This document describes the impacts to the natural as well as economic and social environments associated with a proposed double-track Light Rail Transit (LRT) line extending from DART's Downtown Garland Station 4.8 miles to a planned Downtown Rowlett Station and identifies possible mitigation treatments to be incorporated into the final design. This Final Local Economic Assessment (LEA) includes responses to all written and oral comments received during the 49 day public review period for the the Draft LEA.

Because the line would connect to Dallas Love Field Airport, the Federal Aviation Administration cooperated in the development of this report.

An evaluation of the planned extension of this line to the Central Terminal Area of DFW International Airport (DFWIA) is not included in this report, pending DFWIA guidance. Because the line would connect to DFWIA, the Federal Aviation Administration cooperated in the development of this report. This Final Environmental Impact Statement (EIS) was written following the completion of a Draft EIS and subsequent 45-day public review and comment period and it includes responses to concerns raised during that period.
