On September 7, 2005, the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) presented a Scoping Memo (Argonne 2005) for preliminary consideration by the Kansas Department of Health and Environment (KDHE), suggesting possible remedial options for the carbon tetrachloride contamination in groundwater at Everest, Kansas. The suggested approaches were discussed by representatives of the KDHE, the CCC/USDA, and Argonne at the KDHE office in Topeka on September 8-9, 2005, along with other technical and logistic issues related to the Everest site. In response to these discussions, the KDHE recommended (KDHE 2005) evaluation of several remedial processes, either alone or in combination, as part of a Corrective Action Study (CAS) for Everest. The primary remedial processes suggested by the KDHE were the following: Hydraulic control by groundwater extraction with aboveground treatment; Air sparging (AS) coupled with soil vapor extraction (SVE) in large-diameter boreholes (LDBs); and Phytoremediation. This report describes the approach to estimating the benefits and analysis results for the Heavy Vehicle Technologies activities of the FreedomCar and Vehicle Technologies (FCVT) Program of EERE. The scope of the effort includes: (1) Characterizing baseline and advanced technology vehicles for Class 3-6 and Class 7 and 8 trucks, (2) Identifying technology goals associated with the DOE EERE programs, (3) Estimating the market potential of technologies that improve fuel efficiency and/or use alternative fuels, (4) Determining the petroleum and greenhouse gas emissions reductions associated with the advanced technologies. In FY 05 the Heavy Vehicles program activity expanded its technical involvement to more broadly address various sources of energy loss as compared to focusing more narrowly on engine efficiency and alternative fuels. This broadening of focus has continued in subsequent activities. These changes are the result of a planning effort that occurred during FY 04 and 05. (Ref. 1) This narrative describes characteristics of the heavy truck market as they relate to the analysis, a description of the analysis methodology (including a discussion of the models used to estimate market potential and benefits), and a presentation of the benefits estimated as a result of the adoption of the advanced technologies. …

Part I: Electrochemical and X-ray Characterization of Solid-Oxide Electrolysis Cell Oxygen Electrodes on Electrolyte Substrates--The governing reaction mechanisms, and the electrode and electrolyte material compositions and structures, that controls the efficiency and durability of the solid oxide electrolysis cells (SOEC) need to be identified and well-understood for a significant improvement in nuclear hydrogen production using high temperature steam electrolysis. ANL conducted experimental analysis of SOEC electrolyte and electrodes to progress in this objective. Our study on the oxygen electrode focused on specifically the effect of electrode crystal structure on its electrochemical performance, and the evolution of the electronic and structural properties of the electrodes while under electrochemical conditions and high temperature. We found through electrochemical impedance spectroscopy experiments that, while different crystal orientations in La{sub 0.8}Sr{sub 0.2}MnO{sub 3+d} (LSM) show different initial performance and different electrochemical activation under SOEC conditions, a good mixed ionic electronic conductor La{sub 0.8}Sr{sub 0.2}CoO{sub 3+d} (LSC) does not seem to exhibit similar variations. Our in-situ x-ray and electrochemical measurements at the Advanced Photon Source of ANL have identified the chemical states of the A-site elements of the doped lanthanum manganite electrodes. Final work plan for targeted investigation at Hilton, Kansas.

This Work Plan outlines the scope of a targeted investigation to update the status of carbon tetrachloride contamination in groundwater associated with grain storage operations at Hilton, Kansas. The Commodity Credit Corporation (CCC), an agency of the U.S. Department of Agriculture (USDA), operated a grain storage facility in Hilton during the 1950s and 1960s. At the time of the CCC/USDA operation in Hilton, grain storage facilities (CCC/USDA and private) were located along the both sides of the former Union Pacific railroad tracks (Figure 1.1). The main grain storage structures were on or near the railroad right-of-way. The proposed targeted investigation, to be conducted by Argonne National Laboratory on the behalf of CCC/USDA, will supplement Argonne's Phase I and Phase II investigations in 1996-1997. The earlier investigations erroneously focused on an area east of the railroad property where the CCC/USDA did not operate, specifically on a private grain storage facility. In addition, the investigation was limited in scope, because access to railroad property was denied (Argonne 1997a,b). The hydrogeologic system at Hilton is potentially complex.

Literature and information related to the natural resources of the North Aleutian Basin of Alaska.

