Employment-Based Health Coverage and Health Reform: Selected Legal Considerations
It is estimated that nearly 170 million individuals have employer-based health coverage. As part of a comprehensive health care reform effort, there has been support (including from the Obama Administration) in enacting comprehensive health insurance reform that retains the employer-based system. This report presents selected legal considerations inherent in amending two of the primary federal laws governing employer-sponsored health care: the Employee Retirement Income Security Act (ERISA) and the Internal Revenue Code (IRC).

The Voting Rights Act of 1965, As Amended: Its History and Current Issues
Several bills have been introduced in the 110th Congress concerning the Voting Rights Act of 1965 (VRA) that would rename the short title of the act, and address its bilingual provisions and issues of deceptive practices and voter intimidation during elections. The 2009 Influenza Pandemic: An Overview
This report first provides a synopsis of key events, actions taken, and authorities invoked by WHO, the U.S. federal government, and state and local governments. It then discusses the WHO process to determine the phase of a flu pandemic, and selected actions taken by the Departments of Homeland Security and Health and Human Services, and by state and local authorities. Next, it lists congressional hearings held to date, and provides information about appropriations and funding for pandemic flu activities. Expulsion and Censure Actions Taken by the Full Senate Against Members
The Senate has censured nine Senators for various misconduct, including conduct not a violation of any law or specific written Senate ethics rule, when such conduct is found contrary to "acceptable norms of ethical conduct in the Senate," contrary to "accepted morals" and "senatorial ethics," when found to "derogate from the public trust expected of a Senator," and/or found to be "reprehensible" conduct which brings the Senate into "dishonor and disrepute." Conduct resulting in Senate "censure" has included violating orders of secrecy of documents; fighting in the Senate ("censure"); allowing a lobbyist with interests in particular legislation to be on official staff with access to the secret considerations of the legislation by committee ("condemn"); non-cooperation and abuse of investigating committees of the Senate ("condemn"); financial irregularities concerning political contributions ("censure"), office expenses and contributions ("denounce"), and excessive honoraria, official reimbursements and gifts ("denounce").

Sugar Policy and the 2008 Farm Bill
This report discusses the provisions for sugar imports and the sugar price support program, which was reauthorized with some changes in the 2008 farm bill (P.L. 110-246, Food, Conservation, and Energy Act).
