Major Tax Issues in the 109th Congress

Congress considered a variety of tax issues over the course of 2004. Some of these were relatively narrow, applying to particular sectors or activities: energy taxation, charitable giving and charities, Internet taxation, tax shelters, and a variety of expiring tax benefits that apply to particular investments or activities. More prominent, however, were two more general issues that were the focus of tax policy deliberations for much of the year: domestic and international business taxation; and the extension of temporary tax cuts for individuals that were initially enacted in 2001 and in 2003.

The Senate Finance Committee approved a comprehensive TAIF preauthorization proposal of Chairman Chuck Grassley on September 10. Entitled Personal Responsibility and Individual Development for Everyone (PRIDE), the legislation would extend TANF, mandatory child care, abstinence education, and transitional Medicaid for 5 years, FY2004 through FY2008. The U.S. Department of Energy’s (DOE) Weatherization Assistance Program (WAP) is one of the largest energy conservation programs in the nation. The DOE program is implemented in all 50 states, the District of Columbia and Native American Tribes. It weatherizes an average of 70,000 dwellings per year. The program strives to increase the energy efficiency of dwellings occupied by low-income persons in order to reduce their energy consumption and lower their fuel bills. It targets vulnerable groups including the elderly, people with disabilities, and families with children.

Both H.R. 5005 and S. 2452 propose a new Department of Homeland Security (DHS), which would have a number of responsibilities relating to state and local preparedness for potential terrorist attacks. This report discusses selected state and local preparedness issues that specifically pertain to the proposed Emergency Preparedness and Response Division of the new department.1 The report does not, however, discuss certain issues, such as the impact of integrating selected offices from the Department of Health and Human Services (HHS) into a new DHS,2 and the degree of authority the DHS would need to effectively evaluate state and local assistance programs.
