2000 Census: Answers to Hearing Questions on the Status of Key Operations

2000 Census: Complete Costs of Coverage Evaluation Programs Are Not Available
A letter report issued by the General Accounting Office with an abstract that begins "To assess the quality of the population data collected in the 2000 Census, the U.S. Census Bureau conducted the Accuracy and Coverage Evaluation (A.C.E.) program, which focused on a survey of housing units designed to estimate the number of people missed, counted more than once, or otherwise improperly counted in the census. GAO reviewed the life cycle costs of the A.C.E. program and its predecessor, the Integrated Coverage Measurement (ICM) program. GAO found that the original estimated cycle costs of conducting the ICM/A.C.E. programs were $400 million. The first evidence for the original $400 million estimate is in the original budget justifications for fiscal year 2000. The bureau based its estimates of ICM/A.C.E. costs on assumptions about the needs for personnel and benefits, contractual services, travel, office space, equipment, and other costs necessary to conduct and support operations of the programs. The budgeted amounts that GAO identified from bureau records for conducting the ICM/A.C.E. programs are $277 million through fiscal year 2003. 2000 Census: Coverage Evaluation Interviewing Overcame Challenges, but Further Research Needed
A letter report issued by the General Accounting Office with an abstract that begins "As part of its Accuracy and Coverage Evaluation (ACE), the U.S. Census Bureau interviewed people across the country to develop an estimate of the number of persons missed, counted more than once, or otherwise improperly counted in the 2000 census. In conducting the interviews, which took place in person or over the phone, Census faced several challenges, including (1) completing the operation on schedule, (2) ensuring data quality, (3) overcoming unexpected computer problems, (4) obtaining a quality address list, and (5) keeping the interviews independent of census follow-up operations to ensure unbiased estimates of census errors. The Bureau completed the interviews largely ahead of schedule. On the basis of the results of its quality assurance program, the Bureau assumes that about one-tenth of one percent of all cases nationally would have failed the program because they were believed to have been falsified. Early on, the Bureau dealt with an unexpected problem with its automated work management system, which allows supervisors to selectively reassign work among interviewers. 2000 Census: Lessons Learned for Planning a More Cost-Effective 2010 Census
A letter report issued by the General Accounting Office with an abstract that begins "GAO reviewed the funding of 2000 Census planning and development efforts and the impact it had on census operations. Total funding for the 2000 Census, referred to as the life cycle cost, covers a 13-year period from fiscal year 1991 through fiscal year 2003 and is expected to total $6.5 billion adjusted to 2000 year dollars. This amount was almost double the reported life cycle cost of the 1990 Census of $3.3 billion adjusted to 2000 year dollars. Considering these escalating costs, the experience of the U.S. Census Bureau in preparing for the 2000 Census offers valuable insights for the planning and development efforts now occurring for the 2010 Census. Thorough and comprehensive planning and development efforts are crucial to the ultimate efficiency and success of any large, long-term project, particularly one with the scope, magnitude, and the deadlines of the U.S. decennial census. For fiscal years 1991 through 1997, $269 million was requested in the President's Budgets for 2000 Census planning and development and the program received funding of $224 million by Congress, or 83 percent of the amount requested. 2003 Climate Change Fuel Cell Buy-Down Program
The Student Apartments Fuel Cell Island Project consists of three (3) 200 kW phosphoric acid fuel cells located in conjunction with three (3) student apartment buildings, each housing 200 students. The Final Report contains limited data because the fuel cells were started up November 2005 and shutdown March 2006. The price of natural gas, which is the primary fuel for the fuel cells, escalated by 200% following hurricane Katrina in August 2005. This escalation in natural gas price made operation of the fuel cells economically unviable, i.e., the cost to produce electricity with the fuel cells far exceeded the cost to purchase electricity from the utility. The College intends to restart the fuel cells once the cost of natural gas stabilizes. The natural gas futures market is currently overpriced even though fundamentally the physical inventory is a five year high. We believe the natural gas market will eventually correct to the fundamentals and drive the cost down. Once this occurs we will restart the fuel cells.

2003 Environmental Monitoring Report for the Bettis Atomic Power Laboratory Pittsburgh Site
The 2003 results for the Bettis-Pittsburgh radiological and nonradiological environmental monitoring programs are presented. The results demonstrate that the existing procedures ensured that releases to the environment during 2003 were in accordance with applicable Federal, State, County, and local regulations. Evaluation of the environmental data indicates that current operations at the Site continue to have no adverse effect on human health and the quality of the environment. A conservative assessment of radiation exposure to the general public as a result of Site operations demonstrates that the dose received by any member of the public was well below the most restrictive dose limits established by the Environmental Protection Agency, the Nuclear Regulatory Commission, and the U.S. Department of Energy. A risk assessment of potentially exposed populations to chemical residues in the environment at the Site demonstrates that any potential risk posed by these residues in much less than the risks encountered in normal everyday life.

2005 cross section analysis and recommendations for further studies at Everest, Kansas.
On September 8-9, 2005, representatives of the Kansas Department of Health and Environment (KDHE), the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA), and Argonne National Laboratory met at the KDHE's offices in Topeka to review the status of the CCC/USDA's environmental activities in Kansas. A key CCC/USDA goal for this meeting was to discuss the recent (Phase III) environmental studies performed by Argonne at Everest, Kansas, and to obtain KDHE input on the selection of possible remedial approaches to be examined as part of the Corrective Action Study (CAS) for this site. Argonne distributed a brief Scoping Memo (Argonne 2005) to the CCC/USDA and the KDHE before the meeting to facilitate the intended pre-CAS discussions. As a result of the September meeting, the KDHE recommended several additional activities for the Everest site, for further assistance in identifying and evaluating remedial alternatives for the CAS. The requested actions include the following: (1) Construction of one or more additional, strategically located interpretive cross sections to improve the depiction of the hydrogeologic characteristics affecting groundwater and contaminant movement along the apparent main plume migration pathway to the north-northwest of the former CCC/USDA facility. 2005 Final Report: New Technologies for Future Colliders
This document presents an annual report on our long-term R&D grant for development of new technology for future colliders. The organizing theme of our development is to develop a compact high-field collider dipole, utilizing wind-and-react Nb3Sn coil fabrication, stress man-agement, conductor optimization, bladder preload, and flux plate suppression of magnetization multipoles. The development trail for this new technology began over four years ago with the successful testing of TAMU12, a NbTi model in which we put to a first test many of the construction details of the high-field design. We have built TAMU2, a mirror-geometry dipole containing a single coil module of the 3-module set required for the 14 Tesla design. This first Nb3Sn model was built using ITER conductor which carries much less current than high-performance conductor but enables us to prove in practice our reaction bake and impregnation strategies with ‘free’ su-perconductor. TAMU2 has been shipped to LBNL for testing. Work is beginning on the construction of TAMU3, which will contain two coil modules of the 14 Tesla design.
