Top physics: measurement of the tt-bar production cross section in pp-bar collisions at s**(1/2) = 1.96 tev using dilepton event

We report a measurement of the t{bar t} production cross section using dilepton events with jets and missing transverse energy in p{bar p} collisions at a center-of-mass energy of 1.96 TeV. Using a 197 {+-} 12 pb{sup -1} data sample recorded by the upgraded Collider Detector at Fermilab, we use two complementary techniques to select candidate events. We compare the number of observed events and selected kinematical distributions with the predictions of the standard model and find good agreement. The combined result of the two techniques yields a t{bar t} production cross section of 7.0{sub -2.1}{sup +2.4}(stat){sub -1.1}{sup _1.6}(syst) {+-} 0.4(lum) pb.

Classroom HVAC: Improving ventilation and saving energy -- field study plan

The primary goals of this research effort are to develop, evaluate, and demonstrate a very practical HVAC system for classrooms that consistently provides classrooms (CRs) with the quantity of ventilation in current minimum standards, while saving energy, and reducing HVAC-related noise levels. This research is motivated by the public benefits of energy efficiency, evidence that many CRs are under-ventilated, and public concerns about indoor environmental quality in CRs. This document provides a summary of the detailed plans developed for the field study that will take place in 2005 to evaluate the energy and IAQ performance of a new classroom HVAC technology. The field study will include measurements of HVAC energy use, ventilation rates, and IEQ conditions in 10 classrooms with the new HVAC technology and in six control classrooms with a standard HVAC system. Energy use and many IEQ parameters will be monitored continuously, while other IEQ measurements will be will be performed seasonally. Continuously monitored data will be remotely accessed via a LonWorks network. Instrument calibration plans that vary with the type of instrumentation used are established. Integrated Dynamic Gloabal Modeling of Land Use, Energy and Economic Growth

The overall objective of this collaborative project is to integrate an existing general equilibrium energy-economic growth model with a biogeochemical cycles and biophysical models in order to more fully explore the potential contribution of land use-related activities to future emissions scenarios. Land cover and land use change activities, including deforestation, afforestation, and agriculture management, are important source of not only CO2, but also non-CO2 GHGs. Therefore, contribution of land-use emissions to total emissions of GHGs is important, and consequently their future trends are relevant to the estimation of climate change and its mitigation. This final report covers the full project period of the award, beginning May 2006, which includes a sub-contract to Brown University later transferred to the National Center for Atmospheric Research (NCAR) when Co-PI Brian O'Neill changed institutional affiliations.

Phase II Calderon Process to Produce Direct Reduced Iron Research and Development Project Quarterly Report: July-September 2005

The commercialization path of the Calderon technology for making a feedstock for steelmaking with assistance from DOE initially focused on making coke and work was done which proved that the Calderon technology is capable of making good coke for hard driving blast furnaces. U.S. Steel which participated in such demonstration felt that the Calderon technology would be more meaningful in lowering the costs of making steel by adapting it to the making of iron--thus obviating the need for coke. U.S. Steel and Calderon teamed up to jointly work together to demonstrate that the Calderon technology will produce in a closed system iron units from iron concentrate (ore) and coal competitively by eliminating pelletizing, sintering, coking and blast furnace operation. If such process steps could be eliminated, a huge reduction in polluting emissions and greenhouse gases (including CO{sub 2}) relating to steelmaking would ensue. Such reduction will restructure the steel industry away from the very energy-intensive steelmaking steps currently practiced and drastically reduce costs of making steel. Studies of regional-scale climate variability and change: Hidden Markov models and coupled ocean-atmosphere modes

In this project we developed further a twin approach to the study of regional-scale climate variability and change. The two approaches involved probabilistic network (PN) models (sometimes called dynamic Bayesian networks) and intermediate-complexity coupled ocean-atmosphere models (ICMs). We thus made progress in identifying the predictable modes of climate variability and investigating their impacts on the regional scale. In previous work sponsored by DOE’s Climate Change Prediction Program (CCPP), we had developed a family of PNs (similar to Hidden Markov Models) to simulate historical records of daily rainfall, and used them to downscale seasonal predictions of general circulation models (GCMs). Using an idealized atmospheric model, we had established a novel mechanism through which ocean-induced sea-surface temperature (SST) anomalies might influence large-scale atmospheric circulation patterns on interannual and longer time scales; similar patterns were found in a hybrid coupled ocean–atmosphere–sea-ice model. In this continuation project, we built on these ICM results and PN model development to address prediction of rainfall and temperature statistics at the local scale, associated with global climate variability and change, and to investigate the impact of the latter on coupled ocean–atmosphere modes. Mechanical Assessment of the Waste Package Subject to Vibratory Motion

