Libby Mitigation Program, 2007 Annual Progress Report: Mitigation for the Construction and Operation of Libby Dam.

Libby Reservoir was created under an International Columbia River Treaty between the United States and Canada for cooperative water development of the Columbia River Basin (Columbia River Treaty 1964). Libby Reservoir inundated 109 stream miles of the mainstem Kootenai River in the United States and Canada, and 40 miles of tributary streams in the U.S. that provided habitat for spawning, juvenile rearing, and migratory passage (Figure 1). The authorized purpose of the dam is to provide power (91.5%), flood control (8.3%), and navigation and other benefits (0.2%; Storm et al. 1982). The Pacific Northwest Power Act of 1980 recognized possible conflicts stemming from hydroelectric projects in the northwest and directed Bonneville Power Administration to 'protect, mitigate, and enhance fish and wildlife to the extent affected by the development and operation of any hydroelectric project of the Columbia River and its tributaries' (4(h)(10)(A)). Under the Act, the Northwest Power Planning Council was created and recommendations for a comprehensive fish and wildlife program were solicited from the region's federal, state, and tribal fish and wildlife agencies. Monitoring the Migrations of Wild Snake River Spring/Summer Chinook Salmon Juveniles, 2007-2008 Report of Research.

This report provides results from an ongoing project to monitor the migration behavior and survival of wild juvenile spring/summer Chinook salmon in the Snake River Basin. Data reported is from detections of PIT tagged fish during late summer 2007 through mid-2008. Fish were tagged in summer 2007 by the National Marine Fisheries Service (NMFS) in Idaho and by the Oregon Department of Fish and Wildlife (ODFW) in Oregon. Our analyses include migration behavior and estimated survival of fish at instream PIT-tag monitors and arrival timing and estimated survival to Lower Granite Dam. Principal results from tagging and interrogation during 2007-2008 are listed below: (1) In July and August 2007, we PIT tagged and released 7,390 wild Chinook salmon parr in 12 Idaho streams or sample areas. (2) Overall observed mortality from collection, handling, tagging, and after a 24-hour holding period was 1.4%. (3) Of the 2,524 Chinook salmon parr PIT tagged and released in Valley Creek in summer 2007, 218 (8.6%) were detected at two instream PIT-tag monitoring systems in lower Valley Creek from late summer 2007 to the following spring 2008. Relationships between deformation and microstructure evolution and minimizing surface roughness after BCP processing in RRR Nb cavitites

Two strategies for improving the surface finish of niobium sheet used in superconducting radio frequency cavities were examined, using slices of single (or large-grain) material from an ingot, and equal channel angle extrusion (ECAE) preprocessing of ingot material to achieve a uniform and small grain size prior to subsequent rolling. The effect of these two processing paths on final microstructure, texture, and surface finish are discussed.

Transgenic Mouse Model of Chronic Beryllium Disease

Animal models provide powerful tools for dissecting dose-response relationships and pathogenic mechanisms and for testing new treatment paradigms. Mechanistic research on beryllium exposure-disease relationships is severely limited by a general inability to develop a sufficient chronic beryllium disease animal model. Discovery of the Human Leukocyte Antigen (HLA) - DPB1Glu69 genetic susceptibility component of chronic beryllium disease permitted the addition of this human beryllium antigen presentation molecule to an animal genome which may permit development of a better animal model for chronic beryllium disease. Using FVB/N inbred mice, Drs. Rubin and Zhu, successfully produced three strains of HLA-DPB1 Glu 69 transgenic mice. Each mouse strain contains a haplotype of the HLA-DPB1 Glu 69 gene that confers a different magnitude of odds ratio (OR) of risk for chronic beryllium disease: HLA-DPB1*0401 (OR = 0.2), HLA-DPB1*0201 (OR = 15), HLA-DPB1*1701 (OR = 240). In addition, Drs. Rubin and Zhu developed transgenic mice with the human CD4 gene to permit better transmission of signals between T cells and antigen presenting cells. This project has maintained the colonies of these transgenic mice and tested the functionality of the human transgenes.

The use of TI-208 gamma rays for safeguards, nondestructive-assay (NDA) measurements

This paper examines two cases where gamma rays from Tl-208, including the 2614keV gamma ray, were used to detect anomalies in waste material. In addition to the characterization of waste for waste acceptance, and compliance with environmental and transportation laws, there is a safeguards element as well. The more sophisticated method of NDA at Y-12 includes a means to detect shielded special nuclear material (SNM). Excess count rates in the 2614keV gamma ray from Tl-208 are an indication of potential shielded HEU in waste as well as other containers. The 2614keV gamma ray is easy to monitor routinely. When a large 2614keV peak is detected, further investigation can be conducted from the gamma spectrum. This paper describes this further investigation in two cases. In one case self-shielded HEU was detected. In the other case the Tl-208 gamma rays came from a piece of Th-232 metal.

