported obligating about $492.2 billion to cover these expenses, of which a large portion are related to readiness. In addition, DOD's annual appropriation, now totaling about $480 billion for fiscal year 2008, includes funds to cover readiness needs. GAO was asked to testify on (1) the readiness implications of DOD's efforts to support ongoing operations; and (2) GAO's prior recommendations related to these issues, including specific actions that GAO believes would enhance DOD's ability to manage and improve readiness. This statement is based on reports and testimonies published from fiscal years 2003 through 2008. GAO's work was conducted in accordance with generally accepted government auditing standards."

Freedom of Information Act: Processing Trends Show Importance of Improvement Plans

Testimony issued by the Government Accountability Office with an abstract that begins "The Freedom of Information Act (FOIA) establishes that federal agencies must provide the public with access to government information, enabling them to learn about government operations and decisions. To help ensure proper implementation, the act requires that agencies annually report specific information about their FOIA operations, such as numbers of requests received and processed and median processing times. In addition, a recent Executive Order directs agencies to develop plans to improve their FOIA operations, including decreasing backlogs. GAO was asked to testify on the results of its study on FOIA processing and agencies' improvement plans. The draft report on the study is currently out for comment at the agencies involved (and is thus subject to change). For the study, GAO reviewed status and trends of FOIA processing at 25 major agencies as reflected in annual reports, as well as the extent to which improvement plans contain the elements emphasized by the Executive Order. To do so, GAO analyzed the 25 agencies' annual reports and improvement plans."

Testimony issued by the Government Accountability Office with an abstract that begins "The Small Business Administration (SBA) helps individuals and businesses recover from disasters such as hurricanes through its Disaster Loan Program. SBA faced an unprecedented demand for disaster loan assistance following the 2005 Gulf Coast hurricanes (Katrina, Rita, and Wilma), which resulted in extensive property damage and loss of life. In the aftermath of these disasters, concerns were expressed regarding the timeliness of SBA's disaster assistance. GAO initiated work and completed two reports under the Comptroller General's authority to conduct evaluations and determine how well SBA provided victims of the Gulf Coast hurricanes with timely assistance. This testimony, which is based on these two reports, discusses (1) challenges SBA experienced in providing victims of the Gulf Coast hurricanes with timely assistance, (2) factors that contributed to these challenges, and (3) steps SBA has taken since the Gulf Coast hurricanes to enhance its disaster preparedness. Health Information Technology: HHS Is Pursuing Efforts to Advance Nationwide Implementation, but Has Not Yet Completed a National Strategy

Testimony issued by the Government Accountability Office with an abstract that begins "Health information technology (IT) offers promise for improving patient safety and reducing inefficiencies. Given its role in providing health care in the United States, the federal government has been urged to take a leadership role to improve the quality and effectiveness of health care, including the adoption of IT. In April 2004, President Bush called for widespread adoption of interoperable electronic health records within 10 years and issued an executive order that established the position of the National Coordinator for Health Information Technology within the Department of Health and Human Services (HHS). The National Coordinator, appointed in May 2004, released a framework for strategic action two months later. In late 2005, HHS also awarded several contracts to address key areas of health IT. GAO has been reporting on the department's efforts toward nationwide implementation of health IT since 2005. In prior work, GAO recommended that HHS establish detailed plans and milestones for the development of a national health IT strategy and take steps to ensure that its plans are followed and milestones met. Testimony issued by the General Accounting Office with an abstract that begins "The Department of Transportation (DOT) faces critical challenges in achieving its goals of ensuring the safe and efficient movement of people and goods and in making cost-effective investments in the nation's transportation infrastructure. Many of the challenges GAO identified at DOT are long-standing and will require sustained attention by the new administration and Congress. Although the Department has efforts under way to address the shortcomings of its programs, these activities have not been fully implemented. Their success will depend on a strong commitment from DOT's new leadership and a sustained effort to identify and address critical human capital issues. Finally, as they address the problems facing each of the individual components, given the myriad of demands for new resources, the new administration and Congress must think and act to ensure that their transportation decisions reflect an intermodal transportation strategy that addresses the most pressing national needs in a cost-beneficial manner. Medicare Physician Payments: Spending Targets Encourage Fiscal Discipline, Modifications Could Stabilize Fees

Testimony issued by the General Accounting Office with an abstract that begins "Congress implemented a physician fee schedule and a fee update formula to moderate spending growth relative to specified Medicare spending targets. These spending targets increase annually to reflect higher costs for physician services, the growth in the overall economy, and changes in the number of Medicare beneficiaries. Physician fees are adjusted for changes in the costs of providing services and on actual cumulative spending compared to the cumulative targets. Physician fees are updated to reflect higher costs to provide services. These updates are adjusted up or down on actual spending either falling below or exceeding the targets. In November 2001, the Centers for Medicare and Medicaid announced that updating Medicare's fees will decline 5.4 percent from what was paid in 2001, despite an estimated 2.6 percent increase in the cost of physician inputs. This reduction accounts for historical cumulative spending that exceeded the target by $8.9 billion, or 13 percent of estimated 2002 spending. Identity Theft: Available Data Indicate Growth in Prevalence and Cost

Testimony issued by the General Accounting Office with an abstract that begins "Identity theft involves "stealing" another person's personal identifying information, such as their Social Security Number (SSN), date of birth, or mother's maiden name, and using it to fraudulently establish credit, run up debt, or take over existing financial accounts. The prevalence and cost of identity theft seem to be increasing. Recently introduced bills seek to prevent identity theft and enforce laws prohibiting identity theft. Since May 1998, various actions--particularly passage of federal and state statutes--have been taken to address identity theft. Precise, statistical measurement of identity theft trends is difficult for several reasons. Federal law enforcement agencies lack information systems to track identity theft cases. Also, identity theft almost always accompanies white-collar or financial crimes, such as bank fraud, credit card or access device fraud, or the use of counterfeit financial instruments. Data sources, such as consumer complaints and hotline allegations, can be used as proxies for gauging the prevalence of identity theft. Law enforcement investigations and prosecutions of identity theft-related crimes, such as bank and credit card fraud, also provide data."
