2005 Habitat Evaluation Procedure (HEP) Report for the Upper Trimble Project

On July 13, 2004, the Habitat Evaluation Procedure (HEP) was used to determine baseline habitat suitability on the Upper Trimble property, an acquisition completed by the Kalispel Tribe of Indians in March 2004. Evaluation species and appropriate models include bald eagle, black-capped chickadee, Canada goose, mallard, muskrat, yellow warbler, and white-tailed deer. Habitat Suitability Index (HSI) values were visually estimated and agreed upon by all HEP team members. The Upper Trimble Project provides a total of 250.67 Habitat Units (HUs) for the species evaluated. Wet meadow provides 136.92 HUs for mallard, muskrat, and Canada goose. Mixed forest habitat provides 111.88 HUs for bald eagle, black-capped chickadee, mallard, and white-tailed deer. Scrub-shrub vegetation provides 1.87 HUs for yellow warbler, and white-tailed deer. The objective of using HEP at the Upper Trimble Project and other protected properties is to document the quality and quantity of available habitat for selected wildlife species. In this way, HEP provides information on the relative value of the same area at future points in time so that the effect of management activities on wildlife habitat can be quantified. An Aerial Radiological Survey of Selected Areas of the City of North Las Vegas

As part of the proficiency training for the Radiological Mapping mission of the Aerial Measuring System (AMS), a survey team from the Remote Sensing Laboratory-Nellis (RSL-Nellis) conducted an aerial radiological survey of selected areas of the city of North Las Vegas for the purpose of mapping natural radiation background and locating any man-made radioactive sources. Survey areas were selected in collaboration with the City Manager's office and included four separate areas: (1) Las Vegas Motor Speedway (10.6 square miles); (2) North Las Vegas Downtown Area (9.2 square miles); (3) I-15 Industrial Corridor (7.4 square miles); and (4) Future site of University of Nevada Las Vegas campus (17.4 square miles). The survey was conducted in three phases: Phase 1 on December 11-12, 2007 (Areas 1 and 2), Phase 2 on February 28, 2008 (Area 3), and Phase 3 on March 19, 2008 (Area 4). The total completed survey covered a total of 44.6 square miles. The flight lines (without the turns) over the surveyed areas are presented in Figures 1, 2, 3, and 4. Economic Benefits, Carbon Dioxide (CO2) Emissions Reductions, and Water Conservation Benefits from 1,000 Megawatts (MW) of New Wind Power in Pennsylvania (Fact Sheet)

The U.S. Department of Energy?s Wind Powering America Program is committed to educating state-level policymakers and other stakeholders about the economic, CO2 emissions, and water conservation impacts of wind power. This analysis highlights the expected impacts of 1000 MW of wind power in Pennsylvania. Although construction and operation of 1000 MW of wind power is a significant effort, six states have already reached the 1000-MW mark. We forecast the cumulative economic benefits from 1000 MW of development in Pennsylvania to be $1.2 billion, annual CO2 reductions are estimated at 3.4 million tons, and annual water savings are 1,837 million gallons.

SURFACE GEOPHYSICAL EXPLORATION OF B & BX & BY TANK FARMS AT THE HANFORD SITE RESULTS OF BACKGROUND CHARACTERIZATION WITH MAGNETICS AND ELECTROMAGNETICS

This report documents the results of preliminary surface geophysical exploration activities performed between October and December 2006 at the B, BX, and BY tank farms (B Complex). The B Complex is located in the 200 East Area of the U. S. Department of Energy's Hanford Site in Washington State. The objective of the preliminary investigation was to collect background characterization information with magnetic gradiometry and electromagnetic induction to understand the spatial distribution of metallic objects that could potentially interfere with the results from high resolution resistivity survey. Results of the background characterization show there are several areas located around the site with large metallic subsurface debris or metallic infrastructure.

DEMONSTRATION OF THE DWPF FLOWSHEET IN THE SRNL SHIELDED CELLS USING ARP PRODUCT SIMULANT AND SB4 TANK 40 SLUDGE SLURRY

The radioactive startup of two new SRS processing facilities, the Actinide Removal Process (ARP) and the Modular Caustic-Side-Solvent-Extraction Unit (MCU) will add two new waste streams to the Defense Waste Processing Facility (DWPF). The ARP will remove actinides from the 5.6 M salt solution resulting in a sludge-like product that is roughly half monosodium titanate (MST) insoluble solids and half sludge insoluble solids. The ARP product will be added to the Sludge Receipt and Adjustment Tank (SRAT) at boiling and dewatered prior to pulling a SRAT receipt sample. The cesium rich MCU stream will be added to the SRAT at boiling after both formic and nitric acid have been added and the SRAT contents concentrated to the appropriate endpoint. A concern was raised by an external hydrogen review panel that the actinide loaded MST could act as a catalyst for hydrogen generation (Mar 15, 2007 report, Recommendation 9). Hydrogen generation, and it's potential to form a flammable mixture in the off-gas, under SRAT and Slurry Mix Evaporator (SME) processing conditions has been a concern since the discovery that noble metals catalyze the decomposition of formic acid. CHARICE version 1.1 update.

