Oral History Interview with Alfred Bisili, August 14, 2002

The National Museum of the Pacific War presents an interview with Alfred Bisili. Bisili was born in Munda, New Georgia, Western Province, Solomon Islands in December of 1923. He recalls the Japanese invading in 1942, the Americans arriving in 1943, and his family hiding in the bush. Bisili, and a number of other natives, joined the American Army’s 118th Engineer Battalion, 43rd Infantry Division. He served as a scout for the island, and led the troops on Baanga Island, through the New Georgia Campaign, and until the end of the war. Reference Jimmy Bennett’s oral history, a native friend of Bisili, who participated with him during the war.

Both H.R. 5005 and S. 2452 propose a new Department of Homeland Security (DHS), which would have a number of responsibilities relating to state and local preparedness for potential terrorist attacks. This report discusses selected state and local preparedness issues that specifically pertain to the proposed Emergency Preparedness and Response Division of the new department.1 The report does not, however, discuss certain issues, such as the impact of integrating selected offices from the Department of Health and Human Services (HHS) into a new DHS,2 and the degree of authority the DHS would need to effectively evaluate state and local assistance programs.

Under the Science and Technology Implementing Arrangement for Cooperation on Radioactive and Mixed Waste Management (JCCRM), the Department of Energy (DOE) is helping to transfer waste treatment technology to international atomic energy commissions. In 1996, as part of the JCCRM, DOE established a collaborative research agreement with Argentina's Comision Nacional de Energia Atomica (CNEA). A primary mission of the CNEA is to direct waste management activities for Argentina's nuclear industry.

Ecstasy: Actions of the 107th Congress to Control MDMA

Legislation has been proposed in the 107th Congress to combat the use and abuse of Ecstasy (MDMA) and other “club drugs.” In a 2001 survey, 12% of 12th graders reported ever having taken the drug. The Ecstasy Anti-Proliferation Act of 2000, enacted by the 106th Congress, directed the U.S. Sentencing Commission to increase penalties for Ecstasy offenses. As of March 2001, MDMA penalties became more severe than for powder cocaine but less severe than for heroin.

Why Certain Trade Agreements Are Approved as Congressional-Executive Agreements Rather Than as Treaties

Trade agreements such asthe NAFTA and the GATT Uruguay Round agreements have been approved by a majority vote of each House of Congress rather than by twothirds vote of the Senate — that is, they have been treated as congressional-executive agreements rather than treaties. The congressional-executive agreement has been the vehicle for implementing ingress' long-standing policy of seeking trade benefits for the United States through reciprocal trade negotiations. In a succession of statutes, Congress has authorized the President to negotiate and enter into tariff and nontariff barrier (NTB) agreements for limited periods, while mandating that NTB and free trade area agreements negotiated under this authority could enter into force for the United States only if approved by both Houses in a bill enacted into public law and other statutory conditions were met.

The two-photon decay of 1s2s {sup 1}S{sup 0} states in heavy he-like atomic systems.

In He-like systems the decay of the 1s2s {sup 1}S0 excited state to the 1s{sup 2} {sup 1}S0 ground state is not allowed. This excited state can only decay to the ground state via the emission of two photons. The spectral shape of the emitted continuum is determined by the complete structure of the atomic system as all bound and continuum P states contribute to the 2E1 decay. For very heavy atomic systems the {sup 3}P states ALSO have to be included and the normalized spectral shape changes with atomic number according to the relative strengths of both, the electron-electron interaction and of the relativistic effects. A brief survey on the variation of the spectral shape of the two-photon continuum with atomic number is given and compared to experiments ranging from He-like Ni to He-like Au with special emphasis on the heavy relativistic system. The data compare well with fully relativistic calculations.

The Advanced Light Source (ALS) at the E.O. Lawrence Berkeley National Laboratory (Berkeley Lab) of the University of California is a ''third-generation'' synchrotron radiation source optimized for highest brightness at ultraviolet and soft x-ray photon energies. It also provides world-class performance at hard x-ray photon energies. Berkeley Lab operates the ALS for the United States Department of Energy as a national user facility that is available 24 hours/day around the year for research by scientists from industrial, academic, and government laboratories primarily from the United States but also from abroad.

Status of the CDF II experiment (open access)

Status of the CDF II experiment

The status of the CDF II experiment is described. Since operations start-up for run II data taking in March 2001, the CDF detector has been commissioned using about 20 pb{sup -1} of data provided by the Tevatron (utilized about 4-8). Most detector components are ready for physics quality data. The goal is to present the first physics results by summer-fall 2002.
