Towards an Analytical Capacity in Costing of Abatement Options for Forestry and Agricultural Carbon Sinks

This document is part of Technical Report (ref: EUR 21758 EN) from the Joint Research Centre and presents part of the modelling work conducted by DG JRC/IPTS as a contribution to the DG ENV Communication on post-2012 climate policy analysis (June 2005). The analysis with the POLES and GEM-E3 models show that the costs of abatement policies, both in marginal terms and total terms, can be significantly reduced if emissions trading and project based mechanisms are used.

No Longer Under Our Control: The Nature and Role of Standards in the 21st Century Library

This lecture script examines the nature and role of standards for the emerging 21st century library. Given the dynamic character of the networked environment, when are standards appropriate and how can they be developed in a manner consistent with the volatility of information technologies and changing library services? What are the roles and responsibilities of standards developing organizations, technology vendors, content creators, and librarians for standards? Do local practices of libraries threaten standards-based resource sharing and resource access technologies? Can local needs be balanced with broader library community responsibilities, and how do standards affect this balance? The speaker's assumption is that adherence to standards has never been more critical, yet his implementation experience with Z39.50 and MARC suggests that the commitment to national and international standards by librarians, technology vendors, and content creators are often an example of good intentions rather than actual practice. This standards disconnect threatens the emerging 21st century library's ability to deliver fundamental services in appropriate ways to their users.

New Mexico Climate Change Advisory Group Final Report

Recognizing the profound implications that global warming and climate variation could have on the economy, environment and quality of life in the Southwest, New Mexico Governor Bill Richardson signed Executive Order 05-33 on June 5th, 2005, establishing the New Mexico Climate Change Advisory Group. The Governor directed the CCAG to prepare a report that includes a projection of the State's future GHG emissions and policy recommendations for reducing New Mexico's total greenhouse gas emissions to 2000 levels by the year 2012, 10 percent below 2000 levels by 2020 and 75 percent by 2050.

The National Tenth Five-Year Plan for Environmental Protection(Abstract)

The State Council approved the National Tenth Five-Year Plan for Environmental Protection on 26 December 2001, requesting that loca1 governments and the various departments strengthen environmental protection in close relation with the economic restructuring; raise funds for environmental protection through multiple channels in connection with the expansion of domestic demand, and establish the mechanism of environmental protection with the government playing the dominant role with market promotion and public participation. The State Council emphasizes that local governments should undertake the major responsibilities of environmental protection. The governments at various levels should integrate the tasks of the Plan into the target responsibility system for provincial governors, mayors, and county heads. Periodic examination should be carried out on the targets of total pollutant discharge control and environmental quality. The implementation of the Plan should be inspected and reported on every year. The State Council requests that the relevant departments should provide guidance and support in implementing the Plan according to their respective responsibilities. The State Environmental Protection Administration should conduct coordinated supervision, management, and inspection of the implementation of the Plan.

New evidence suggests that the West Antarctic Ice Sheet is retreating more slowly and contributing less to rising global sea levels than scientists once thought. In fact, said researchers at a recent meeting, the sheet was still growing as recently as 8,000 years ago -- thousands of years after the most recent Ice Age.
