Database of State Incentives for Renewable Energy (DSIRE) Program

OAK - B135 Advancement in the use of renewable energy over the past decade is due, in part, to progress in coordinating renewable energy policies, programs and initiatives across all governmental levels and all sectors of business. Through recent efforts by IREC�s DSIRE project, information on existing federal, state, local, and utility programs and incentives has been easier for the general public and government agencies to access and, as a result, use of these programs is beginning to increase. Increasing awareness of incentives can directly and positively impact the use of renewable energy. The DSIRE project�s primary objective, therefore, is to provide a single resource for all available incentive programs. Information produced by DSIRE is of increasing value to an audience of: · State and local energy offices and regulatory agencies that may be considering new programs or initiatives, or extensions and expansions of past programs; · State regulatory agencies or utility commissions that have approval or influence over the creation of regulatory incentives; · Utility companies who may be considering the creation of new programs and incentives for renewable energy; · Consumers, businesses, and renewable energy industries that need timely information on such incentives for purchasing and business planning; …

Oral History Interview with Glenn Brasell, November 14, 2002

The National Museum of the Pacific War presents an oral interview with Glenn Brasell. Brasell joined the Army in November 1940 and went directly to Hawaii for training. He watched the attack on Pearl Harbor from the Punch Bowl on Oahu. His duty included delivering ammunition to various installation guard posts in the hills around Pearl Harbor. He had some contact with Ensign Sakamaki at Fort Shafter after his capture. In December, 1942, he landed on Guadalcanal. Brasell served as a machine gunner protecting the area around Henderson Field. He also invaded New Georgia. He also landed with his unit on Luzon in January 1945. Brasell rotated back to the US in June, 1945 and received his discharge at then end of that month.

Oral History Interview with John Mesko, October 14, 2002

The National Museum of the Pacific War presents an interview with John Mesko. Mesko joined the Marine Corps in June of 1935. He completed Officers Candidate School at Quantico, Virginia, graduating as a second lieutenant. He was assigned to the 5th Marine Regiment of the Fleet Marine Force. Mesko traveled aboard USS Wisconsin (BB-64), and participated in the Battle of Okinawa. He continued his service after the war ended, and retired as lieutenant colonel in January of 1965.

Oral History Interview with Steve Weiner, October 14, 2002

The National Museum of the Pacific War presents an oral interview with Steve Weiner. Weiner graduated from high school in 1935 and attended UCLA for a period of time before graduated from the University of Pittsburg. He entered the cadet training program in 1940 and was sent to Randolph Field in San Antonio. Upon washing out of the program, he was assigned to the 86th Observation Squadron as communications officer at Bellows Field, Hawaii. He recalls 7 December 1941 when a B-17 bomber crash landed on Bellow Field and being told by the crewmembers that they had been attacked. Later his group was strafed by Japanese planes. They were told to draw weapons and prepare for invasion by land forces. He tells of Corporal David Akui bringing the commander of a Japanese midget submarine (HA-19) to him as a captive. He describes in detail the appearance of the commander, Kazuo Sakamaki, and his interaction with him before turning him over to higher authorities. He relates how he communicated with Sakamaki after the war and of meeting him in 1991. Oral History Interview with Alfred Bisili, August 14, 2002

The National Museum of the Pacific War presents an interview with Alfred Bisili. Bisili was born in Munda, New Georgia, Western Province, Solomon Islands in December of 1923. He recalls the Japanese invading in 1942, the Americans arriving in 1943, and his family hiding in the bush. Bisili, and a number of other natives, joined the American Army’s 118th Engineer Battalion, 43rd Infantry Division. He served as a scout for the island, and led the troops on Baanga Island, through the New Georgia Campaign, and until the end of the war. Reference Jimmy Bennett’s oral history, a native friend of Bisili, who participated with him during the war.

Oral History Interview with Warren Elder, May 14, 2002

The National Museum of the Pacific War presents an interview with Warren Elder. Elder joined the Army in 1941. He was assigned to the Headquarters Section in Corregidor, Philippines, where he was present on 8 December 1941. Elder participated in the Battle of Bataan. Once captured by the Japanese, he was taken to Bilibid Prison in Manila, and later to the Cabanatuan prison camp. He remained imprisoned until their liberation in September of 1945. He returned to the US and was discharged in late 1945.

Tax Administration: Continued Progress Modernizing IRS Depends on Managing Risks

Testimony issued by the General Accounting Office with an abstract that begins "In light of the fourth anniversary of the Internal Revenue Service (IRS) Restructuring and Reform Act of 1998, which established Congress' expectation that IRS modernize to better meet taxpayer needs, GAO gave an overview of IRS's current performance and resources and then assessed the progress that IRS has made modernizing and the risks to continued progress. Overall, IRS has seen increased workload, decreased staffing, and significant changes in the allocation of resources between taxpayer assistance programs and its compliance and collection programs. Between 1995 and 2001, IRS's workload, measured by returns filed, increased by 10 percent while aggregate staffing declined by 14 percent. Over the same time, there was a significant internal reallocation of resources with a disproportionate decline in compliance and collection program staffing to accommodate more emphasis on taxpayer service, such as telephone assistance, and to information systems operation and investment. Electronic filing of returns increased but not enough to reduce paper returns sufficiently to free significant processing resources for use elsewhere. The reallocation of resources shows signs of beginning to produce more accurate service for taxpayers, but the compliance and collection programs have seen large …

VA Health Care: Changes Needed to Improve Resource Allocation to Health Care Networks

Testimony issued by the General Accounting Office with an abstract that begins "The Department of Veterans Affairs (VA) spent $21 billion in fiscal year 2001 to treat 3.8 million veterans--most of whom had service-connected disabilities or low incomes. Since 1997, VA has used the Veterans Equitable Resource Allocation (VERA) system to allocate most of its medical care appropriation. GAO found that VERA has had a substantial impact on network resource allocations and workloads. VERA shifted $921 million from networks primarily in the northeast and midwest to networks in the south and west in fiscal year 2001. VERA, along with other VA initiatives, has provided an incentive for networks to serve more veterans. In GAO's view, VERA's overall design is a reasonable approach to allocating resources according to workloads. It provides a predetermined dollar amount per veteran served to each of VA's 22 health care networks. This amount varies depending upon the health care needs of the veteran served and local cost differences. However, GAO identified weaknesses in VERA's implementation. First, VERA excludes about one fifth of VA's workload in determining each network's allocation.