Electron Liquids in Semiconductor Quantum Structures

The groups led by Stormer and Pinczuk have focused this project on goals that seek the elucidation of novel many-particle effects that emerge in two-dimensional electron systems (2DES) as the result from fundamental quantum interactions. This experimental research is conducted under extreme conditions of temperature and magnetic field. From the materials point of view, the ultra-high mobility systems in GaAs/AlGaAs quantum structures continue to be at the forefront of this research. The newcomer materials are based on graphene, a single atomic layer of graphite. The graphene research is attracting enormous attention from many communities involved in condensed matter research. The investigated many-particle phenomena include the integer and fractional quantum Hall effect, composite fermions, and Dirac fermions, and a diverse group of electron solid and liquid crystal phases. The Stormer group performed magneto-transport experiments and far-infrared spectroscopy, while the Pinczuk group explores manifestations of such phases in optical spectra.

IMG ER: A System for Microbial Genome Annotation Expert Review and Curation

A rapidly increasing number of microbial genomes are sequenced by organizations worldwide and are eventually included into various public genome data resources. The quality of the annotations depends largely on the original dataset providers, with erroneous or incomplete annotations often carried over into the public resources and difficult to correct. We have developed an Expert Review (ER) version of the Integrated Microbial Genomes (IMG) system, with the goal of supporting systematic and efficient revision of microbial genome annotations. IMG ER provides tools for the review and curation of annotations of both new and publicly available microbial genomes within IMG's rich integrated genome framework. New genome datasets are included into IMG ER prior to their public release either with their native annotations or with annotations generated by IMG ER's annotation pipeline. IMG ER tools allow addressing annotation problems detected with IMG's comparative analysis tools, such as genes missed by gene prediction pipelines or genes without an associated function. Over the past year, IMG ER was used for improving the annotations of about 150 microbial genomes.

An Approach to Understanding Cohesive Slurry Settling, Mobilization, and Hydrogen Gas Retention in Pulsed Jet Mixed Vessels

The Hanford Waste Treatment and Immobilization Plant (WTP) is being designed and built to pretreat and vitrify a large portion of the waste in Hanford’s 177 underground waste storage tanks. Numerous process vessels will hold waste at various stages in the WTP. Some of these vessels have mixing-system requirements to maintain conditions where the accumulation of hydrogen gas stays below acceptable limits, and the mixing within the vessels is sufficient to release hydrogen gas under normal conditions and during off-normal events. Some of the WTP process streams are slurries of solid particles suspended in Newtonian fluids that behave as non-Newtonian slurries, such as Bingham yield-stress fluids. When these slurries are contained in the process vessels, the particles can settle and become progressively more concentrated toward the bottom of the vessels, depending on the effectiveness of the mixing system. One limiting behavior is a settled layer beneath a particle-free liquid layer. The settled layer, or any region with sufficiently high solids concentration, will exhibit non-Newtonian rheology where it is possible for the settled slurry to behave as a soft solid with a yield stress. In this report, these slurries are described as settling cohesive slurries.

This summary of Argonne National Laboratory's Site Environmental Report for calendar year 2007 was written by 20 students at Downers Grove South High School in Downers Grove, Ill. The student authors are classmates in Mr. Howard's Bio II course. Biology II is a research-based class that teaches students the process of research by showing them how the sciences apply to daily life. For the past seven years, Argonne has worked with Biology II students to create a short document summarizing the Site Environmental Report to provide the public with an easy-to-read summary of the annual 300-page technical report on the results of Argonne's on-site environmental monitoring program. The summary is made available online and given to visitors to Argonne, researchers interested in collaborating with Argonne, future employees, and many others. In addition to providing Argonne and the public with an easily understandable short summary of a large technical document, the participating students learn about professional environmental monitoring procedures, achieve a better understanding of the time and effort put forth into summarizing and publishing research, and gain confidence in their own abilities to express themselves in writing. End-Stage Renal Disease: CMS Should Monitor Effect of Bundled Payment on Home Dialysis Utilization Rates

A letter report issued by the Government Accountability Office with an abstract that begins "Medicare covers dialysis--a process that removes excess fluids and toxins from the bloodstream--for most individuals with end-stage renal disease (ESRD), a condition of permanent kidney failure. Most patients with ESRD receive dialysis in a facility, while some patients with ESRD are trained to self-perform dialysis in their homes. The Centers for Medicare & Medicaid Services (CMS)--the agency that administers the Medicare program--has taken steps to encourage home dialysis and is in the process of changing the way it pays for dialysis services. Effective 2011, CMS will pay for dialysis services using an expanded bundled payment. The Tax Relief and Health Care Act of 2006 required GAO to report on the costs of home dialysis treatments and training. GAO examined (1) the extent to which the costs of home dialysis differ from the costs of dialysis received in a facility, and (2) CMS's plans to account for home dialysis costs in the expanded bundled payment. GAO obtained information from CMS, the U.S. Renal Data System, ESRD experts, and self-reported cost information from six dialysis providers."

