911 Call Center Legislation: S. 1250 and H.R. 2898
This article discusses the 2003 Congress bipartisan E911 (Enhanced 911) legislation introduced in both chambers. Moreover, the article describes the difference in parallel provisions each bill contains that have significant implications for emergency communication policy. The article defines Enhanced 911 as the capability of identifying the phone number and location of a call to a PSAP (Public Safety Answering Points). This report characterizes the cost to PSAPs of upgrading systems and supporting expanded operations as an obstacle to this legislation.

Air Force Aerial Refueling
Aerial refueling aircraft are key to military air operations. The U.S. tanker fleet is numerous and effective, but old. Modernizing or replacing the current fleet of tankers presents the Department of Defense (DOD) with difficult choices in terms of desired capabilities, force structure, and budget. The Air Force’s proposal to lease 100 Boeing 767 aircraft to replace it’s KC-135E fleet is controversial.

Analyses of Divertor Regimes in NSTX
Identification of divertor operating regimes is of particular importance for heat and particle control optimization in high performance plasmas of a spherical torus, because of the magnetic geometry effects and compactness of the divertor region. Recent measurements of radiated power, heat and particle fluxes in lower single null and double null plasmas with 0.8 - 6 MW NBI heating suggest that the inner divertor is detached at {bar n} {sub e} {<=} 2-3x10{sub 19} m{sup -3} whereas the outer divertor is attached, operating in the high recycling regime. This resilient state exists in most L- and H-mode plasmas. The inner divertor transiently re-attaches in ELMy H-mode plasmas when heat pulses from type I or type III ELMs hit the divertor.

Analysis of Boron Dilution Transients in PWRS.
A study has been carried out with PARCS/RELAP5 to understand the consequences of hypothetical boron dilution events in pressurized water reactors. The scenarios of concern start with a small-break loss-of-coolant accident. If the event leads to boiling in the core and then the loss of natural circulation, a boron-free condensate can accumulate in the cold leg. The dilution event happens when natural circulation is re-established or a reactor coolant pump (RCP) is restarted in violation of operating procedures. This event is of particular concern in B&W reactors with a lowered-loop design and is a Generic Safety Issue for the U.S. Nuclear Regulatory Commission. The results of calculations with the reestablishment of natural circulation show that there is no unacceptable fuel damage. This is determined by calculating the maximum fuel pellet enthalpy, based on the three-dimensional model, and comparing it with the criterion for damage. The calculation is based on a model of a B&W reactor at beginning of the fuel cycle. If an RCP is restarted, unacceptable fuel damage may be possible in plants with sufficiently large volumes of boron-free condensate in the cold leg.

Analysis of Hydrologic Properties Data
This analysis report describes the methods used to determine hydrologic properties based on the available field data from the unsaturated zone (UZ) at Yucca Mountain, Nevada. The technical scope, content, and management of this analysis report are described in the planning document ''Technical Work Plan for: Unsaturated Zone Flow Analysis and Model Report Integration'' (BSC 2004 [DIRS 169654], Sections 2, 4, and 8). Fracture and matrix properties are developed by analyzing available survey data from the Exploratory Studies Facility (ESF), the Enhanced Characterization of Repository Block (ECRB) Cross-Drift, and/or boreholes; air-injection testing data from surface boreholes and from boreholes in the ESF; and data from laboratory testing of core samples. In addition, the report ''Geologic Framework Model'' (GFM2000) (BSC 2004 [DIRS 170029]) also serves as a source report by providing the geological framework model of the site. This report is a revision of the model report under the same title (BSC 2003 [DIRS 161773]), which in turn superceded the analysis report under the same title. The principal purpose of this work is to provide representative uncalibrated estimates of fracture and matrix properties for use in the model report Calibrated Properties Model.