CHARICE (CHARacteristics-based inverse analysis of Isentropic Compression Experiments) is a computer application, previously documented in SAND2007-4948, that analyzes velocity waveform data from ramp-wave experiments to determine a material's quasi-isentropic loading response in stress and density using an iterative characteristics-based approach. This short report documents only the changes in CHARICE release version 1.1 relative to release version 1.0, and is not intended to stand alone. CHARICE version 1.1 corrects an error in the algorithm of the method, fixes several bugs, improves robustness and performance, provides more useful error descriptions, and adds a number of minor features.

System of systems modeling and analysis.

This report documents the results of an LDRD program entitled 'System of Systems Modeling and Analysis' that was conducted during FY 2003 and FY 2004. Systems that themselves consist of multiple systems (referred to here as System of Systems or SoS) introduce a level of complexity to systems performance analysis and optimization that is not readily addressable by existing capabilities. The objective of the 'System of Systems Modeling and Analysis' project was to develop an integrated modeling and simulation environment that addresses the complex SoS modeling and analysis needs. The approach to meeting this objective involved two key efforts. First, a static analysis approach, called state modeling, has been developed that is useful for analyzing the average performance of systems over defined use conditions. The state modeling capability supports analysis and optimization of multiple systems and multiple performance measures or measures of effectiveness. The second effort involves time simulation which represents every system in the simulation using an encapsulated state model (State Model Object or SMO). The time simulation can analyze any number of systems including cross-platform dependencies and a detailed treatment of the logistics required to support the systems in a defined mission.

Chemical crosslinking and mass spectrometry studies of the structure and dynamics of membrane proteins and receptors.

Membrane proteins make up a diverse and important subset of proteins for which structural information is limited. In this study, chemical cross-linking and mass spectrometry were used to explore the structure of the G-protein-coupled photoreceptor bovine rhodopsin in the dark-state conformation. All experiments were performed in rod outer segment membranes using amino acid 'handles' in the native protein sequence and thus minimizing perturbations to the native protein structure. Cysteine and lysine residues were covalently cross-linked using commercially available reagents with a range of linker arm lengths. Following chemical digestion of cross-linked protein, cross-linked peptides were identified by accurate mass measurement using liquid chromatography-fourier transform mass spectrometry and an automated data analysis pipeline. Assignments were confirmed and, if necessary, resolved, by tandem MS. The relative reactivity of lysine residues participating in cross-links was evaluated by labeling with NHS-esters. A distinct pattern of cross-link formation within the C-terminal domain, and between loop I and the C-terminal domain, emerged. Theoretical distances based on cross-linking were compared to inter-atomic distances determined from the energy-minimized X-ray crystal structure and Monte Carlo conformational search procedures. In general, the observed cross-links can be explained by re-positioning participating side-chains without significantly altering backbone structure. One exception, between C3 …

Remaining Sites Verification Package for the 116-F-16, PNL Outfall and the 100-F-43, PNL Outfall Spillway, Waste Site Reclassification Form 2006-046

The 100-F-43 waste site is the portion of the former discharge spillway for the PNL Outfall formerly existing above the ordinary high water mark of the Columbia River. The spillway consisted of a concrete flume used to discharge waste effluents from the 100-F Experimental Animal Farm. The results of verification sampling show that residual contaminant concentrations do not preclude any future uses and allow for unrestricted use of shallow zone soils. The results also demonstrate that residual contaminant concentrations are protective of groundwater and the Columbia River.

A New Innovative Spherical Cermet Nuclear Fuel Element to Achieve an Ultra-Long Core Life for use in Grid-Appropriate LWRs

Spherical cermet fuel elements are proposed for use in the Atoms For Peace Reactor (AFPR-100) concept. AFPR-100 is a small-scale, inherently safe, proliferation-resistant reactor that would be ideal for deployment to nations with emerging economies that decide to select nuclear power for the generation of carbon-free electricity. The basic concept of the AFPR core is a water-cooled fixed particle bed, randomly packed with spherical fuel elements. The flow of coolant within the particle bed is at such a low rate that the bed does not fluidize. This report summarizes an approach to fuel fabrication, results associated with fuel performance modeling, core neutronics and thermal hydraulics analyses demonstrating a ~20 year core life, and a conclusion that the proliferation resistance of the AFPR reactor concept is high.