Final Report - Dynamic Path Scheduling through Extensions to Generalized Multiprotocol Label Switching (GMPLS)

The major accomplishments of the project are the successful software implementation of the Phase I scheduling algorithms for GMPLS Label Switched Paths (LSPs) and the extension of the IETF Path Computation Element (PCE) Protocol to support scheduling extensions. In performing this work, we have demonstrated the theoretical work of Phase I, analyzed key issues, and made relevant extensions. Regarding the software implementation, we developed a proof of concept prototype as part of our Algorithm Evaluation System (AES). This implementation uses the Linux operating system to provide software portability and will be the foundation for our commercial software. To demonstrate proof of concept, we have implemented LSP scheduling algorithms to support two of the key GMPLS switching technologies (Lambda and Packet) and support both Fixed Path (FP) and Switched Path (SP) routing. We chose Lambda and Packet because we felt it was essential to include both circuit and packet switching technologies as well as to address all-optical switching in the study. But the defense buildup on Guam is moderate. China has concerns about the defense buildup. Guam's role has increased with plans to withdraw some U.S. forces from Japan and South Korea. ImSET 3.1: Impact of Sector Energy Technologies Model Description and User's Guide

This 3.1 version of the Impact of Sector Energy Technologies (ImSET) model represents the next generation of the previously-built ImSET model (ImSET 2.0) that was developed in 2005 to estimate the macroeconomic impacts of energy-efficient technology in buildings. In particular, a special-purpose version of the Benchmark National Input-Output (I-O) model was designed specifically to estimate the national employment and income effects of the deployment of Office of Energy Efficiency and Renewable Energy (EERE)–developed energy-saving technologies. In comparison with the previous versions of the model, this version features the use of the U.S. Bureau of Economic Analysis 2002 national input-output table and the central processing code has been moved from the FORTRAN legacy operating environment to a modern C++ code. ImSET is also easier to use than extant macroeconomic simulation models and incorporates information developed by each of the EERE offices as part of the requirements of the Government Performance and Results Act. While it does not include the ability to model certain dynamic features of markets for labor and other factors of production featured in the more complex models, for most purposes these excluded features are not critical. Medicaid: Source of Screening Affects Women's Eligibility for Coverage of Breast and Cervical Cancer Treatment in Some States

A letter report issued by the Government Accountability Office with an abstract that begins "Tens of thousands of women die each year from breast or cervical cancer. While screening and early detection through mammograms and Pap tests--followed by treatment--can improve survival, low-income, uninsured women are often not screened. In 1990, Congress authorized the Centers for Disease Control and Prevention (CDC) to fund screening and diagnostic services for such women, which led CDC to establish the National Breast and Cervical Cancer Early Detection Program. The Breast and Cervical Cancer Prevention and Treatment Act of 2000 was also enacted to allow states to extend Medicaid eligibility to women screened under the Early Detection Program and who need breast or cervical cancer treatment. Screened under the program is defined, at a minimum, as screening paid for with CDC funds. GAO examined the Early Detection Program's screening of eligible women, states' implementation of the Treatment Act, Medicaid enrollment and spending under the Treatment Act, and alternatives available to women ineligible for Medicaid under the Treatment Act. Novel Large Area High Resolution Neutron Detector for the Spallation Neutron Source

Neutron scattering is a powerful technique that is critically important for materials science and structural biology applications. The knowledge gained from past developments has resulted in far-reaching advances in engineering, pharmaceutical and biotechnology industries, to name a few. New facilities for neutron generation at much higher flux, such as the SNS at Oak Ridge, TN, will greatly enhance the capabilities of neutron scattering, with benefits that extend to many fields and include, for example, development of improved drug therapies and materials that are stronger, longer-lasting, and more impact-resistant. In order to fully realize this enhanced potential, however, higher neutron rates must be met with improved detection capabilities, particularly higher count rate capability in large size detectors, while maintaining practicality. We have developed a neutron detector with the technical and economic advantages to accomplish this goal. This new detector has a large sensitive area, offers 3D spatial resolution, high sensitivity and high count rate capability, and it is economical and practical to produce. The proposed detector technology is based on B-10 thin film conversion of neutrons in long straw-like gas detectors.
