These sections authorize the President and the Vice President to expend appropriated funds for certain specified purposes that may be accounted for solely on their certificates and as they determine, notwithstanding the provisions of any other law. Sections 105(d) and 106(b) also authorize us to examine records related to these expenditures for the purpose of verifying that all such expenditures related to purposes specified in those sections. We are to report to Congress our verification and any amounts not expended for the specified purposes."

Election Reform: Nine States' Experiences Implementing Federal Requirements for Computerized Statewide Voter Registration Lists

A letter report issued by the Government Accountability Office with an abstract that begins "The Help America Vote Act of 2002 (HAVA) was enacted in part to help ensure that only eligible persons are registered to vote. Under HAVA, as of January 1, 2004, states were to create computerized statewide voter registration lists to serve as official rosters of legally registered voters for elections for federal office. States, however, were given the option to seek a waiver to postpone implementation of HAVA provisions until 2006. All but nine states did so. This report discusses the experiences of the nine states that were subject to the original HAVA deadline--Alaska, Arizona, Georgia, Hawaii, Kentucky, Minnesota, South Carolina, South Dakota, and West Virginia. The report describes actions election officials in these states reported taking to meet specific HAVA requirements--as applicable to their states--for (1) establishing computerized statewide voter registration lists and (2) verifying the accuracy of information on voter registration applications and maintaining accurate computerized voter lists. GAO is also reporting what states said about challenges they faced and lessons learned implementing the requirements. A letter report issued by the Government Accountability Office with an abstract that begins "The U.S. Department of the Interior's Bureau of Land Management (BLM), Fish and Wildlife Service, and National Park Service, and the U.S. Department of Agriculture's Forest Service manage about 628 million acres of public land, mostly in the 11 western states and Alaska. Under the Federal Land Transaction Facilitation Act (FLTFA), revenue raised from selling BLM lands is available to the agencies, primarily to acquire nonfederal land within the boundaries of land they already own--known as inholdings, which can create significant land management problems. To acquire land, the agencies can nominate parcels under state-level interagency agreements or the Secretaries can use their discretion to initiate acquisitions. FLTFA expires in 2010. GAO was asked to determine (1) FLTFA revenue generated, (2) challenges to future sales, (3) FLTFA expenditures, and (4) challenges to future acquisitions. Managing Diabetes: Health Plan Coverage of Services and Supplies

A letter report issued by the Government Accountability Office with an abstract that begins "Diabetes, which afflicts millions of Americans, is a manageable disease whose effects can be mitigated with proper care, regularly received. Experts recommend certain services and supplies for managing diabetes. Because these can be costly, concerns exist about whether individuals with diabetes have access to and receive what they need. Little is known, however, about health plan coverage of diabetes services and supplies. GAO reviewed the extent to which (1) states require insurance policies to cover diabetes services and supplies, (2) health coverage not subject to state requirements includes diabetes services and supplies, and (3) individuals with diabetes ages 18 and older receive services and supplies. GAO analyzed all 50 states' and the District of Columbia's laws and regulations pertaining to diabetes coverage. GAO also obtained from selected health plans providing coverage not subject to state requirements--13 large-employer plans and 3 plans in the Federal Employees Health Benefits Program (FEHBP)--information on coverage of 10 services and nine supplies identified as important for individuals with diabetes. A letter report issued by the Government Accountability Office with an abstract that begins "The Architect of the Capitol (AOC) is responsible for the maintenance, renovation, and new construction of the Capitol Hill complex, which comprises more than three dozen facilities and consists of nine jurisdictions, such as the U.S. Capitol and the Senate and House Office Buildings. In 2003, at the request of Congress, GAO issued a management review of AOC that contained recommendations in seven areas to help AOC become more strategic and accountable. GAO reported on AOC's progress in implementing those recommendations in January and August 2004. In 2005 and 2006, GAO briefed Congress on AOC's recent progress in implementing GAO's recommendations and on issues related to AOC's project and facilities management. A letter report issued by the Government Accountability Office with an abstract that begins "Responsibility for ensuring the safety and reliability of the nuclear weapons stockpile rests upon a cadre of workers at eight contractor-operated National Nuclear Security Administration (NNSA) weapons facilities. Many of these workers--including scientists, engineers, and technicians--have "critical" skills needed to maintain the stockpile. About 37 percent of these workers are at or near retirement age, raising concern about whether these specialists will have time to pass on their knowledge and expertise to new recruits. In this context, Congress asked us to (1) describe the approaches that NNSA, its contractors, and organizations with similar workforces are using to recruit and retain critically skilled workers; (2) assess the extent to which these approaches have been effective; and (3) describe any remaining challenges, strategies to mitigate these challenges, and the similarity of these challenges and strategies to those of organizations with comparable workforces."

