The Cost of Iraq, Afghanistan, and Other Global War on Terror Operations Since 9/11

With the passing of FY2006 supplemental bill H.R. 4939, Congress will have appropriated a total of about $437 billion for the three military operations initiated since the 9/11 attacks: Operation Enduring Freedom (OEF) covering Afghanistan and other Global War on Terror (GWOT) operations, Operation Noble Eagle (ONE) providing enhanced security at military bases, and Operation Iraqi Freedom (OIF), Iraq. On a monthly basis, the Department of Defense (DOD) spent an average of about $6.4 billion for OIF, $1.3 billion for OEF, and $180 million for enhanced base security in FY2005. Potential oversight issues for Congress include getting estimates of the cost to repair and replae war-worn equipment and of possible offsetting costs to DOD's regular budget because equipment is being fixed or bought earlier than planned. DOD's annual war funding may reach $118 billion in FY2006 if the pending supplemental is enacted.

A Strategy for Interpretation of Microearthquake Tomography Results in the Salton Sea Geothermal Field Based upon Rock Physics Interpretations of State 2-14 Borehole Logs

We devise a strategy for analysis of Vp and Vs microearthquake tomography results in the Salton Sea geothermal field to identify important features of the geothermal reservoir. We first interpret rock properties in State 2-14 borehole based upon logged core through the reservoir. Then, we interpret seismic recordings in the well (Daley et al., 1988) to develop the strategy. We hypothesize that mapping Poisson's ratio has two applications for the Salton Sea geothermal reservoir: (1) to map the top of the reservoir, and (2) as a diagnostic for permeable zones. Poisson's ratio can be obtained from Vp and Vs. In the State 2-14 borehole, Poisson's ratio calculated from large scale averages ({approx} 150 m) shows a monotonic decrease with depth to about 1300 m, at which point it increases with depth. Our model is that the monotonic decrease is due to compaction, and the increase below 1300 m is due to the rocks being hydrothermally altered. We hypothesize we can map the depth to alteration by identifying the transition from decreasing to increasing values; and thus, map the top of the reservoir, which is associated with a known increase in sulfite, chlorite, and epidote alteration that may be indicative of …

New results on the resistivity structure of Merapi Volcano(Indonesia), derived from 3D restricted inversion of long-offsettransient electromagnetic data

Three long-offset transient electromagnetic (LOTEM) surveyswerecarried out at the active volcano Merapi in Central Java (Indonesia)during the years 1998, 2000, and 2001. The measurements focused on thegeneral resistivity structure of the volcanic edifice at depths of 0.5-2km and the further investigation of a southside anomaly. The measurementswere insufficient for a full 3D inversion scheme, which could enable theimaging of finely discretized resistivity distributions. Therefore, astable, damped least-squares joint-inversion approach is used to optimize3D models with a limited number of parameters. The mode ls feature therealistic simulation of topography, a layered background structure, andadditional coarse 3D blocks representing conductivity anomalies.Twenty-eight LOTEM transients, comprising both horizontal and verticalcomponents of the magnetic induction time derivative, were analyzed. Inview of the few unknowns, we were able to achieve reasonable data fits.The inversion results indicate an upwelling conductor below the summit,suggesting hydrothermal activity in the central volcanic complex. Ashallow conductor due to a magma-filled chamber, at depths down to 1 kmbelow the summit, suggested by earlier seismic studies, is not indicatedby the inversion results. In conjunction with an anomalous-density model,derived from arecent gravity study, our inversion results provideinformation about the southern geological structure resulting from amajor sector collapse during the Middle Merapi period. The National Museum of the Pacific War presents an interview with John Cook. Cook joined the Navy in November of 1939, and completed submarine school. Beginning April of 1942, he served as a fireman aboard the USS Silversides (SS-236). He traveled to Japan and Truk participating in 2 successful war patrols. From November of 1944 through April of 1945 he was assigned to the USS Flasher (SS-249), traveling to the South China Sea and completing war patrols five and six, sinking two Japanese destroyers, Kishinami and Iwanami. After the war ended, Cook enlisted in the Army, when he was discharged as Chief Petty Officer in August of 1945.

Chapter 4: Geological Carbon Sequestration

Carbon sequestration is the long term isolation of carbon dioxide from the atmosphere through physical, chemical, biological, or engineered processes. The largest potential reservoirs for storing carbon are the deep oceans and geological reservoirs in the earth's upper crust. This chapter focuses on geological sequestration because it appears to be the most promising large-scale approach for the 2050 timeframe. It does not discuss ocean or terrestrial sequestration. In order to achieve substantial GHG reductions, geological storage needs to be deployed at a large scale. For example, 1 Gt C/yr (3.6 Gt CO{sub 2}/yr) abatement, requires carbon capture and storage (CCS) from 600 large pulverized coal plants ({approx}1000 MW each) or 3600 injection projects at the scale of Statoil's Sleipner project. At present, global carbon emissions from coal approximate 2.5 Gt C. However, given reasonable economic and demand growth projections in a business-as-usual context, global coal emissions could account for 9 Gt C. These volumes highlight the need to develop rapidly an understanding of typical crustal response to such large projects, and the magnitude of the effort prompts certain concerns regarding implementation, efficiency, and risk of the enterprise. A preliminary assessment of the electron cloud effect for the FNALmain injector upgrade

We present results from a preliminary assessment, via computer simulations, of the electron-cloud density for the FNAL Main Injector upgrade at injection energy. Assuming a peak value for secondary emission yield {delta}{sub max} = 1.3, we find a threshold value of the bunch population, N{sub b,th} {approx_equal} 1.25 x 10{sup 11}, beyond which the electron-cloud density {rho}{sub e} reaches a steady-state level that is {approx}10{sup 4} times larger than for N{sub b} < N{sub b,th}, essentially neutralizing the beam, and leading to a tune shift {approx}0.05. Our investigation is limited to a field-free region and to a dipole magnet region, both of which yield similar results for both N{sub b,th} and the steady-state value of {rho}{sub e}. Possible dynamical effects from the electron cloud on the beam, such as emittance growth and instabilities, remain to be investigated separately.

We present a summary of recent simulation studies of the electron-cloud (EC) build-up for the FNAL MI and for the LHC. In the first case we pay particular attention to the dependence on bunch intensity N{sub b} at injection energy assuming the nominal bunch spacing t{sub b} = 19 ns, and we focus on the dipole magnets and field-free regions. The saturated value of the average EC density shows a clear threshold in N{sub b} beyond which the beam will be approximately neutralized on average. For the case of the LHC we limit our discussion to arc dipoles at collision energy, and bunch spacings t{sub b} = 25 ns or t{sub b} = 75 ns. The main variables exercised in this study are N{sub b} and the peak value of the secondary emission yield (SEY) {delta}{sub max}. For t{sub b} = 25 ns we conclude that the EC power deposition is comfortably below the available cooling capacity of the cryogenic system if {delta}{sub max} is below {approx} 1.2 at nominal N{sub b}. For t{sub b} = 75 ns, the EC power deposition is insignificant. As a byproduct of this exercise, we reach a detailed understanding of the significant role played …

This report discusses broadband Internet, examining what it is and the various technologies that allow for its transmission. Broadband or high-speed Internet access is provided by technologies that give users the ability to send and receive data at volumes and speeds far greater than access over traditional telephone lines; it also provides a continuous, "always on" connection (no need to dial-up) and a "twoway" capability, that is, the ability to both receive (download) and transmit (upload) data at high speeds.
