This report is one of a series that profiles the emergency management and homeland security statutory authorities of the 50 states, the District of Columbia, the Commonwealth of the Northern Mariana Islands, the Commonwealth of Puerto Rico, and three territories (American Samoa, Guam, and the U.S. Virgin Islands). Each profile identifies the more significant elements of state statutes, generally as codified. This report focuses on the state of Rhode Island.

Interview with Jack and Frances Real Stevens, a ranching and former Navy couple from Kerrville, Texas. The couple describes their individual childhoods, growing up in town and on a ranch, as well as their travels around the world. Mr. and Mrs. Stevens also discuss their involvement with the Kerrville community. The interview includes a history of the Kerrville German Dance Club, on pages 2-4.

Alert Systems for Missing Adults in Eleven States: Background and Issues for Congress
This report discusses the emerging development of nationwide alert systems to recover missing adults, such as those with mental impairment (such as Alzheimer's disease), developmental disabilities, or suicidal tendencies. This report provides an overview of such alert systems in 11 states: Colorado, Delaware, Florida, Georgia, Kentucky, North Carolina, Ohio, Oklahoma, Rhode Island, Texas, and Virginia. This report also provides a discussion of issues for Congress to consider with respect to the federal role, if any, in developing state alert programs for missing adults.

Oral History Interview with Afton Keeton, August 30, 2007
The National Museum of the Pacific War presents an interview with Afton Keeton. Keeton joined the Navy in July of 1942. He completed Hospital Corps School and became a Pharmacist Mate. He first served aboard the USS Sea Dragon (SS-194). They patrolled the Aleutian Islands. He was then stationed at the Submarine Base in Pearl Harbor, working in a sick bay. He then served aboard the USS Apollo (AS-25) with a relief crew. He provides some detail of working aboard a submarine, serving as the Doc, living conditions and undergoing his own appendectomy aboard the Apollo. In early 1945 he was assigned for 1 year to serve at a submarine base in St. Thomas. He then served as hospital corpsman on the USS Clamagore (SS-343). Keeton also worked on sonar watch, radar watch and as a cook during his time in the Navy. He spent a total of 30 years in the Navy, retiring in February of 1972.

Oral History Interview with Al Kiracofe, March 6, 2006
The National Museum of the Pacific War presents an oral interview with Al Kiracofe. Kiracofe joined the Navy in 1942 and received yeoman training at Great Lakes. Upon completion, he was assigned to CASU-22 at Quonset Point, helping to prepare squadrons for overseas deployment. He was then assigned to Carrier Air Group 41, which was just beginning to use radar for night flying. One of his duties as yeoman was to send letters of regret to the parents of soldiers who were killed in action. The experience upset him to the point that he remembered the date of each letter for the rest of his life. He was transferred to Carrier Air Group 10 aboard the USS Intrepid (CV-11) and helped to set up squadrons in Alameda from January 1943 to September 1944. At Okinawa, a kamikaze hit caused the deaths of eight men on the Intrepid. When the ship returned to Alameda for repairs, Kiracofe was so shaken up that he was ordered to a US Naval hospital for treatment and received a medical discharge in July 1945.

Oral History Interview with John Reas, November 17, 2000
The National Museum of the Pacific War presents an oral interview with John Reas. Reas grew up in Indiana and Ohio and enlisted in the Navy in 1938. After training, he boarded the USS Houston (CA-30) at Charleston, South Carolina. He was assigned to the aviation unit. On February 28, 1942, he survived the bombing and sinking of the ship. He and other survivors in life rafts were picked up by the Japanese the next day and taken to Java as a prisoner of war. He was taken to a ship and then back to an island, where he met survivors of the Australian ship HMAS Perth (D29). They were moved from Serang to Batavia. He was told to record the POW's occupations and those idenitified as skilled were sent to Japan. Inspired by this, he kept a detailed and complete list of the survivors that he kept hidden. From Java, the survivors are put on a cargo ship to Singapore. Then they went to Pynang by train. He then boarded another ship to Burma. Allied forces bombed a ship next to Reas. Oral History Interview with Voris C. Riley, November 1, 2005
The National Museum of the Pacific War presents an oral interview with Voris C. Riley of Kingland, Texas. He discusses enlisting in the military while living in Abilene, Texas and getting sent to civil service for the Army before being offered to join the Navy. In the Navy he went through basic training in San Diego, California, then to St. Louis Electrical School and finally through firefighting training in Rhode Island. After he completed his training Mr. Riley was assigned to the U.S.S. Lake Champain, CB 39 and went on a shakedown cruise where 16 crewmen were lost for various reasons. In the Navy he was an electrician aboard the ship and dealt with setting up electricity onshore. He also dealt with Prisoners of War, being put in charge of a group of them to build a swimming pool. He was in New York City on temporary leave when the news of the wars end was released by President Truman. Mr. Voris also talks about serving in the Civilian Conservation Corps in New Mexico.
