This document provides the user with instructions for assembling a payload. All the steps in Subsections 1.2, Preparing 55-Gallon Drum Payload Assembly; 1.3, Preparing "Short" 85-Gallon Drum Payload Assembly (TRUPACT-II and HalfPACT); 1.4, Preparing "Tall" 85-Gallon Drum Payload Assembly (HalfPACT only); 1.5, Preparing 100-Gallon Drum Payload Assembly; 1.6, Preparing Shielded Container Payload Assembly; 1.7, Preparing SWB Payload Assembly; and 1.8, Preparing TDOP Payload Assembly, must be completed, but may be performed in any order as long as radiological control steps are not bypassed. Transport trailer operations, package loading and unloading from transport trailers, hoisting and rigging activities such as ACGLF operations, equipment checkout and shutdown, and component inspection activities must be performed, but may be performed in any order and in parallel with other activities as long as radiological control steps are not bypassed. Steps involving OCA/ICV lid removal/installation and payload removal/loading may be performed in parallel if there are multiple operators working on the same packaging. Steps involving removal/installation of OCV/ICV upper and lower main O-rings must be performed in sequence, except as noted.

This report provides an overview of Department of Homeland Security Intelligence (DHSI) both at headquarters and within the components. It examines how DHSI is organized and supports key departmental activities to include homeland security analysis and threat warning; border security; critical infrastructure protection; and support to, and the sharing of information with, state, local, tribal, and private sector partners. It also discusses several oversight challenges and options that Congress may consider on certain issues.

The Center for Biomass Utilization (CBU®) 2006 project at the Energy & Environmental Research Center (EERC) consisted of three tasks related to applied fundamental research focused on converting biomass feedstocks to energy, liquid transportation fuels, and chemicals. Task 1, entitled Thermochemical Conversion of Biomass to Syngas and Chemical Feedstocks, involved three activities. Task 2, entitled Crop Oil Biorefinery Process Development, involved four activities. Task 3, entitled Management, Education, and Outreach, focused on overall project management and providing educational outreach related to biomass technologies through workshops and conferences.

This report will discuss the role of long-term care insurance (LTCI) in financing long term care (LTC) costs and current trends in the LTCI industry; factors affecting the demand for LTCI, including cost and complexity of the product and adequacy of consumer protections; and key features of legislative proposals in the 111th Congress to address these issues.

During the 1-year duration of this project a new Shortwave Spectrometer (SWS) was designed and developed for deployment at the Southern Great Plains Central Facility to measure zenith solar spectral radiance. The SWS is comprised of two Zeiss miniature monolithic spectrometers (MMS-1 and MMS-NIR) for visible and near-infrared detection in the wavelength range between 350 and 2250 nm. Spectral resolution is 8 nm for the MMS-1 and 12 nm for the MMS-NIR. The light collector is a narrow field of view (±1.5 º) collimator at the front end of a high-grade custom-made fiber optic bundle. The data acquisition and control system is a 933 MHz Pentium based PC in a PC104 format with a USB interface between the computer and the spectrometers. Spectral sampling rate is approximately 1 Hz. A prototype SWS was deployed at SGP in November and December 2004 and it collected zenith-sky solar spectra at 1 Hz continuously over a 29 day period. Prior to deployment it was calibrated and characterized at the NASA Ames Airborne Sensor Facility (ASF) using a 30 inch Integrating Sphere. Although several dozen gun control-related proposals were introduced in recent Congresses, only a handful of those bills have received significant legislative action. This report provides an overview of firearms-related statistics and federal law. It also provides an overview on legislative action in the 109th and 110th Congresses, as well as other issues that have generated significant congressional interest in the recent past.

This report briefly describes a provision known as the "Tiahrt" amendment, a rider on the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) appropriations that prohibits ATF from disclosing firearm trace data and multiple handgun sales reports data for any purpose other than supporting a criminal investigatoin or agency licensing proceeding. The Tiahrt amendment is so called because its sponsor is Representative Todd Tiahrt. A coalition of 210 city mayors favors the repeal of this rider, but there is much opposition to that motion.

