Farm Commodity Programs: A Short Primer
The U.S. Department of Agriculture (USDA) is required by law to subsidize approximately two dozen specified agricultural commodities. Several permanent statutes provide the basic authority for these subsidies; more recent multi-year farm bills shape their operation and funding levels. The most recent omnibus farm bill is the Farm Security and Rural Investment Act of 2002 (P.L.107-171). However, Congress since FY1989 has also passed 30 appropriations, authorization, or farm disaster acts adding approximately $53 billion in supplemental funding for USDA farm and related programs (through October 2004). This report will not be updated.

Anti-Tax-Shelter and Other Revenue-Raising Tax Proposals Considered in the 108th Congress
Several bills introduced in the 108th Congress included revenue-raising provisions, particularly those aimed at tax shelters that are generally used by corporations. In 2003, anti-sheltering provisions were included in several bills. This report is an overview of the revenue-raising provisions in the original reported versions of H.R. 2896 and S. 1637 and the final anti-sheltering bill as enacted.

How Medicaid Works: Program Basics
Medicaid is a means-tested entitlement program that has been in existence for over 35 years. It provides primary and acute care as well as long-term care to over 40 million Americans at a cost to federal and state governments of approximately $258.2 billion in FY2002. Of all federally supported social programs, only Medicare comes close to this level of spending, and only Social Security costs more.

The Electoral College: Reform Proposals in the 107th Congress
Seven proposals to reform the Electoral College system have been introduced to date in the 107th Congress. H.J.Res. 3 (Representative Green of Texas), and H.J.Res. 5 (Representative Delahunt) would eliminate the electoral college, substituting direct popular election of the President. H.J.Res. 1 (Representative Clyburn), H.J.Res. 18 (Representative Engel), and H.J.Res. 37 (Representative Clement) would incorporate the “district” method of awarding electoral votes, and H.J.Res. 17 (Representative Engel) would provide for proportional award of electoral votes. H.J.Res. 25 (Representative Leach) is a hybrid plan. These measures have been referred to the House Judiciary Committee and await further action.

NATO Applicant States: A Status Report
On March 12, 1999, Poland, the Czech Republic, and Hungary formally became members of the North Atlantic Treaty Organization; nine additional central and eastern European nations have applied to join the alliance: Albania, Bulgaria, Estonia, Latvia, Lithuania, Macedonia, Romania, Slovakia, and Slovenia. There arc several general guidelines for evaluating nations seeking NATO membership; however, these guidelines are not a checklist that, when completed, would automatically guarantee membership. NATO members decide on the basis of consensus whether the admission of a state will serve the interests of the Alliance and promote European security and stability. This report, which was compiled from memoranda prepared in January 1999 at the request of Senator William Roth, contains brief assessments of the NATO applicants' qualifications, compared to those of the three new members, The report was updated in February 2000. The report will be updated as necessary.

House Conferees: Selection
A conference committee is composed of a House and a Senate delegation appointed to reconcile the differences between the versions of a measure passed by the two chambers. Congress usually uses a conference committee to resolve such disagreements on the more important, controversial, or complex measures. The members of each chamber’s delegation are known as its conferees or, more formally, “managers.” This report discusses how House conferees are selected.
