Interview with Bruce Elliot, a Navy veteran and POW from Montezuma, Kansas. Elliot discusses his family, joining the Navy and volunteering for Asiatic service, the start of war and the bombing of Cavite Navy Yard in the Philippines, retreat to Corregidor, capture by the Japanese, escaping internment on Palawan and joining Moro guerillas, sabotage, linking up with Australian forces, evacuation to Australia and returning to the United States, becoming a deepsea diver, and Korean War service. In appendix are a photo of Elliot, a map of the Philippines, two photos of a POW camp on Palawan, and a photo of three of his comrades.

Interview with Vern "Bucky" Blodgett, an armed forces veteran and Veteran's Administration worker from Kerrville, Texas. Mr. Blodgett describes moving to and growing up in Kerrville, and his work with the VA Hospital there (first as a clerk, and finally, as acting associate director). Besides serving in the service for four years, he also worked in several VA facilities around the country before making his way back to Kerrville. His memories of the town include details of the flood of 1932, his role in founding the Buck 'N' Bull Club (a rifle club) in 1946, and a few stories concerning the religious community. A historical profile of the Kerrville VA Hospital is included at the end of interview transcript.

This Work Plan outlines the scope of work for targeted sampling at Webber, Kansas (Figure 1.1). This activity is being conducted at the request of the Kansas Department of Health and Environment (KDHE), in accordance with Section V of the Intergovernmental Agreement between the KDHE and the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA). Data obtained in this sampling event will be used to (1) evaluate the current status of previously detected contamination at Webber and (2) determine whether the site requires further action. This work is being performed on behalf of the CCC/USDA by the Environmental Science Division of Argonne National Laboratory. Argonne is a nonprofit, multidisciplinary research center operated by the University of Chicago for the U.S. Department of Energy (DOE). The CCC/USDA has entered into an interagency agreement with DOE, under which Argonne provides technical assistance to the CCC/USDA with environmental site characterization and remediation at its former grain storage facilities. Argonne has issued a Master Work Plan (Argonne 2002) that describes the general scope of and guidance for all investigations at former CCC/USDA facilities in Kansas. On February 15, 2007, the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) submitted Recommendations for Remedial Action at Everest, Kansas. Those Recommendations were accepted by the Kansas Department of Health and Environment (KDHE) in a letter to the CCC/USDA dated March 5, 2007. The approved Recommendations document outlines a plan for systematic groundwater sampling and monitoring at Everest to provide data necessary for the critical evaluation of remedial options - including a phytoremediation alternative - for restoration of the groundwater and protection of the surface waters of the intermittent creek at this site. Phase I of the KDHE-approved monitoring plan includes the following activities: (1) Groundwater sampling at existing monitoring wells, with analyses for volatile organic compounds (VOCs) and selected biodegradation parameters; (2) Sampling of surface waters along the intermittent creek for VOCs analyses; and (3) Periodic manual measurement and automated recording of groundwater and surface water levels in the vicinity of the intermittent creek. The locations selected for groundwater and surface water sampling and analyses under the approved monitoring program were determined in consultation with the KDHE. In September 2005, periodic sampling of groundwater was initiated by the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) in the vicinity of a grain storage facility formerly operated by the CCC/USDA at Centralia, Kansas. The sampling at Centralia is being performed on behalf of the CCC/USDA by Argonne National Laboratory, in accord with a monitoring program approved by the Kansas Department of Health and Environment (KDHE). The objective is to monitor levels of carbon tetrachloride contamination identified in the groundwater at Centralia (Argonne 2003, 2004, 2005a). Under the KDHE-approved monitoring plan (Argonne 2005b), the groundwater is being sampled twice yearly (for a recommended period of two years) for analyses for volatile organic compounds (VOCs), as well as measurement of selected geochemical parameters to aid in the evaluation of possible natural contaminant degradation (reductive dechlorination) processes in the subsurface environment. The sampling is presently conducted in a network of 10 monitoring wells and 6 piezometers (Figure 1.1), at locations approved by the KDHE (Argonne 2006a). The results of groundwater sampling and VOCs analyses in September-October 2005, March 2006, September 2006, and March 2007 were documented previously (Argonne 2006a,b, 2007a).
