The plan identifies the responsibilities and tasks of the government and the environmental protection departments at all levels, guiding and mobilizing the participation of enterprises and civil society and striving for environmentally friendly society.

Low Carbon Shipping, Transport & Market Incentive Programs

The carbon labeling project presents methods to promote biodiesel use, disseminate information on the potential carbon efficiency of biofuels and promote the concept of carbon labeling. This guide is aimed at policy makers and interested industry groups. It aims to evaluate the suitability of the US EPA (Environmental Protection Agency) Smart Way Transport Partnership as a model for the EU to promote more efficiency and low carbon shipping of goods to market. It includes: a thorough description of the US EPA scheme and its objectives; carbon labeling initiatives in the UK (independent and national); a review of the strengths and weaknesses of the US EPA scheme with regards to its suitability for EU transport policy; the different EU transport system and pilot programmes; and suggestions for freight and multi-sector low carbon transport programmes in the EU. This useful guide enables decision makers to develop a road map on how best to provide incentives for implementing a low carbon shipping program in Europe.

It provides 54 policy recommendations help reduce the state’s emissions of green house gases to 1990 levels by the year 2020. Most will have additional benefits, including reduced reliance on imported fossil fuels, reduction in air pollution, increased opportunity for Montana agriculture to provide renewable fuels, healthier forests, and the opportunity for the state to be a leader in developing new technologies.

This report provides information on major design options related to the allocation of emissions allowances under the European Union Emissions Trading Scheme (the EU ETS, or "the Scheme"). The report was developed to assist the European Commission in the context of the review of options for the EU ETS after 2012, during the third and subsequent phases of the Scheme. The report covers topics related to allocation alternatives as well as several other issues. All of the material contained here was developed initially as a set of briefing notes for the Commission in 2007. The topics covered in the report are divided into two major categories: (1) assessment criteria and other general features, including cap-setting; and (2) allocation alternatives and issues specifically related to allocation.

The final report from an advisory panel of 15 scientists and industry experts finding that humans are responsible for climate warming and that Utah is responsible for more greenhouse gas emissions per capita than the rest of the nation. It makes about 70 recommendations for fighting global warming including: developing significant amounts of renewable energy with incentives and tax credits, encouraging the capture and disposal of carbon dioxide, improving efficiency at power plants, implementing an aggressive mass-transit strategy, and preserving open space and agricultural land and protecting forests. The report, however, does not include specific policy recommendations or rules to implement action.

The First Ministerial Regional Forum

The First Ministerial Regional Forum on Environment and Health in Southeast and East Asian countries was held in Bangkok, Thailand on 9 August 2007. The forum was jointly organized by the United Nations Environment Programme (UNEP) Regional Office for Asia and the Pacific and the World Health Organization (WHO) Regional Offices for the Western Pacific and South-East Asia, and hosted by the Ministry of Natural Resources and Environment and Ministry of Public Health, Government of Thailand and the Chulabhorn Research Institute (CRI). The forum was attended by Environment and Health Ministers from fourteen Southeast and East Asian countries including Brunei Darussalam, Cambodia, People’s Republic of China, Indonesia, Japan, Republic of Korea, Lao People's Democratic Republic (PDR), Malaysia, Mongolia, Myanmar, the Philippines, Singapore, Thailand, and Viet Nam. The agenda and annotated agenda of the forum are given in Annexes 1 and 2, respectively, and a list of participants is enclosed in Annex 3.

This Third Meeting was conducted prior to the First Ministerial Meeting, to review the progress made in national and regional actions since the Second High-Level Meeting, and discuss and endorse the draft Charter and the composition and work plans of the regional Thematic Working Groups (TWGs) on six priorities for submission to the Ministerial Meeting.