The North Aleutian Basin Planning Area of the Minerals Management Service (MMS) is a large geographic area with significant natural resources. The Basin includes most of the southeastern part of the Bering Sea Outer Continental Shelf, including all of Bristol Bay. The area supports important habitat for a wide variety of species and globally significant habitat for birds and marine mammals, including several federally listed species. Villages and communities of the Alaska Peninsula and other areas bordering or near the Basin rely on its natural resources (especially commercial and subsistence fishing) for much of their sustenance and livelihood. The offshore area of the North Aleutian Basin is considered to have important hydrocarbon reserves, especially natural gas. In 2006, the MMS released a draft proposed program, 'Outer Continental Shelf Oil and Gas Leasing Program, 2007-2012' and an accompanying draft programmatic environmental impact statement (EIS). The draft proposed program identified two lease sales proposed in the North Aleutian Basin in 2010 and 2012, subject to restrictions. The area proposed for leasing in the Basin was restricted to the Sale 92 Area in the southwestern portion. Additional EISs will be needed to evaluate the potential effects of specific lease actions, exploration activities, and …

Recommendations for new monitoring wells at Everest, Kansas.

On February 15, 2007, the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) submitted Recommendations for Remedial Action at Everest, Kansas. Those Recommendations were accepted by the Kansas Department of Health and Environment (KDHE) in a letter to the CCC/USDA dated March 5, 2007. The approved Recommendations document outlines a plan for systematic groundwater sampling and monitoring at Everest to provide data necessary for the critical evaluation of remedial options - including a phytoremediation alternative - for restoration of the groundwater and protection of the surface waters of the intermittent creek at this site. Phase I of the KDHE-approved monitoring plan includes the following activities: (1) Groundwater sampling at existing monitoring wells, with analyses for volatile organic compounds (VOCs) and selected biodegradation parameters; (2) Sampling of surface waters along the intermittent creek for VOCs analyses; and (3) Periodic manual measurement and automated recording of groundwater and surface water levels in the vicinity of the intermittent creek. The locations selected for groundwater and surface water sampling and analyses under the approved monitoring program were determined in consultation with the KDHE. A validation study of existing neutronics tools against ZPPR-21 and ZPPR-15 critical experiments.

A study was performed to validate the existing tools for fast reactor neutronics analysis against previous critical experiments. The six benchmark problems for the ZPPR-21 critical experiments phases A through F specified in the Handbook of Evaluated Criticality Safety Benchmark Experiments were analyzed. Analysis was also performed for three loading configurations of the ZPPR-15 Phase A experiments. As-built core models were developed in XYZ geometries using the reactor loading records and drawer master information. Detailed Monte Carlo and deterministic transport calculations were performed, along with various modeling sensitivity analyses. The Monte Carlo simulations were carried out with the VIM code with continuous energy cross sections based on the ENDF/B-V.2 data. For deterministic calculations, region-dependent 230-group cross sections were generated using the ETOE-2/MC-2/SDX code system, again based on the ENDF/B-V.2 data. Plate heterogeneity effects were taken into account by SDX unit cell calculations. Core calculations were performed with the TWODANT discrete ordinate code for the ZPPR-21 benchmarks, and with the DIF3D nodal transport option for the ZPPR-15 experiments. The Very High Temperature gas cooled reactor (VHTR) is one of the GEN IV reactor concepts that have been proposed for thermochemical hydrogen production and other process-heat applications like coal gasification. The United States Department of Energy has selected the VHTR for further research and development, aiming to demonstrate emissions-free electricity and hydrogen production at a future time. One of the major safety advantages of the VHTR is the potential for passive decay heat removal by natural circulation of air in a Reactor Cavity Cooling System (RCCS). The air-side of the RCCS is very similar to the Reactor Vessel Auxiliary Cooling System (RVACS) that has been proposed for the PRISM reactor design. The design and safety analysis of the RVACS have been based on extensive analytical and experimental work performed at ANL. The Natural Convection Shutdown Heat Removal Test Facility (NSTF) at ANL that simulates at full scale the air-side of the RVACS was built to provide experimental support for the design and analysis of the PRISM RVACS system. Study of the S-wave K(pi) --> Amplitude Using the Decay D+ --> K-pi+pi+

