STRUCTURAL CALCULATION OF AN EMPLACEMENT PALLET STATICALLY LOADED BY A WASTE PACKAGE
The purpose of this calculation is to determine the structural response of the emplacement pallet (EP) subjected to static load from the mounted waste package (WP). The scope of this document is limited to reporting the calculation results in terms of stress intensity magnitudes. This calculation is associated with the waste emplacement systems design; calculations are performed by the Waste Package Design group. AP-3.12Q, Revision 0, ICN 0, Calculations, is used to perform the calculation and develop the document. The finite element solutions are performed by using the commercially available ANSYS Version (V) 5.4 finite element code. The results of these calculations are provided in terms of maximum stress intensity magnitudes.

FEM3A Model Development Quarterly Report: October-December 2005
This quarterly report for DE-FG26-04NT42030 covers a period from October 1, 2005 to December 31, 2005. GTI's activities during the report quarter were limited to administrative work. The work at the University of Arkansas continued in line with the initial scope of work and identified the questions regarding surface to cloud heat transfer as being largely responsible for the instability problems previously encountered. A brief summary of results is included in this section and the complete report from University of Arkansas is attached as Appendix A.

Prior to using human nasopharyngeal samples, we will use prepared mixtures of viruses with bacteria and eukaryotic cells in our research on microfluidic separation techniques. Some examples of these mixtures are the bacteriophage MS2 with its host bacteria, E. coli, and BSL-1, Risk-Group-1 virus such as fowlpox virus vaccine with its host cell, DF-1, derived from chickens.

A Global Sensitivity Analysis Methodology for Multi-physics Applications
Experiments are conducted to draw inferences about an entire ensemble based on a selected number of observations. This applies to both physical experiments as well as computer experiments, the latter of which are performed by running the simulation models at different input configurations and analyzing the output responses. Computer experiments are instrumental in enabling model analyses such as uncertainty quantification and sensitivity analysis. This report focuses on a global sensitivity analysis methodology that relies on a divide-and-conquer strategy and uses intelligent computer experiments. The objective is to assess qualitatively and/or quantitatively how the variabilities of simulation output responses can be accounted for by input variabilities. We address global sensitivity analysis in three aspects: methodology, sampling/analysis strategies, and an implementation framework. The methodology consists of three major steps: (1) construct credible input ranges; (2) perform a parameter screening study; and (3) perform a quantitative sensitivity analysis on a reduced set of parameters. Once identified, research effort should be directed to the most sensitive parameters to reduce their uncertainty bounds. This process is repeated with tightened uncertainty bounds for the sensitive parameters until the output uncertainties become acceptable. Federal Recess Judges
This report discusses the recess clause and takes a look at the history of recess appointments. Under Article II of the Constitution, the President is empowered "to fill up all Vacancies that may happen during the Recess of the Senate, by granting Commissions which shall expire at the End of their next Session." Presidents have used the recess appointment power on more than 300 occasions to place judges on the district, appellate, and U.S. Supreme Court level. This practice slowed after the 1950s, but recent recess appointments to federal appellate courts (the Fourth, Fifth, and Eleventh Circuits) have revived a number of constitutional issues.
