Recent charm mixing results from BABAR, Belle, and CDF
A summary of the results of several recent studies of charm mixing is presented. A number of different methods were used, including the measurement of lifetime ratios for final states of different CP, time dependence of wrong-sign hadronic decays, fits to time-dependent Dalitz plots, and searches for wrong-sign semi-leptonic decays. Taken together, they suggest mixing is of order 1%. The status of searches for indirect CP violation is also reported.

On Resonant Heating Below the Cyclotron Frequency
Resonant heating of particles by an electrostatic wave propagating perpendicular to a confining uniform magnetic field is examined. It is shown that, with a sufficiently large wave amplitude, significant perpendicular stochastic heating can be obtained with wave frequency at a fraction of the cyclotron frequency.

Status and Needs for Tank Isolation System Contingencies at the Oak Ridge National Laboratory
This document assesses the need for additional tank isolation systems and tooling at the Oak Ridge National Laboratory (ORNL). Locations for future operations at ORNL include the South and North Tank Farms and various Federal Facilities Agreement tanks. The goal of this report is to identify future needs for development of remote tools and systems to isolate inactive waste storage tanks. Remote tools have been developed to support waste-retrieval and tank-isolation operations at the Gunite and Associated Tanks (GAATs) at ORNL. The tools developed for in-tank remote operations include a pipe-cutting tool (a modified band saw), a pipe-cleaning tool (a modified drill with a wire brush), and a pipe plug. A review of the planned future operations revealed several desirable modifications to improve the efficiency, operability, and flexibility of the existing tank-isolation tools. For example, the pipe-cutting tool needs improvements to provide better alignment, a blade-cutting-release device, improved tire replacement, sensors to prevent operation of the saw when the blade stops, blade speed controls, and force feedback sensors. Nuclear energy plant optimization (NEPO) final scientific/technical report
The overall objective of this 3 year research program has been to support the aging management programs for LWR reactors through the extended 60-year lifetimes by adding to the knowledge base of irradiation-induced effects on the mechanical properties and cracking resistance of stainless steel (SS) core components. Over the course of this project, efforts have focused on enhancing the understanding of the link between deformation and fracture behavior in work-hardened and irradiated stainless steels. This understanding is achieved through a combination of mechanical testing, microstructural characterization, and development of models to describe the observed behavior. The understanding gained provides a foundation for evaluating the aging behavior of components during in-core service in terms of radiation embrittlement and alloy susceptibility to irradiation assisted stress corrosion cracking (IASCC).

Vector Unparticle Contributions to Lepton g-2
The generic unparticle propagator may be modified in two ways. Breaking the conformal symmetry effectively adds a mass term to the propagator, while considering vacuum polarization corrections adds a width-like term. Both of these modifications result naturally from the coupling of the unparticle to standard model (SM) fields. We explore how these modifications to the propagator affect the calculation of the lepton anomalous magnetic moment using an integral approximation of the propagator that is accurate for d {approx}< 1.5, where d is the unparticle dimension. We find that for this range of d and various values of the conformal breaking scale {mu}, the value of g-2 calculated when allowing various SM fermions to run in the unparticle self-energy loops does not significantly deviate from the value of g-2 when the width term is ignored. We also investigate the limits on a characteristic mass scale for the unparticle sector as a function of {mu} and d.

A Human Reliability-Centered Approach to the Development of Job Aids for Reviewers of Medical Devices That Use Radiological Byproduct Materials.
The U.S. Nuclear Regulatory Commission (NRC) is engaged in an initiative to risk-inform the regulation of byproduct materials. Operating experience indicates that human actions play a dominant role in most of the activities involving byproduct materials, which are radioactive materials other than those used in nuclear power plants or in weapons production, primarily for medical or industrial purposes. The overall risk of these activities is strongly influenced by human performance. Hence, an improved understanding of human error, its causes and contexts, and human reliability analysis (HRA) is important in risk-informing the regulation of these activities. The development of the human performance job aids was undertaken by stages, with frequent interaction with the prospective users. First, potentially risk significant human actions were identified based on reviews of available risk studies for byproduct material applications and of descriptions of events for byproduct materials applications that involved potentially significant human actions. Applications from the medical and the industrial domains were sampled. Next, the specific needs of the expected users of the human performance-related capabilities were determined. Air Quality Issues and Animal Agriculture: A Primer

Air Quality Issues and Animal Agriculture: EPA's Air Compliance Agreement
In an effort to collect scientifically credible data regarding the effect of animal agriculture on water resources (specifically animal waste and emissions from animal feeding operations (AFO), the Environmental Protection Agency (EPA) in January 2005 announced the Air Compliance Agreement. The agreement is intended to produce air quality monitoring data on AFO emissions during a two-year study, while at the same time protecting participants through a “safe harbor” from liability under certain provisions of federal environmental laws.

Micmac Strategic Energy Planning Initiative
In February 2005 the Aroostook Band of Micmacs submitted a grant application to the U.S. Department of Energy’s (DOE) Tribal First Steps Program. The purpose of the application was to request funding and technical assistance to identify and document Tribal energy issues, develop a Tribal energy vision, evaluate potential energy opportunities, and to develop an action plan for future Tribal energy activities. The grant application was subsequently funded by DOE, and the Aroostook Band of Micmacs hired an energy consultant to assist with completion of the project. In addition to identification and documentation of Tribal energy issues, and the development of a Tribal energy vision, the potential for wind energy development on Tribal land, and residential energy efficiency issues were thoroughly evaluated.

Oral History Interview with George W. Denby, February 2, 2008
The National Museum of the Pacific War presents an oral interview with George W Denby. Denby joined the Navy and earned his wings in December 1943 at Corpus Christi. He was assigned to the USS Enterprise (CV-6), flying a Grumman F4F Wildcat. At the Battle of the Philippine Sea he was knocked unconscious after being struck by an 18-inch shell. When he regained consciousness, he fired on his target and returned to the Enterprise. The next day, he was wounded in a dogfight with seven Zeroes. He jumped from his plane at 30,000 feet and broke his back when deploying his parachute. Zeroes continued firing on him as he hit the water, and his life jacket was full of holes. He swam for eight hours, bleeding severely and unable to move one of his legs. He was attacked by a shark but was eventually rescued and returned to the Enterprise. He finished his tour of duty with a total of 57 combat missions. While at Ulithi on R&R, he rubbed elbows with well-known fighter aces. For some time after the war, Denby was skittish while flying. But he flew combat missions in the Korean War and retired as a commander …
