Interview with Robert Hoe, a Navy WWII veteran of the China-Burma-India theater from Le Roy, New York. Hoe discusses growing up, the reaction to Pearl Harbor, attending college, enlisting in the Navy, training and becoming an officer, joining the Navy Scouts and Raiders, deployment to China and assignment to the Sino-American Cooperative Organization, supplying their forces, operations with guerilla fighters against the Japanese occupation, intelligence gathering, his reaction to the atomic bomb, the end of the war, service in China and discharge, and life as a civilian.

Overall, there are two sets of questions for Congress in examining U.S. policy toward the fate of the EU’s arms embargo on China. What are the implications for U.S. interests in trans-Atlantic relations and China? If U.S. interests are adversely affected, what are some options for Congress to discourage the EU from lifting its arms embargo on China and, if it is lifted, to protect U.S. national security interests in both Asia and Europe? Issues raised by these questions are the subject of this CRS Report.

Food and Agricultural Imports from China

Agriculture: U.S.-China Trade Issues
With China’s entry into the World Trade Organization (WTO) in December 2001, U.S. agricultural interests were hopeful that longstanding barriers to trade with that vast and growing market would begin to fall. However, critics charge that China is failing to honor commitments to open its markets, affecting U.S. exports of grains, oilseeds, meat and poultry, and other products. U.S. agriculture and trade officials have been working to resolve these differences.

Agricultural Trade in the 106th Congress: A Review of Issues
The 106th Congress considered a number of trade policy developments against a backdrop of weak foreign demand and large world supplies of agricultural commodities. The U.S. Department of Agriculture reports that the value of U.S. agricultural exports fell between FY1996 (a record year) and FY1999 by almost $11 billion, to $49.2 billion. Agricultural exports did climb back to $50.9 billion in FY2000, and are now projected at $53 billion in FY2001. However, the pace of recovery concerned many agricultural groups and their supporters in Congress. Although they recognize that many world economic, farm production, political, and weather factors influence exports, many of these groups believe that the agricultural sector's future prosperity also depends upon such U.S. trade policies as: 1) encouraging China's entry into the World Trade Organization (WTO), with its binding rules and responsibilities; 2) exempting agricultural exports from U.S. unilateral economic sanctions; 3) fully using export and food aid programs; and 4) aggressively battling foreign-imposed barriers to the movement of U.S. farm products. A few U.S. farm groups are wary of such approaches.

Agricultural interests have been following trade policy developments against a backdrop of weak foreign demand and large world supplies of agricultural products. China in the International Politics of Climate Change: A Foreign Policy Analysis
This report looks into the developments in China’s political response to the threat of climate change from the late 1980s when the problem emerged on the international political agenda, until 2004. Three theoretically based explanatory models are employed to identify the factors that have influenced Chinese foreign policy-making on climate change in the past, and furthermore how these factors are likely to influence China’s future climate change policy. The three models emphasize respectively: national interests in terms of costs and benefits; domestic political bargaining; and learning through diffusion of knowledge and norms.

The U.N. Population Fund: Background and the U.S. Funding Debate
This report provides an overview of the United Nations Population Fund (UNFPA), its current mission and operations, and recent funding trends. It further discusses the role of the United States in supporting the UNFPA programs, the varying interpretations by several Administrations of legislative authorities pertaining to UNFPA's eligibility for American resources, and congressional debates over how much and under what conditions the United States should voluntarily contribute to UNFPA operations. Finally, it reviews the findings of several private and U.S. government investigations of China's family planning programs and the role UNFPA plays in their implementation.

China's Impact on the U.S. Automotive Industry
This report discusses China’s impact on the U.S. Automotive Industry. Congress has been concerned with broad policies giving Chinese exporters unfair trade advantages. The Senate approved a bill, added as an amendment to other legislation that would place a high tariff on Chinese imports unless China revalues its pegged exchange rate (S. 295). Further action has been postponed on this measure. Legislation to allow U.S. producers to bring countervailing duty cases against Chinese firms subsidized by their government has been approved in the House (H.R. 3283), and a new law has tightened rules against trade in counterfeited goods (P.L. 109-181).
