Environmental Quality Incentives Program (EQIP): Status and Issues
The Environmental Quality Incentives Program (EQIP) provides farmers with financial and technical assistance to plan and implement soil and water conservation practices. EQIP was enacted in 1996 and most recently amended by the Farm Security and Rural Investment Act of 2002 (Section 2301 of P.L. 107-171). It is a mandatory spending program (i.e., not subject to annual appropriations), administered by the Natural Resources Conservation Service (NRCS). EQIP is guaranteed a total of $6.1 billion from FY2002 through FY2007 from the Commodity Credit Corporation (CCC), making it the largest conservation cost-sharing program.

Data Security: Federal and State Laws
Security breaches involving electronic personal data have come to light largely as a result of the California Security Breach Notification Act, a California notification law that went into effect in 2003. In response, the states and some Members have introduced bills that would require companies to notify persons affected by such security breaches. By December 2005, 35 states had introduced data security legislation and 22 states had enacted data security laws.

Brazilian Trade Policy and the United States
As the largest and one of the most influential countries in Latin America, Brazil has emerged as a leading voice for developing countries in setting regional and multilateral trade agendas. Brazil is critical of U.S. trade policies such as the Byrd Amendment (repealed, but program in effect until October 1, 2007), which directs duties from trade remedy cases to affected industries, the administration of trade remedy rules, and what it considers to be discriminatory treatment in the U.S. expansion of free trade agreements in Latin America. Despite the differences, both countries recognize the potential for important gains to be had from mutually acceptable trade liberalization at all levels.

FEMA's Flood Hazard Map Modernization Initiative
This report discusses the the National Flood Insurance Program (NFIP), which required the Flood Insurance Administration in the Department of Housing and Urban Development to produce countywide “Flood Insurance Rate Maps,” or FIRMs, to set federal flood insurance premiums based on flood risk.

The Commodity Futures Modernization Act (P.L. 106-554)
The Commodity Futures Modernization Act of 2000 (CFMA) enacted the most sweeping amendments to derivatives law since the creation of the Commodity Futures Trading Commission (CFTC) in 1974. Provisions included major changes in the Commodity Exchange Act (CEA) regarding the regulation of exchange-traded futures contracts, over-the-counter (OTC) derivatives, and “security futures,” contracts based on individual stocks (which were previously prohibited).
