A 30 MW, 200 MHz Inductive Output Tube for RF Accelerators

This program investigated development of a multiple beam inductive output tube (IOT) to produce 30 MW pulses at 200 MHz. The program was successful in demonstrating feasibility of developing the source to achieve the desired power in microsecond pulses with 70% efficiency. The predicted gain of the device is 24 dB. Consequently, a 200 kW driver would be required for the RF input. Estimated cost of this driver is approximately $1.25 M. Given the estimated development cost of the IOT of approximately $750K and the requirements for a test set that would significantly increase the cost, it was determined that development could not be achieved within the funding constraints of a Phase II program.

300-Area VOC Program Slug Test Characterization Results for Selected Test/Depth Intervals Conducted During the Drilling of Well 399-3-21

This report presents brief test descriptions and analysis results for multiple, stress-level slug tests that were performed at selected test/depth intervals within well 399-3-21 as part of the 300-Area volatile organic compound characterization program. The test intervals were characterized as the borehole was advanced to its final drill depth (45.7 m) and before its completion as a monitor-well facility. The primary objective of the slug tests was to provide information pertaining to the vertical distribution of hydraulic conductivity with depth at this location and to select the final screen-depth interval for the monitor well. This type of characterization information is important for predicting/simulating contaminant migration (i.e., numerical flow/transport modeling) and designing proper monitor-well strategies within this area.

527 Organizations: Reporting Requirements Imposed on Political Organizations after the Enactment of P.L. 106-230

On July 1, 2000, President Clinton signed H.R. 4762, P.L. 106-230. The law amended the Internal Revenue Code [IRC] to require political organizations described in IRC § 527 to disclose their political activities, if they were not already required to do so by the Federal Election Campaign Act [FECA]. This report summarizes the three major changes made by the law and some of the major responses to the legislation. First, all 527 organizations which expect to have over $25,000 in gross receipts during a taxable year and which are not required to report to the Federal Election Commission [FEC] are required to register with the IRS within 24 hours of their formation, whether they are involved in state, local, or federal elections. Second, 527 issue advocacy organizations, which previously reported neither to the IRS nor the FEC, are required to file regular disclosure statements with the IRS. Third, all 527 organizations with gross receipts in excess of $25,000 per year are required to file annual reports with the IRS. 1958-2006 Precipitation Climatology for Lawrence Livermore National Laboratory Livermore Site and Site 300

This report contains rainfall climatology and analyses during the period from 1958 to 2006 for the two sites of Lawrence Livermore National Laboratory: the Livermore site and Site 300. The measurement sites are described, a regional climatology overview is provided, and the effect of topography on regional precipitation is discussed. Rainfall statistics are presented including monthly normals (30-year means) and medians; percentages of time that rainfall is less than or equal to specified amounts for given months, years, and seasons; and mean, median, and maximum numbers of days of precipitation for specified amounts by month, year, and season. The rainfall pattern is demonstrated to be typical of Mediterranean climates, with most rain falling during the cold season. Nearly 80% of seasonal rainfall occurs during November through March, with the average annual rainfall equaling 13.62 and 10.64 inches at the Livermore site and Site 300, respectively. Precipitation frequency and extreme value analyses for durations ranging from 15 minutes to 24 hours, month, and rainfall season are shown in order to estimate rainfall amounts for return periods of two to 100 years at both sites. These activities are intended to assure that the interim action is functioning adequately to meet the objectives stated in the Operable Unit 3-13, Record of Decision for the Group 1, Tank Farm Interim Action, (DOE/ID-10660) and as amended by the agreement to resolve dispute, which was effective in February 2003.

Accident and Off Normal Response and Recovery from Multi Canister Overpack (MCO) Processing Events

In the process of removing spent nuclear fuel (SNF) from the K Basins through its subsequent packaging, drymg, transportation and storage steps, the SNF Project must be able to respond to all anticipated or foreseeable off-normal and accident events that may occur. Response procedures and recovery plans need to be in place, personnel training established and implemented to ensure the project will be capable of appropriate actions. To establish suitable project planning, these events must first be identified and analyzed for their expected impact to the project. This document assesses all off-normal and accident events for their potential cross-facility or Multi-Canister Overpack (MCO) process reversal impact. Table 1 provides the methodology for establishing the event planning level and these events are provided in Table 2 along with the general response and recovery planning. Accidents and off-normal events of the SNF Project have been evaluated and are identified in the appropriate facility Safety Analysis Report (SAR) or in the transportation Safety Analysis Report for Packaging (SARP). Adaptive Perturbation Theory I: Quantum Mechanics