In this work the S-wave component of the K{pi} amplitude from decay of D{sup +} {yields} K{sup -}{pi}{sup +}{pi}{sup +} it is directly measured. The data come from the Fermilab E831/FOCUS experiment. The amplitude measurement is made using the partial wave analysis without any preliminary assumption about the nature of the S-wave component of the K{pi} system. The phase and magnitude of the S-wave amplitude are generic functions to be determined directly through the Dalitz plot fit. For the sake of comparison, our results the same decay is analyzed using the isobar model, which is the standard way to analyze the Dalitz plot. The data fit obtained with the partial wave analysis is better than the data fit from the isobar model. The phase variation with respect to the invariant mass K{pi} is compared with the measurement of the phase {delta}{sub I=1/2}{sup 0} (m{sub K{pi}}) from K{pi} {yields} K{pi} scattering. The difference between both analysis is discussed considering: a difference in the composition of the isospin components I = 1/2 and I = 3/2 of the K{pi} system between D{sup +} decay and the K{pi} {yields} K{pi} scattering; and the final state interaction involving all particles from decay.

Well-to-wheels energy use and greenhouse gas emissions analysis of plug-in hybrid electric vehicles.

Researchers at Argonne National Laboratory expanded the Greenhouse gases, Regulated Emissions, and Energy use in Transportation (GREET) model and incorporated the fuel economy and electricity use of alternative fuel/vehicle systems simulated by the Powertrain System Analysis Toolkit (PSAT) to conduct a well-to-wheels (WTW) analysis of energy use and greenhouse gas (GHG) emissions of plug-in hybrid electric vehicles (PHEVs). The WTW results were separately calculated for the blended charge-depleting (CD) and charge-sustaining (CS) modes of PHEV operation and then combined by using a weighting factor that represented the CD vehicle-miles-traveled (VMT) share. As indicated by PSAT simulations of the CD operation, grid electricity accounted for a share of the vehicle's total energy use, ranging from 6% for a PHEV 10 to 24% for a PHEV 40, based on CD VMT shares of 23% and 63%, respectively. In addition to the PHEV's fuel economy and type of on-board fuel, the marginal electricity generation mix used to charge the vehicle impacted the WTW results, especially GHG emissions. Three North American Electric Reliability Corporation regions (4, 6, and 13) were selected for this analysis, because they encompassed large metropolitan areas (Illinois, New York, and California, respectively) and provided a significant variation of marginal generation …

Surveillance of Site A and Plot M, Report for 2008.

The results of the environmental surveillance program conducted at Site A/Plot M in the Palos Forest Preserve area for Calendar Year 2008 are presented. Based on the results of the 1976-1978 radiological characterization of the site, a determination was made that a surveillance program be established. The characterization study determined that very low levels of hydrogen-3 (as tritiated water) had migrated from the burial ground and were present in two nearby hand pumped picnic wells. The current surveillance program began in 1980 and consists of sample collection and analysis of surface and subsurface water. The results of the analyses are used to (1) monitor the migration pathway of hydrogen-3 contaminated water from the burial ground (Plot M) to the hand-pumped picnic wells, (2) establish if other buried radionuclides have migrated, and (3) monitor for the presence of radioactive materials in the environment of the area. Hydrogen-3 in the Red Gate Woods picnic wells was still detected this year, but the average and maximum concentrations were significantly less than found earlier. Hydrogen-3 continues to be detected in a number of wells, boreholes, dolomite holes, and a surface stream. Analyses since 1984 have indicated the presence of low levels of strontium-90 in …

Weather forecast-based optimization of integrated energy systems.

In this work, we establish an on-line optimization framework to exploit detailed weather forecast information in the operation of integrated energy systems, such as buildings and photovoltaic/wind hybrid systems. We first discuss how the use of traditional reactive operation strategies that neglect the future evolution of the ambient conditions can translate in high operating costs. To overcome this problem, we propose the use of a supervisory dynamic optimization strategy that can lead to more proactive and cost-effective operations. The strategy is based on the solution of a receding-horizon stochastic dynamic optimization problem. This permits the direct incorporation of economic objectives, statistical forecast information, and operational constraints. To obtain the weather forecast information, we employ a state-of-the-art forecasting model initialized with real meteorological data. The statistical ambient information is obtained from a set of realizations generated by the weather model executed in an operational setting. We present proof-of-concept simulation studies to demonstrate that the proposed framework can lead to significant savings (more than 18% reduction) in operating costs.