A letter report issued by the Government Accountability Office with an abstract that begins "In 2005, U.S. agriculture faced potentially devastating losses from Asian Soybean Rust (ASR), a fungal disease that spreads airborne spores. Fungicides approved by the Environmental Protection Agency (EPA) can protect against ASR. In 2005, growers in 31 states planted about 72.2 million soybean acres worth about $17 billion. While favorable weather conditions limited losses due to ASR, it still threatens the soybean industry. In May 2005, GAO described the U.S. Department of Agriculture's (USDA) efforts to prepare for ASR's entry, (Agriculture Production: USDA's Preparation for Asian Soybean Rust, GAO-05-668R). This report examines (1) USDA's strategy to minimize ASR's effects in 2005 and the lessons learned to improve future efforts and (2) USDA, EPA, and others' efforts to develop, test, and license fungicides for ASR and to identify and breed soybeans that tolerate it."

The Secretary of Defense has undertaken initiatives to use military personnel more efficiently such as rebalancing high-demand skills between active and reserve components. In view of concerns about active personnel, GAO reviewed the ways in which the Department of Defense (DOD) determines personnel requirements and is managing initiatives to assign a greater proportion of active personnel to warfigthing duties. A letter report issued by the General Accounting Office with an abstract that begins "Based on principles of openness and accountability in government, the Freedom of Information Act (FOIA) establishes that federal agencies must provide the public with access to government information, thus enabling them to learn about government operations and decisions. To ensure appropriate implementation of FOIA, Congress requires that agencies report annually to the Attorney General information about agencies' FOIA operations. GAO has recently reported twice on the annual FOIA reports of 25 agencies. In 2001, GAO reported that data-quality issues limited the usefulness of agencies' annual reports. In 2002, GAO reported that fewer agency FOIA reports had data-quality and consistency problems in fiscal year 2001 compared with fiscal year 2000, although some fiscal year 2001 reports did have data anomalies. GAO was asked, among other things, to determine (1) trends of reported FOIA implementation between 2000 and 2002 and (2) progress the 25 agencies have made addressing reporting inconsistencies and data-quality problems in annual FOIA reports."

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) relies heavily on petroleum-based fuel to sustain its forward-deployed locations--particularly those that are not connected to local power grids. While weapon platforms require large amounts of fuel, DOD reports that the single largest battlefield fuel consumer is generators, which provide power for base support activities such as cooling, heating, and lighting. Transporting fuel to forward-deployed locations presents an enormous logistics burden and risk, including exposing fuel truck convoys to attack. GAO was asked to address DOD's (1) efforts to reduce fuel demand at forward-deployed locations and (2) approach to managing fuel demand at these locations. This review focused on locations within Central Command's area of responsibility. A letter report issued by the General Accounting Office with an abstract that begins "As technological and other advances transform the U.S. economy, many of the nation's six million employers may have trouble finding employees with the skills to do their jobs well. Some experts indicate that such a skill gap already affects many employers. To help close this skill gap, both federal- and state-funded programs are providing training and helping employers find qualified employees. In 2002, the federal government spent about $12 billion on workforce programs, and there are various studies on these programs. States also raised revenues in 2002--from taxes levied on employers--to fund their own workforce programs. However, little is known about these state programs. GAO was asked to provide information on how many states use these employer taxes to fund their own employment placement and training programs, what services are provided, the extent to which these state programs coordinate with federal programs, and how states assess the performance of these programs."