Adaptive perturbation is a new method for perturbatively computing the eigenvalues and eigenstates of quantum mechanical Hamiltonians that heretofore were not believed to be treatable by such methods. The novel feature of adaptive perturbation theory is that it decomposes a given Hamiltonian, H, into an unperturbed part and a perturbation in a way which extracts the leading non-perturbative behavior of the problem exactly. This paper introduces the method in the context of the pure anharmonic oscillator and then goes on to apply it to the case of tunneling between both symmetric and asymmetric minima. It concludes with an introduction to the extension of these methods to the discussion of a quantum field theory. A more complete discussion of this issue will be given in the second paper in this series, and it will show how to use the method of adaptive perturbation theory to non-perturbatively extract the structure of mass, wavefunction and coupling constant renormalization.

Addendum to the Composite Analysis for the E-Area Vaults and Saltstone Disposal Facilities

Revision 1 of the Composite Analysis (CA) Addendum has been prepared to respond to the U.S. Department of Energy (DOE) Low-Level Waste Disposal Facilities Federal Review Group review of the CA. This addendum to the composite analysis responds to the conditions of approval. The composite analysis was performed on the two active SRS low-level radioactive waste disposal facilities. The facilities are the Z-Area Saltstone Disposal Facility and the E-Area Vaults Disposal Facility. The analysis calculated potential releases to the environment from all sources of residual radioactive material expected to remain in the General Separations Area (GSA). The GSA is the central part of the Savannah River Site and contains all of the waste disposal facilities, the chemical separation facilities and associated high-level waste storage facilities, as well as numerous other sources of radioactive material.

Adult Education and Literacy: Overview and Reauthorization Proposals of the 109th Congress

The 109th Congress is considering the reauthorization of federal adult education and literacy programs. The Adult Education and Family Literacy Act (AEFLA) authorized these programs through FY2003. The primary AEFLA activity is a state grant program that supports education and literacy services for educationally disadvantaged adults. The AEFLA also authorizes national leadership activities in adult education and literacy, and the National Institute for Literacy. The FY2005 AEFLA appropriation is $585 million; the FY2006 budget request would reduce funding to $216 million. The AEFLA was enacted as Title II of the Workforce Investment Act of 1998 (WIA), P.L. 105-220, on August 7, 1998.

Advanced Hydraulic Fracturing Technology for Unconventional Tight Gas Reservoirs

The objectives of this project are to develop and test new techniques for creating extensive, conductive hydraulic fractures in unconventional tight gas reservoirs by statistically assessing the productivity achieved in hundreds of field treatments with a variety of current fracturing practices ranging from 'water fracs' to conventional gel fracture treatments; by laboratory measurements of the conductivity created with high rate proppant fracturing using an entirely new conductivity test - the 'dynamic fracture conductivity test'; and by developing design models to implement the optimal fracture treatments determined from the field assessment and the laboratory measurements. One of the tasks of this project is to create an 'advisor' or expert system for completion, production and stimulation of tight gas reservoirs. A central part of this study is an extensive survey of the productivity of hundreds of tight gas wells that have been hydraulically fractured. We have been doing an extensive literature search of the SPE eLibrary, DOE, Gas Technology Institute (GTI), Bureau of Economic Geology and IHS Energy, for publicly available technical reports about procedures of drilling, completion and production of the tight gas wells. Advanced Reservoir Characterization and Evaluation of CO{sub 2} Gravity Drainage in the Naturally Fractured Spraberry Trend Area, Class III

The goal of this project was to assess the economic feasibility of CO{sub 2} flooding the naturally fractured Spraberry Trend Area in west Texas. This objective was accomplished through research in four areas: (1) extensive characterization of the reservoirs, (2) experimental studies of crude oil/brine/rock (COBR) interactions in the reservoirs, (3) reservoir performance analysis, and (4) experimental investigations on CO{sub 2} gravity drainage in Spraberry whole cores. The four areas have been completed and reported in the previous annual reports. This report provides the results of the final year of the project including two SPE papers (SPE 71605 and SPE 71635) presented in the 2001 SPE Annual Meeting in New Orleans, two simulation works, analysis of logging observation wells (LOW) and progress of CO{sub 2} injection.
