Baseline Budget Projections Under Alternative Assumptions

The Congressional Budget Office (CBO) estimates a baseline budget based on simple rules prescribed by law. Statute requires CBO to project a baseline of revenues and outlays under current law over the next 10 years. Arguably, a “better guess” of the probable path of the federal budget under current policy might be achieved by modifying four assumptions in the CBO baseline. First, that discretionary spending will remain constant as a share of GDP rather than growing at the rate of inflation. Second, that military operations in Iraq and Afghanistan will continue and should be counted in the baseline rather than omitted. Third, that recent tax reduction will be extended rather than allowed to expire. Fourth, that the alternative minimum tax (AMT) relief will be extended rather than allowing the AMT to “take back” the reductions in regular income tax.

Why Certain Trade Agreements Are Approved as Congressional-Executive Agreements Rather Than as Treaties

Trade agreements such asthe NAFTA and the GATT Uruguay Round agreements have been approved by majority vote of each House of Congress rather than by twothirds vote of the Senate — that is, they have been treated as congressional-executive agreements rather than astreaties. The congressional-executive agreement has been the vehicle for implementingCongress' long-standing policy ofseeking trade benefitsfor the United States through reciprocal trade negotiations. In a succession of statutes, Congress has authorized the President to negotiate and enter into tariff and nontariff barrier (NTB) agreements for limited periods, while mandating that NTB and free trade area agreements negotiated under this authority could enter into force for the United States only if approved by both Houses in a bill enacted into public law and other statutory conditions were met.

Energy Policy Act of 2002: Summary of S.1766 as Introduced

The Energy Policy Act of 2002 (S. 1766) was introduced by Senate Majority Leader Daschle on December 5, 2001, and placed on the Senate Calendar for floor action. The bill is expected to be the primary vehicle for Senate debate on national energy policy. S. 1766 would further the trend of the past two decades towards competitive electric markets. Subtitle B of Title II of S. 1766 would repeal the Public Utility Holding Company Act of 1935 (PUHCA), which makes certain multi-state utility holding companies subject to regulation by the Securities and Exchange Commission (SEC). Title II, Subtitle C of the bill would prospectively repeal Section 210 of the Public Utility Regulatory Policies Act of 1978 (PURPA), which requires utilities to purchase electricity from certain small power producers and cogenerators of industrial heat and power.

Financial distress is most common among lower-income families, but its incidence has grown in all income brackets. This trend suggests that explanations for the rise in consumer bankruptcy filings are more likely to be found in micro-analysis of individuals and groups of debtors than in macroeconomic indicators. Congress has long been concerned about whether U.S. policy advances the national interest in reducing the role of the People's Republic of China (PRC) in the proliferation of weapons of mass destruction (WMD) and missiles that could deliver them. China has taken some steps to mollify U.S. concerns about its role in weapons proliferation. Skeptics question whether China's cooperation in weapons nonproliferation has warranted President Bush's pursuit of stronger bilateral ties. This report discusses the national security problem of China's role in weapons proliferation and issues related to the U.S. policy response, including legislation, since the mid-1990s.
