Energy Policy: The Continuing Debate and Omnibus Energy Legislation
The history of omnibus energy legislation in the 108th Congress has been protracted. The House passed the conference version of H.R. 6 on November 18, 2003. On November 21, a cloture motion to limit debate in the Senate on the H.R. 6 conference report failed (57-40). Efforts to bring the bill back to the Senate floor early in the second session were unsuccessful. Some argued that any major changes to the legislation would not be viable because of the careful regional and political compromises that were reached to get a bill out of conference and through the House. The closest consensus was that the cost of the bill had to be reduced.

Homeland Security: Coast Guard Operations -- Background and Issues for Congress
The Coast Guard is the lead federal agency for maritime homeland security. For FY2007, the Coast Guard is requesting a total of about $4.5 billion for missions defined in The Homeland Security Act of 2002 as the Coast Guard's homeland security missions. This equates to about 54% of the Coast Guard's total requested FY2007 budget. The Coast Guard's homeland security operations pose several potential issues for Congress, including adequacy of Coast Guard resources for performing both homeland security and non-homeland security missions, and Coast Guard coordination with other agencies involved in maritime homeland security.

Tactical Aircraft Modernization: Issues for Congress
This report examines the Department of Defense's (DOD) four largest tactical aircraft modernization programs. The background section provides a brief description of each program, and a discussion of how tactical aircraft fit into military air operations: the missions they typically perform and how they contrast to longer-range combat aircraft. The analysis section examines a number of policy issues, including affordability, capability required, force structure, service roles and missions, industrial base, and transformation. The paper concludes with a synopsis of recent congressional action on these programs.

Concurrent Enrollment Programs
Initiated in part as a proposal to reform U.S. high schools, concurrent enrollment programs enable high school aged students to take college level course work and receive college credit while enrolled in high school. Concurrent enrollment programs can be best described as a secondary/postsecondary school hybrid. This report provides a brief history of these programs and a description of the different types of programs, including participation data.

The Use of Federal Troops for Disaster Assistance: Legal Issues
Hurricane Katrina raised questions concerning the President's legal authority to send active duty military forces into a disaster area and the permissible functions the military can perform to protect life and property and maintain order. This report summarizes the possible constitutional and statutory authorities and constraints relevant to the use of armed forces, including National Guard units in federal service, to provide assistance to states when a natural disaster impedes the operation of state and local police. This report also addresses proposed legislation, including H.R. 5122 (S. 2766).

Navy Ship Deployments: New Approaches -- Background and Issues for Congress
The Navy is implementing or experimenting with new kinds of naval formations, more flexible forward-deployment schedules, forward-homeporting additional Navy ships, and long-duration deployments with crew rotation (which the Navy calls Sea Swap). These changes, which form a key part of Navy transformation, raise several potential issues for Congress. This report will be updated as events warrant.

Afghanistan: Government Formation and Performance
The central government's limited writ and perceived corruption are helping sustain a Taliban insurgency and feeding pessimism about the Afghanistan stabilization effort. However, ethnic disputes have been confined to political debate and competition, enabling Karzai to focus on improving governance, reversing security deterioration and on his re-election bid in the fall of 2009. Iran's Activities and Influence in Iraq
Iran is materially assisting all major Shiite Muslim political factions in Iraq, most of which have longstanding ideological, political, and religious ties to Tehran, and their armed militias. The Administration notes growing involvement by Tehran in actively directing training, and arming Shiite militiamen linked, to varying degrees, to hardline cleric Moqtada Al Sadr. Some analysis goes so far as to see a virtual "proxy war" between the United States and Iran inside Iraq.

Serbia: Current Issues and U.S. Policy
Serbia faces an important crossroads in its development. It is seeking to integrate into the European Union (EU), but its progress has been hindered by a failure to arrest four remaining indicted war criminals and by tensions with the United States and the EU over the independence of Serbia's Kosovo province. The United States, Britain, France, Germany, Italy, and most other EU countries have recognized Kosovo's independence. Serbian leaders condemned said recognition and have withdrawn Serbia's ambassadors from the United States and other countries recognizing Kosovo's independence. The second session of the 110th Congress may consider legislation on Serbia, including conditions on aid to Serbia.

The Federal Protective Service and Contract Security Guards: A Statutory History and Current Status
The Federal Protective Service (FPS) -- within U.S. Immigration Customs Enforcement (ICE) in the Department of Homeland Security (DHS) -- is responsible for protecting federal government property, personnel, visitors, and customers, including property leased by the General Services Administration (GSA). FPS currently employs over 15,000 contract security guards to protect federal property. DHS intends, according to its FY2009 budget justification, to continue the use of contract security guards to focus FPS activities on maintaining security policy and standards, conducting building security assessments, and monitoring federal agency compliance with security standards.

The Budget for Fiscal Year 2004
The Congressional Budget Office (CBO) released the first of its annual budget reports in late January. The baseline estimates from CBO run through FY2013. CBO’s baseline estimates are similar in construction to those produced by the Office of Management and Budget (OMB) for the President. CBO’s January baseline has a $145 billion deficit in FY2004 (down from $199 billion in FY2003), that becomes a small surplus of $65 billion in FY2008. The report also included an update to CBO’s January baseline that pushed the deficit for FY2004 to $200 billion from $145 billion. The revisions move the return to a surplus from FY2007 to FY2008 and reduce the cumulative FY2004- FY2013 surplus from $1,336 billion (January) to $891 billion (March). CBO’s estimates of the President’s budget, a recasting of the policies using CBO assumptions and budget estimating methods, raise the expected deficit for FY2004 to $338 billion from the OMB estimated $307 billion.

Colombia: The Uribe Administration and Congressional Concerns
On August 7, 2002, President-elect, Alvaro Uribe Velez, age 49, is scheduled to take office amid an intensifying conflict. Uribe’s election has been widely attributed to his law-and-order campaign promises to pursue the guerrillas vigorously by increasing Colombia’s military budget, doubling the size of the military to 100,000, and creating a one-million man civilian militia to aid the Colombian military, as well as to the worsening security situation in Colombia.

A Brief Summary of the Medical Privacy Rule
This report provides a brief overview of the modified medical privacy rule, “Standards for the Privacy of Individually Identifiable Health Information”(“privacy rule”) published on August 14, 2002 by the Department of Health and Human Services (HHS). The privacy regulation creates a new federal floor of privacy protections while leaving in place more protective state rules or practices.
