The FISCAM is designed to be used primarily on financial and performance audits and attestation engagements performed in accordance with GAGAS, as presented in Government Auditing Standards (also know as the "Yellow Book"). The FISCAM is consistent with the GAO/PCIE Financial Audit Manual (FAM). Also, FISCAM control activities are consistent with NIST Special Publication 800-53 and all SP800-53 controls have been mapped to the FISCAM. The National Museum of the Pacific War presents an interview with Willard Frank. Frank joined the Navy in July of 1943. He deployed to Waimanalo in Hawaii to an Amphibious Training base. Frank served as an engineer on an LCVP, ferrying supplies from shore to ships. In 1944, he served aboard USS Lindenwald (LSD-6), participating in the invasions of the Marshall Islands, Saipan, the Philippines and Okinawa. He returned to the US and was discharged in late 1945.

The National Museum of the Pacific War presents an oral interview with George W Denby. Denby joined the Navy and earned his wings in December 1943 at Corpus Christi. He was assigned to the USS Enterprise (CV-6), flying a Grumman F4F Wildcat. At the Battle of the Philippine Sea he was knocked unconscious after being struck by an 18-inch shell. When he regained consciousness, he fired on his target and returned to the Enterprise. The next day, he was wounded in a dogfight with seven Zeroes. He jumped from his plane at 30,000 feet and broke his back when deploying his parachute. Zeroes continued firing on him as he hit the water, and his life jacket was full of holes. He swam for eight hours, bleeding severely and unable to move one of his legs. He was attacked by a shark but was eventually rescued and returned to the Enterprise. He finished his tour of duty with a total of 57 combat missions. While at Ulithi on R&R, he rubbed elbows with well-known fighter aces. For some time after the war, Denby was skittish while flying. But he flew combat missions in the Korean War and retired as a commander …

Prior to the moratorium, underground nuclear testing was a critical component for evaluating and certifying nuclear warheads. In 1993, the Department of Energy (DOE), at the direction of the President and the Congress, established the Stockpile Stewardship Program to increase understanding of the basic phenomena associated with nuclear weapons, provide better predictive understanding of the safety and reliability of weapons, and ensure a strong scientific and technical basis for future United States nuclear weapons policy objectives. The National Nuclear Security Administration (NNSA), a separately organized agency within DOE, is now responsible for carrying out the Stockpile Stewardship Program. In 1995, the President established an annual stockpile assessment and reporting requirement to help ensure that the nation's nuclear weapons remained safe and reliable without underground nuclear testing. Subsequently, the Congress enacted into law the requirement for an annual stockpile assessment (annual assessment) process in section 3141 of the National Defense Authorization Act for Fiscal Year 2003. To improve employment and training services for veterans and to encourage employers to hire them, Congress passed the Jobs for Veterans Act in 2002, which reformed Labor's Disabled Veterans' Outreach Program (DVOP) and Local Veterans' Employment Representative (LVER) program. This testimony summarizes GAO's recent review of progress implementing the act, including the development of new staff roles and responsibilities, incentive awards, and performance accountability system. GAO examined (1) actions taken to improve performance and accountability since the law's enactment and any associated challenges, (2) whether available data indicate that such action has resulted in improved employment outcomes for veterans, and (3) factors affecting program oversight an accountability."

DOD's use of Reserve and National Guard forces increased dramatically following the events of September 11, 2001, and on January 19, 2005, more than 192,000 National Guard and Reserve component members were mobilized. About 85 percent of these personnel were members of the Army National Guard or the Army Reserve. Furthermore, the availability of reserve component forces will continue to play an important role in the success of DOD's future missions, and DOD has projected that over the next 3 to 5 years, it will continuously have more than 100,000 reserve component members mobilized. The National Museum of the Pacific War presents an interview with John Ream. Ream was born in the Philippines on 28 November 1943. His parents and three older sisters were originally from the United States, but his father had previously taught in agricultural schools in the Philippines and eventually returned and moved his family there, working near Baguio as a manager of a bus and taxi company, as well as a mining-equipment salesman. On Christmas Day in 1941, after the Japanese invaded the Philippines, Ream and his family were taken to various camps, including Camp Holmes, Old Bilibid Prison and Santo Tomas. They remained imprisoned from late 1941 through their liberation in February of 1945. After the war, their family traveled to San Francisco and established life in the United States.