Environmentally Benign Stab Detonators

The coupling of energetic metallic multilayers (a.k.a. flash metal) with energetic sol-gel synthesis and processing is an entirely new approach to forming energetic devices for several DoD and DOE needs. They are also practical and commercially viable manufacturing techniques. Improved occupational safety and health, performance, reliability, reproducibility, and environmentally acceptable processing can be achieved using these methodologies and materials. The development and fielding of this technology will enhance mission readiness and reduce the costs, environmental risks and the necessity of resolving environmental concerns related to maintaining military readiness while simultaneously enhancing safety and health. Without sacrificing current performance, we will formulate new impact initiated device (IID) compositions to replace materials from the current composition that pose significant environmental, health, and safety problems associated with functions such as synthesis, material receipt, storage, handling, processing into the composition, reaction products from testing, and safe disposal. To do this, we will advance the use of nanocomposite preparation via the use of multilayer flash metal and sol-gel technologies and apply it to new small IIDs. Control of a high beta maneuvering reentry vehicle using dynamic inversion.

The design of flight control systems for high performance maneuvering reentry vehicles presents a significant challenge to the control systems designer. These vehicles typically have a much higher ballistic coefficient than crewed vehicles like as the Space Shuttle or proposed crew return vehicles such as the X-38. Moreover, the missions of high performance vehicles usually require a steeper reentry flight path angle, followed by a pull-out into level flight. These vehicles then must transit the entire atmosphere and robustly perform the maneuvers required for the mission. The vehicles must also be flown with small static margins in order to perform the required maneuvers, which can result in highly nonlinear aerodynamic characteristics that frequently transition from being aerodynamically stable to unstable as angle of attack increases. The control system design technique of dynamic inversion has been applied successfully to both high performance aircraft and low beta reentry vehicles. The objective of this study was to explore the application of this technique to high performance maneuvering reentry vehicles, including the basic derivation of the dynamic inversion technique, followed by the extension of that technique to the use of tabular trim aerodynamic models in the controller. Assessment of Next Generation Nuclear Plant Intermediate Heat Exchanger Design.

The Next Generation Nuclear Plant (NGNP), which is an advanced high temperature gas reactor (HTGR) concept with emphasis on production of both electricity and hydrogen, involves helium as the coolant and a closed-cycle gas turbine for power generation with a core outlet/gas turbine inlet temperature of 900-1000 C. In the indirect cycle system, an intermediate heat exchanger is used to transfer the heat from primary helium from the core to the secondary fluid, which can be helium, nitrogen/helium mixture, or a molten salt. The system concept for the vary high temperature reactor (VHTR) can be a reactor based on the prismatic block of the GT-MHR developed by a consortium led by General Atomics in the U.S. or based on the PBMR design developed by ESKOM of South Africa and British Nuclear Fuels of U.K. This report has made an assessment on the issues pertaining to the intermediate heat exchanger (IHX) for the NGNP. A detailed thermal hydraulic analysis, using models developed at ANL, was performed to calculate heat transfer, temperature distribution, and pressure drop. Radiation Doses to Hanford Workers from Natural Potassium-40

The chemical element potassium is an essential mineral in people and is subject to homeostatic regulation. Natural potassium comprises three isotopes, 39K, 40K, and 41K. Potassium-40 is radioactive, with a half life of 1.248 billion years. In most transitions, it emits a β particle with a maximum energy of 0.560 MeV, and sometimes a gamma photon of 1.461 MeV. Because it is ubiquitous, 40K produces radiation dose to all human beings. This report contains the results of new measurements of 40K in 248 adult females and 2,037 adult males performed at the Department of Energy Hanford Site in 2006 and 2007. Potassium concentrations diminish with age, are generally lower in women than in men, and decrease with body mass index (BMI). The average annual effective dose from 40K in the body is 0.149 mSv y−1 for men and 0.123 mSv y−1 women respectively. Averaged over both men and women, the average effective dose per year is 0.136 mSv y−1. Calculated effective doses range from 0.069 to 0.243 mSv y−1 for adult males, and 0.067 to 0.203 mSv y−1 for adult females, a roughly three-fold variation for each gender. State-of-the-Art Beta Detection and Dosimetry

The research funded by this NEER grant establishes the framework for a detailed understanding of the challenges in beta dosimetry, especially in the presence of a mixed radiation field. The work also stimulated the thinking of the research group which will lead to new concepts in digital signal processing to allow collection of detection signals and real-time analysis such that simultaneous beta and gamma spectroscopy can take place. The work described herein (with detail in the many publications that came out of this research) was conducted in a manner that provided dissertation and thesis topics for three students, one of whom was completely funded by this grant. The overall benefit of the work came in the form of a dramatic shift in signal processing that is normally conducted in analog pulse shape analysis. Analog signal processing was shown not to be feasible for this type of work; digital signal processing was a must. This, in turn, led the research team to a new understanding of pulse analysis, one in which expands the state-of-the-art in simultaneous beta and gamma spectroscopy with a single detector.