The purpose of this document is to provide an integrated overview of the calculation reports that define the response of the waste package and its internals to vibratory ground motion. The calculation reports for waste package response to vibratory ground motion are identified in Table 1-1. Three key calculation reports describe the potential for mechanical damage to the waste package, fuel assemblies, and cladding from a seismic event. Three supporting documents have also been published to investigate sensitivity of damage to various assumptions for the calculations. While these individual reports present information on a specific aspect of waste package and cladding response, they do not describe the interrelationship between the various calculations and the relationship of this information to the seismic scenario class for Total System Performance Assessment-License Application (TSPA-LA). This report is designed to fill this gap by providing an overview of the waste package structural response calculations.

Effect of Multiple Turbine Passage on Juvenile Snake River Salmonid Survival

This report describes a study conducted by Pacific Northwest National Laboratory to identify populations of migrating juvenile salmonids with a potential to be impacted by repeated exposure to turbine passage conditions. This study is part of a research program supported by the U.S. Department of Energy Wind/Hydropower Program. The program's goal is to increase hydropower generation and capacity while enhancing environmental performance. Our study objective is to determine whether the incremental effects of turbine passage during downstream migration impact populations of salmonids. When such a potential is found to exist, a secondary objective is to determine what level of effect of passing multiple turbines is required to decrease the number of successful migrants by 10%. This information will help identify whether future laboratory or field studies are feasible and design those studies to address conditions that present the greatest potential to improve dam survival and thus benefit fish and power generation.

DNA evidence is a powerful forensic tool in criminal cases. Its use and capabilities have increased substantially since it was first introduced in the late 1980s. That growth has led to the emergence of the following issues that were considered by the 106th Congress in legislative initiatives: eliminating the nationwide backlog of unanalyzed DNA samples, expanding the kinds of offenders who are profiled, providing opportunities for post-conviction testing of DNA evidence, and continuing development of forensic science capabilities. This report discusses those and related issues and the legislation proposed and enacted to address them. It begins by describing provisions in prior federal law and then discusses issues and the legislation proposed, including the enacted DNA Analysis Backlog Elimination Act of 2000 (H.R. 4640, which became P.L. 106-546).

An Ecosystem-Based Restoration Plan with Emphasis on Salmonid Habitats in the Lower Columbia River and Estuary

The Bonneville Power Administration (BPA), in coordination with the U. S. Army Corps of Engineers (COE) and NOAA Fisheries, originated this project (BPA Project No. 2002-076; Contract No. DE-AC06-76RL01830, Release No. 652-24). Their intent was to develop a useful habitat restoration plan for the lower Columbia River and estuary to help guide restoration efforts and fulfill Reasonable and Prudent Alternative Action 159 of the 2000 National Marine Fisheries Service Biological Opinion on operation of the Federal Columbia River Power System. This document focuses on salmon habitat, although its ecosystem-based approach necessarily affects other species as well. Salmon habitat restoration is best undertaken within the context of other biota and physical processes using an ecosystem perspective. The anticipated audience for the plan includes entities responsible for, interested in, or affected by habitat restoration in the lower Columbia River and estuary. Timeframes to apply this plan extend from the immediate (2003-2004) to the near-term (2005-2006) to the long-term (2007 and beyond). We anticipate and encourage that the plan be revised as new knowledge and experience are attained. Decyk, University of California, Los Angeles Los Angeles, CA 90095-1547 The primary goal of this collaborative proposal was to modify the code QuickPIC and apply it to study the long-time stability of beam propagation in low density electron clouds present in circular accelerators. The UCLA contribution to this collaborative proposal was in supporting the development of the pipelining scheme for the QuickPIC code, which extended the parallel scaling of this code by two orders of magnitude. The USC work was as described here the PhD research for Ms. Bing Feng, lead author in reference 2 below, who performed the research at USC under the guidance of the PI Tom Katsouleas and the collaboration of Dr. Decyk The QuickPIC code [1] is a multi-scale Particle-in-Cell (PIC) code. The outer 3D code contains a beam which propagates through a long region of plasma and evolves slowly. The plasma response to this beam is modeled by slices of a 2D plasma code.
