Campaign Finance
Concerns over financing federal elections have become a seemingly perennial aspect of our political system, long centered on the enduring issues of high campaign costs and reliance on interest groups for needed campaign funds. This report discusses campaign finance practices, enduring issues and today’s paramount issues. In addition it presents the Legislative Action in the 108th and 109th Congress, as well as the Congressional efforts to close perceived loopholes in Federal Election Law.

Advanced Pattern Material for Investment Casting Applications
Cleveland Tool and Machine (CTM) of Cleveland, Ohio in conjunction with Harrington Product Development Center (HPDC) of Cincinnati, Ohio have developed an advanced, dimensionally accurate, temperature-stable, energy-efficient and cost-effective material and process to manufacture patterns for the investment casting industry. In the proposed technology, FOPAT (aFOam PATtern material) has been developed which is especially compatible with the investment casting process and offers the following advantages: increased dimensional accuracy; increased temperature stability; lower cost per pattern; less energy consumption per pattern; decreased cost of pattern making equipment; decreased tooling cost; increased casting yield. The present method for investment casting is "the lost wax" process, which is exactly that, the use of wax as a pattern material, which is then melted out or "lost" from the ceramic shell. The molten metal is then poured into the ceramic shell to produce a metal casting. This process goes back thousands of years and while there have been improvements in the wax and processing technology, the material is basically the same, wax. The proposed technology is based upon an established industrial process of "Reaction Injection Molding" (RIM) where two components react when mixed and then "molded" to form a part. Excitation Cross Section Measurement for n=3 to n=2 Line Emission in Fe17+ to Fe23+
The authors report the measurement of electron impact excitation cross sections for the strong iron L-shell 3 {yields} 2 lines of Fe XVIII through Fe XXIV at the EBIT-I electron beam ion trap using a crystal spectrometer and a 6 x 6 pixel array microcalorimeter. The cross sections were determined by direct normalization to the well established cross section of radiative electron capture through a sophisticated model analysis which results in the excitation cross section for 48 lines at multiple electron energies. They also studied the electron density dependent nature of the emission lines, which is demonstrated by the effective excitation cross section of the 3d {yields} 2p transition in Fe XXI.

Electron irradiation effect on bubble formation and growth in a sodium borosilicate glass
In this study, the authors studied simultaneous and intermittent electron irradiation effects on bubble growth in a simple sodium borosilicate glass during Xe ion implantation at 200 C. Simultaneous electron irradiation increases the average bubble size in the glass. This enhanced diffusion is also shown by the migration of Xe from bubbles into the matrix when the sample is irradiated by an electron beam after the Xe implantation.

Technical Report: Final project report for Terahertz Spectroscopy of Complex Matter
This project designed characterization techniques for thin films of complex matter and other materials in the terahertz spectral region extending from approximately 100 GHz to 4000 GHz (4 THz) midway between radio waves and light. THz has traditionally been a difficult region of the spectrum in which to conduct spectroscopic measurements. The “THz gap” arises from the nature of the sources and detectors used in spectroscopy both at the optical (high frequency) side and electronic (low frequency) side of the gap. To deal with the extremely rapid oscillations of the electric field in this frequency region this research project adapted techniques from both the electronics and optics technologies by fabricating microscopic antennas and driving them with short optical pulses. This research technique creates nearly single cycle pulses with extremely broad spectral bandwidth that are able to cover the THz spectral range with a single measurement. The technique of THz time domain spectroscopy (THz-TDS) has seen increasing use and acceptance in laboratories over the past fifteen years. However significant technical challenges remain in order to allow THz-TDS to be applied to measurement of solid materials, particularly thin films and complex matter. The Comparison and Evaluation of Three Fiber Composite Failure Criteria
Three specific failure criteria for the transversely isotropic fiber composite case will be discussed. All three use the polynomial expansion method. The three criteria are the Tsai-Wu criterion, the Hashin criterion and the Christensen criterion. All three criteria will be given in forms that admit direct and easy comparison, which has not usually been done. The central differences between these three criteria will be discussed, and steps will be taken toward the evaluation of them.
