401(k) Plans: Policy Changes Could Reduce the Long-term Effects of Leakage on Workers' Retirement Savings

A letter report issued by the Government Accountability Office with an abstract that begins "Under federal regulations, 401(k) participants may tap into their accrued retirement savings before retirement under certain circumstances, including hardship. This "leakage" from 401(k) accounts can result in a permanent loss of retirement savings. GAO was asked to analyze (1) the incidence, amount, and relative significance of the different forms of 401(k) leakage; (2) how plans inform participants about hardship withdrawal provisions, loan provisions, and options at job separation, including the short- and long-term costs of each; and (3) how various policies may affect the incidence of leakage. To address these matters, GAO analyzed federal and 401(k) industry data and interviewed federal officials, pension experts, and plan administrators responsi- ble for managing the majority of 401(k) participants and assets."

2002 Hyperspectral Analysis of Hazardous Waste Sites on the Savannah River Site

Hazardous waste site inspection is a labor intensive, time consuming job, performed primarily on the ground using visual inspection and instrumentation. It is an expensive process to continually monitor hazardous waste and/or landfill sites to determine if they are maintaining their integrity. In certain instances, it may be possible to monitor aspects of the hazardous waste sites and landfills remotely. The utilization of multispectral data was suggested for the mapping of clays and iron oxides associated with contaminated groundwater, vegetation stress, and methane gas emissions (which require longer wavelength detectors). The Savannah River Site (SRS) near Aiken, S.C. is a United States Department of Energy facility operated by the Westinghouse Savannah River Company. For decades the SRS was responsible for developing weapons grade plutonium and other materials for the nation's nuclear defense. Hazardous waste was generated during this process. Waste storage site inspection is a particularly important issue at the SRS because there are over 100 hazardous waste sites scattered throughout the 300 mile complex making it difficult to continually monitor all of the facilities. Accounting for false negatives in hotspot detection

Hotspot sampling designs are used in environmental sampling to identify the location of one (or more) contiguous regions of elevated contamination. These regions are known as hotspots. The problem of how to calculate the probability of detecting an elliptical hotspot using a rectangular or triangular grid of sampling points was addressed by Singer and Wickman in 1969. This approach presumed that any sample which coincided with a hotspot would detect the hotspot without error. However, for many sampling methodologies, there is a chance that the hotspot will not be detected even though it has been sampled directly--a false negative. We present a mathematical solution and a numerical algorithm which account for false negatives when calculating the probability of detecting hotspots that are circular in shape.

Afterglow Radiation from Gamma Ray Bursts

Gamma-ray bursts (GRB) are huge fluxes of gamma rays that appear randomly in the sky about once a day. It is now commonly accepted that GRBs are caused by a stellar object shooting off a powerful plasma jet along its rotation axis. After the initial outburst of gamma rays, a lower intensity radiation remains, called the afterglow. Using the data from a hydrodynamical numerical simulation that models the dynamics of the jet, we calculated the expected light curve of the afterglow radiation that would be observed on earth. We calculated the light curve and spectrum and compared them to the light curves and spectra predicted by two analytical models of the expansion of the jet (which are based on the Blandford and McKee solution of a relativistic isotropic expansion; see Sari's model [1] and Granot's model [2]). We found that the light curve did not decay as fast as predicted by Sari; the predictions by Granot were largely corroborated. Some results, however, did not match Granot's predictions, and more research is needed to explain these discrepancies.