This report first provides a brief federal legislative history of identity theft laws. It analyzes the current trends in identity theft, including prevalent identity theft-related crimes, the federal agencies involved in combating identity theft, and the trends in identity theft complaints and prosecutions. The report also discusses the relationship between data breaches and identity theft as well as possible effects of the FTC's Identity Theft Red Flags Rule, effective November 1, 2009.

NERSC recently undertook a project to access and analyze Secure Shell (SSH) related data. This includes authentication data such as user names and key fingerprints, interactive session data such as keystrokes and responses, and information about noninteractive sessions such as commands executed and files transferred. Historically, this data has been inaccessible with traditional network monitoring techniques, but with a modification to the SSH daemon, this data can be passed directly to intrusion detection systems for analysis. The instrumented version of SSH is now running on all NERSC production systems. This paper describes the project, details about how SSH was instrumented, and the initial results of putting this in production.

This report discusses several legislative proposals that would control greenhouse gas (GHG) emissions. The proposals offered to date would employ market-based approaches--either a cap-and-trade or carbon tax system, or some combination thereof--to reduce GHG emissions.

This report examines the causes for the escalation of the violence in Mexico. It provides a brief overview of Mexico's counterdrug efforts, a description of the major drug trafficking organizations (DTOs), the causes and trends in the violence, the Calderón government's efforts to crackdown on the DTOs, and the objectives and implementation of the Mérida Initiative and other measures the U.S. government has taken to support Mexico in its battle with the drug traffickers.

The Security and Prosperity Partnership of North America (SPP) is a trilateral initiative that was launched in March 2005 for the purpose of increasing and enhancing security and prosperity in the United States, Canada, and Mexico. This initiative promoted communication and cooperation across several key policy areas of mutual interest, such as improving certain sectors of the economy, developing higher health and safety standards, and addressing environmental concerns. This report describes this initiative in brief detail, including summaries of several SPP-related meetings between the three countries' leaders.

A letter report issued by the Government Accountability Office with an abstract that begins "Since the September 11, 2001, terrorist attacks, the U.S. government has spent at least $10 billion on communication efforts designed to advance the strategic interests of the United States. However, foreign public opinion polling data shows that negative views towards the United States persist despite the collective efforts to counteract them by the State Department (State), Broadcasting Board of Governors (BBG), U.S. Agency for International Development (USAID), Department of Defense (DOD), and other U.S. government agencies. Based on the significant role U.S. strategic communication and public diplomacy efforts can play in promoting U.S. national security objectives, such as countering ideological support for violent extremism, we highlighted these efforts as an urgent issue for the new administration and Congress."

This report summarizes information and data on the reaction behavior of uranium metal in water, in water-saturated simulated and genuine K Basin sludge, and in grout matrices. This information and data are used to establish the technical basis for metallic uranium reaction behavior for the K Basin Sludge Treatment Project (STP). The specific objective of this report is to consolidate the various sources of information into a concise document to serve as a high-level reference and road map for customers, regulators, and interested parties outside the STP (e.g., external reviewers, other DOE sites) to clearly understand the current basis for the corrosion of uranium metal in water, sludge, and grout.

The Department of Defense (DOD) through a Defense Logistics Agency (DLA) component called the Defense Utilization and Marketing Service (DRMS) has a policy for disposing of government equipment and supplies considered surplus or deemed unnecessary to the agency's currently designated mission. DRMS is charged with responsibility for property reuse (including resale), precious metal recovery, recycling, hazardous property disposal, and the demilitarization of military equipment.

Food safety has re-emerged as an issue in the 110th Congress following a series of widely publicized incidents -- including adulterated Chinese seafood and pet food ingredient imports, findings of bacteria-tainted spinach, meat, and poultry produced domestically, and several large food recalls. In May 2008, Congress approved a new omnibus farm law (P.L. 110-234; H.R. 2419) that includes, among other provisions, several changes affecting U.S. food safety programs. Changes in the livestock title (Title XI) include subjecting catfish to U.S. Department of Agriculture (USDA) mandatory inspections similar to those for red meat and poultry; creating an option for state-inspected meat and poultry plants to ship their products across state lines; and requiring meat and poultry establishments to notify USDA about potentially adulterated or misbranded products.