World oil production has been running at near capacity to meet demand, pushing prices upward. Concerns about meeting increasing demand with finite resources have renewed interest in an old question: How long can the oil supply expand before reaching a maximum level of production--a peak--from which it can only decline? GAO (1) examined when oil production could peak, (2) assessed the potential for transportation technologies to mitigate the consequences of a peak in oil production, and (3) examined federal agency efforts that could reduce uncertainty about the timing of a peak or mitigate the consequences. The Service has been challenged by recent fuel price fluctuations, and the Postmaster General stated that gas prices were a primary reason for the proposed 2007 postal rate adjustment. Based on this challenge, Congress asked GAO to review (1) how the Service's fuel costs changed recently and the impact of these cost changes on the Service's financial and operating conditions, and (2) how the Service's actions to control fuel costs and mitigate risk compare to leading practices and federal requirements. A letter report issued by the Government Accountability Office with an abstract that begins "In accordance with 36 U.S.C. 2103, GAO is responsible for conducting audits of the agencywide financial statements of the American Battle Monuments Commission (the Commission). GAO audited the financial statements of the Commission for the fiscal years ended September 30, 2008, and 2007. The audits were done to determine whether, in all material respects, (1) the Commission's financial statements were presented fairly and (2) Commission management maintained effective internal control over financial reporting and compliance with laws and regulations. Also, GAO tested Commission management's compliance with selected laws and regulations. The Commission was created in 1923 to commemorate the sacrifices and achievements of U.S. Armed Forces where they have served overseas since April 6, 1917, and locations within the United States as directed by Congress. The Commission designs, operates, and maintains 24 American military cemeteries on foreign soil and 25 federal memorials, monuments, and markers, 22 of which are on foreign soil, that were financed from appropriated funds. The Commission was also responsible for designing and constructing the national World War II Memorial on the Capitol Mall in Washington, D.C., and for maintaining seven nonfederal memorials …

Accordingly, GAO addressed the following questions: (1) What is FEMA's process for developing and refining its cost estimates for any given disaster? (2) From 2000 through 2006, how close have cost estimates been to the actual costs for noncatastrophic (i.e., federal costs under $500 million) natural disasters? (3) What steps has FEMA taken to learn from past experience and improve its management of disaster-related resources and what other opportunities exist? A letter report issued by the Government Accountability Office with an abstract that begins "The Federal Deposit Insurance Reform Conforming Amendments Act of 2005 required GAO to report on the federal banking regulators' administration of the prompt corrective action (PCA) program under section 38 of the Federal Deposit Insurance Act (FDIA). Congress created section 38 as well as section 39, which required regulators to prescribe safety and soundness standards related to noncapital criteria, to address weaknesses in regulatory oversight during the bank and thrift crisis of the 1980s that contributed to deposit insurance losses. The 2005 act also required GAO to report on changes to the Federal Deposit Insurance Corporation's (FDIC) deposit insurance system. This report (1) examines how regulators have used PCA to resolve capital adequacy issues at depository institutions, (2) assesses the extent to which regulators have used noncapital supervisory actions under sections 38 and 39, and (3) describes how recent changes to FDIC's deposit insurance system affect the determination of institutions' insurance premiums. GAO reviewed regulators' PCA procedures and actions taken on a sample of undercapitalized institutions. GAO also reviewed the final rule on changes to the insurance system and comments from industry and academic experts."

To ensure the quality of care, CMS contracts with states to conduct periodic surveys and complaint investigations. Federal spending on such activities totaled about $444 million in fiscal year 2007; states are expected to contribute their own funds both through the Medicaid program and apart from that program. GAO evaluated survey funding, state workloads, and federal oversight of states' use of funds since fiscal year 2000 to determine if federal funding had kept pace with the changing workload. GAO analyzed (1) federal funding trends from fiscal years 2000 through 2007 and CMS's methodology for determining states' allocations and spending, (2) CMS data on the number of participating facilities and completed state surveys, and (3) CMS oversight of state spending. GAO interviewed state officials and collected data from 28 states."

Somalia: Several Challenges Limit U.S. and International Stabilization, Humanitarian, and Development Efforts

A letter report issued by the Government Accountability Office with an abstract that begins "Somalia has lacked a functioning central government since 1991. In December 2006, the Ethiopian military intervened in Somalia to support Somalia's transitional government, opening what many considered a window of opportunity to rebuild the country and restore effective governance. The United States has been the largest bilateral donor to Somalia, providing roughly $362 million in assistance since 2001. In this report, GAO assesses (1) U.S. and international efforts to stabilize Somalia, (2) U.S. and international efforts to provide humanitarian and development assistance to Somalia, and (3) strategic planning efforts to guide U.S. activities related to Somalia. GAO reviewed documents from U.S. and international organizations; interviewed U.S., United Nations (UN), Somali, and other officials; and conducted fieldwork in Kenya and Ethiopia. GAO assessed U.S. strategy using the six desirable characteristics of an effective national strategy that GAO previously developed."