Search for 1st Generation Leptoquarks in the eejj channel with the DZero experiment

An evidence of the existence of leptoquarks (LQ) would prove the validity of various extensions of the Standard Model of Particle Physics (SM). The search for first generation leptoquarks presented in this dissertation has been performed by analyzing a 1.02 fb{sup -1} sample of data collected by the D0 detector, events with a final state comprising two light jets and two electrons. The absence of an excess of events in comparison to SM expectations leads to exclude scalar LQ masses up to 292 GeV and vector LQ masses from 350 to 458 GeV, depending on the LQ-l-q coupling type. The great importance of a good jet energy measurement motivated the study of the instrumental backgrounds correlated to the calorimeter, as much as studies of the hadronic showers energy resolution in {gamma} + jets events.

Measurement of the Cross Section of Charmed Hadrons and the Nuclear Dependence Alpha

With data from the SELEX experiment we study charm hadro-production. We report the differential production cross sections as function of the longitudinal and transverse momentum, as well as for two different target materials, of 14 charmed hadron and/or their decay modes. This is the most extensive study to date. SELEX is a fixed target experiment at Fermilab with high forward acceptance; it took data during 1996-1997 with 600 GeV/c {Sigma}{sup -} and {pi}{sup -}, and 540 GeV/c proton and {pi}{sup +} beams. It used 5 target foils (two copper and three diamond). We use the results to determine {alpha}, used in parametrizing the production cross section as {infinity} A{sup {alpha}}, where A is the mass number of the target nuclei. We found within our statistics that {alpha} is independent of the longitudinal momentum fraction x{sub F} in the interval 0.1 < x{sub F} < 1.0, with {alpha} = 0.778 {+-} 0.014. The average value of {alpha} for charm production by pion beams is {alpha}{sub meson} = 0.850 {+-} 0.028. This is somewhat larger than the corresponding average {alpha}{sub baryon} = 0.755 {+-} 0.016 for charm production by baryon beams ({Sigma}{sup -} and protons).

Optimal explicit strong-stability-preserving general linear methods : complete results.

This paper constructs strong-stability-preserving general linear time-stepping methods that are well suited for hyperbolic PDEs discretized by the method of lines. These methods generalize both Runge-Kutta (RK) and linear multistep schemes. They have high stage orders and hence are less susceptible than RK methods to order reduction from source terms or nonhomogeneous boundary conditions. A global optimization strategy is used to find the most efficient schemes that have low storage requirements. Numerical results illustrate the theoretical findings.

Optimization of electron-cyclotron-resonance charge-breeder ions : Final CRADA Report.

Measurements of 1+ beam properties and associated performance of ECR Charge Breeder source determined by total efficiency measurement and charge state distributions from the ECR Charge Breeder. These results were communicated to Far-Tech personnel who used them to benchmark the newly developed programs that model ion capture and charge breeding in the ECR Charge Breeder Source. Providing the basic data described above and in the discussion below to Far-Tech allowed them to improve and refine their calculational tools for ECR ion sources. These new tools will be offered for sale to industry and will also provide important guidance to other research labs developing Charge Breeding ion sources for radioactive beam physics research.

YALINA Analytical Benchmark Analyses Using the Deterministic ERANOS Code System.

The growing stockpile of nuclear waste constitutes a severe challenge for the mankind for more than hundred thousand years. To reduce the radiotoxicity of the nuclear waste, the Accelerator Driven System (ADS) has been proposed. One of the most important issues of ADSs technology is the choice of the appropriate neutron spectrum for the transmutation of Minor Actinides (MA) and Long Lived Fission Products (LLFP). This report presents the analytical analyses obtained with the deterministic ERANOS code system for the YALINA facility within: (a) the collaboration between Argonne National Laboratory (ANL) of USA and the Joint Institute for Power and Nuclear Research (JIPNR) Sosny of Belarus; and (b) the IAEA coordinated research projects for accelerator driven systems (ADS). This activity is conducted as a part of the Russian Research Reactor Fuel Return (RRRFR) Program and the Global Threat Reduction Initiative (GTRI) of DOE/NNSA.

Structured hints : extracting and abstracting domain expertise.

We propose a new framework for providing information to help optimize domain-specific application codes. Its design addresses problems that derive from the widening gap between the domain problem statement by domain experts and the architectural details of new and future high-end computing systems. The design is particularly well suited to program execution models that incorporate dynamic adaptive methodologies for live tuning of program performance and resource utilization. This new framework, which we call 'structured hints', couples a vocabulary of annotations to a suite of performance metrics. The immediate target is development of a process by which a domain expert describes characteristics of objects and methods in the application code that would not be readily apparent to the compiler; the domain expert provides further information about what quantities might provide the best indications of desirable effect; and the interactive preprocessor identifies potential opportunities for the domain expert to evaluate. Our development of these ideas is progressing in stages from case study, through manual implementation, to automatic or semi-automatic implementation. In this paper we discuss results from our case study, an examination of a large simulation of a neural network modeled after the neocortex.

