Air Force F-22 Fighter Program: Background and Issues for Congress

The Air Force F-22 fighter, also known as the Raptor, is the world's most capable air-to-air combat aircraft. The administration wants to end F-22 procurement at 187 aircraft, and the administration's proposed FY2010 budget does not request funding for the procurement of additional F-22s in FY2010. The administration argues, among other things, that 187 F-22s will be sufficient in conjunction with other U.S. tactical aircraft. The issue of F-22 procurement has emerged as one of the highest-profile items of debate on the FY2010 defense budget. This report discusses both sides of the debate in detail.

Protecting the U.S. Perimeter: Border Searches Under the Fourth Amendment

This report first outlines the statutes authorizing certain federal officers to conduct warrantless searches. It then addresses the scope of the government's constitutional authority to search and seize persons and property at the border. It also describes the varying levels of suspicion generally required for each type of border search as interpreted by the courts. Finally, this report lists several bills before the 111th Congress that address border searches. This report does not address interior searches and seizures performed by immigration personnel since they are not traditional "border searches."

The resolution of inquiry is a simple House resolution that seeks factual information from the executive branch. This report explains the history, procedure, specific uses of resolutions of inquiry, and notes recent increases in their usage. The examples in this report demonstrate that, historically, even when a resolution of inquiry is reported adversely from a committee and tabled on the floor, it has frequently led to the release of a substantial amount of information from the Administration.

This report discusses the political history of Iran, U.S. strategy in Iran, and the Obama Administration's policies for dealing with Iran, especially with regard to the previous administration's policies.

The United Nations Convention on the Law of the Sea (LOS Convention) was agreed to in 1982, but the United States never became a signatory nation. In the 111th Congress, Secretary of State Hillary Clinton, at her confirmation hearing before the Senate Committee on Foreign Affairs on January 13, 2009, acknowledged that U.S. accession to the LOS Convention would be an Obama Administration priority. This report describes provisions of the LOS Convention relating to living marine resources and discusses how these provisions comport with current U.S. marine policy.