Validation of the G-PASS code : status report.

Validation is the process of determining whether the models in a computer code can describe the important phenomena in applications of interest. This report describes past work and proposed future work for validating the Gas Plant Analyzer and System Simulator (G-PASS) code. The G-PASS code was developed for simulating gas reactor and chemical plant system behavior during operational transients and upset events. Results are presented comparing code properties, individual component models, and integrated system behavior against results from four other computer codes. Also identified are two experiment facilities nearing completion that will provide additional data for individual component and integrated system model validation. The main goal of the validation exercise is to ready a version of G-PASS for use as a tool in evaluating vendor designs and providing guidance to vendors on design directions in nuclear-hydrogen applications.

Summary of operations and performance of the Utica aquifer and North Lake Basin Wetlands restoration project in December 2007-November 2008.

This document summarizes the performance of the groundwater restoration systems installed by the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) at the former CCC/USDA grain storage facility in Utica, Nebraska, during the fourth year of system operation, from December 1, 2007, until November 30, 2008. Performance in earlier years was reported previously (Argonne 2005, 2006, 2008). In the project at Utica, the CCC/USDA is cooperating with multiple state and federal agencies to remove carbon tetrachloride contamination from a shallow aquifer underlying the town and to provide supplemental treated groundwater for use in the restoration of a nearby wetlands area. Argonne National Laboratory assisted the CCC/USDA by providing technical oversight for the aquifer restoration effort and facilities during this review period. This document presents overviews of the aquifer restoration facilities (Section 2) and system operations (Section 3). The report then describes groundwater production results (Section 4); groundwater treatment results (Section 5); and associated maintenance, system modifications, and costs during the review period (Section 6). Section 7 summarizes the present year of operation.

Status report on multigroup cross section generation code development for high-fidelity deterministic neutronics simulation system.

Under the fast reactor simulation program launched in April 2007, development of an advanced multigroup cross section generation code was initiated in July 2007, in conjunction with the development of the high-fidelity deterministic neutron transport code UNIC. The general objectives are to simplify the existing multi-step schemes and to improve the resolved and unresolved resonance treatments. Based on the review results of current methods and the fact that they have been applied successfully to fast critical experiment analyses and fast reactor designs for last three decades, the methodologies of the ETOE-2/MC{sup 2}-2/SDX code system were selected as the starting set of methodologies for multigroup cross section generation for fast reactor analysis. As the first step for coupling with the UNIC code and use in a parallel computing environment, the MC{sup 2}-2 code was updated by modernizing the memory structure and replacing old data management package subroutines and functions with FORTRAN 90 based routines. Various modifications were also made in the ETOE-2 and MC{sup 2}-2 codes to process the ENDF/B-VII.0 data properly. Using the updated ETOE-2/MC{sup 2}-2 code system, the ENDF/B-VII.0 data was successfully processed for major heavy and intermediate nuclides employed in sodium-cooled fast reactors. Testing to evaluate the suitability of waste forms developed for electrometallurgically treated spent sodium-bonded nuclear fuel for disposal in the Yucca Mountain reporsitory.

The results of laboratory testing and modeling activities conducted to support the development of waste forms to immobilize wastes generated during the electrometallurgical treatment of spent sodium-bonded nuclear fuel and their qualification for disposal in the federal high-level radioactive waste repository are summarized in this report. Tests and analyses were conducted to address issues related to the chemical, physical, and radiological properties of the waste forms relevant to qualification. These include the effects of composition and thermal treatments on the phase stability, radiation effects, and methods for monitoring product consistency. Other tests were conducted to characterize the degradation and radionuclide release behaviors of the ceramic waste form (CWF) used to immobilize waste salt and the metallic waste form (MWF) used to immobilize metallic wastes and to develop models for calculating the release of radionuclides over long times under repository-relevant conditions. Most radionuclides are contained in the binder glass phase of the CWF and in the intermetallic phase of the MWF. The release of radionuclides from the CWF is controlled by the dissolution rate of the binder glass, which can be tracked using the same degradation model that is used for high-level radioactive waste (HLW) glass.
