Campaign Financing
This is one report in the series of reports that discuss the campaign finance practices and related issues. Balancing Scientific Publication and National Security Concerns: Issues for Congress
There is a lack of consensus regarding the best method of balancing scientific publishing and national security. The current federal policy, as described in National Security Decision Directive 189, is that fundamental research should remain unrestricted and that in the rare case where it is necessary to restrict such information, classification is the appropriate vehicle to do so. Other mechanisms restrict international information flow, where Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR) control export of items and technical information on specific lists. Both EAR and ITAR contain a fundamental research exclusion, but this exclusion is lost if prepublication review of research results for sensitive information occurs.

Data Mining: An Overview
Data mining is emerging as one of the key features of many homeland security initiatives. Often used as a means for detecting fraud, assessing risk, and product retailing, data mining involves the use of data analysis tools to discover previously unknown, valid patterns and relationships in large data sets. This report discusses the data mining uses (i.e. Terrorism Information Awareness (TIA) Program) and issues (i.e. data quality, interoperability, privacy), as well as the limitations of data mining.

"Spam": An Overview of Issues Concerning Commercial Electronic Mail
Spam, also called unsolicited commercial email (UCE) or “junk email,” aggravates many computer users. Not only can spam be a nuisance, but its cost may be passed on to consumers through higher charges from Internet service providers who must upgrade their systems to handle the traffic. Also, some spam involves fraud, or includes adult-oriented material that offends recipients or that parents want to protect their children from seeing. Proponents of UCE insist it is a legitimate marketing technique that is protected by the First Amendment, and that some consumers want to receive such solicitations. This report discusses this issue in detail, as well as related legislation.

China and Proliferation of Weapons of Mass Destruction and Missiles: Policy Issues
Congress has long been concerned about whether U.S. policy advances the national interest in reducing the role of the People's Republic of China (PRC) in the proliferation of weapons of mass destruction (WMD) and missiles that could deliver them. China has taken some steps to mollify U.S. concerns about its role in weapons proliferation. Skeptics question whether China's cooperation in weapons nonproliferation has warranted President Bush's pursuit of stronger bilateral ties. This report discusses the national security problem of China's role in weapons proliferation and issues related to the U.S. policy response, including legislation, since the mid-1990s.

Can the Pension Benefit Guaranty Corporation Be Restored to Financial Health?
In 2003, the Bush administration made a proposal for reform to strengthen pension plan funding and the financial condition of the Pension Benefit Guaranty Corporation (PBGC). Various bills with the goal of reforming the PBGC were proposed in the 108th Congress but none were enacted into law. The doubling of the PBGC deficit from fiscal 2003 to fiscal 2004, has heightened awareness about the PBGC deficit situation. Congressional leaders from both parties have announced their intention to move aggressively on legislative solutions in the 109th Congress.

Jordan: U.S. Relations and Bilateral Issues
The death of King Hussein on February 7, 1999, removed a strong U.S. ally and force for stability; however, his son and successor, King Abdullah, has continued to follow the late King’s moderate and pro-western policies. In recent years, Jordan has taken significant steps toward building democratic life, including a return to limited parliamentary democracy. Parliament has eased restrictions in laws affecting the press, but some remain.

Afghanistan: Post-War Governance, Security, and U.S. Policy
The United States and its allies are helping Afghanistan emerging from more than 22 years of warfare, although substantial risk to Afghan stability remains. Before the U.S. military campaign against the orthodox Islamist Taliban movement began on October 7, 2001, Afghanistan had been mired in conflict since the Soviet invasion of Afghanistan in 1979. The defeat of the Taliban has enabled the United States and its coalition partners to send forces throughout Afghanistan to search for Taliban and Al Qaeda fighters and leaders that remain at large, including Osama bin Laden. As the war against remaining Al Qaeda and Taliban elements winds down, the United States is shifting its military focus toward stabilizing the interim government, including training a new Afghan national army, and supporting the international security force (ISAF) that is helping the new government provide security.

Every year the President submits to Congress a series of volumes that provide the text of the President’s proposed budget for the coming fiscal year. Neither the Congressional Research Service (CRS) nor the Library of Congress can provide giveaway copies of these documents. This report provides brief descriptions of these budget volumes and related documents, together with Internet addresses, Government Printing Office (GPO) stock numbers, and prices to obtain these publications. It also tells how to find locations of government depository libraries, which can provide both printed copies for reference use and Internet access to the text.

Average Farm Subsidy Payments, by State, 2002
The U.S. Department of Agriculture makes direct subsidy payments through the Commodity Credit Corporation to farmers for commodity price and income support, certain conservation and environmental activities, and some disaster losses. In 2002, these direct farm subsidy payments amounted to $12.151 billion. This report examines the distribution of these payments among states, calculates the average size of payments going to recipient farms in each state, and distinguishes between payments received by farm operators and landlords. This information is intended to aid in policy debates about subsidizing some farms but not others, changing per-person payment limits, and the altering eligibility rules for landlords to receive payments.

President's Commission on Moon, Mars and Beyond
The mission of the Commission shall be to provide recommendations to the President on implementation of the vision outlined in the President's policy statement entitled "A Renewed Spirit of Discovery" and the President's Budget Submission for Fiscal Year 2005 (collectively, "Policy"). The Commission shall examine and make recommendations to the President regarding: a) science research agenda to be conducted on the Moon and other destinations as well as human and robotic science activities that advance our capacity to achieve the Policy; b) The exploration of technologies, demonstrations, and strategies, including the use of lunar and other in situ natural resources, that could be used for sustainable human and robotic exploration; c) Criteria that could be used to select future destinations for human exploration; d) Long-term organization options for managing implementation of space exploration activities; e) The most appropriate and effective roles for potential private sector and international participants in implementing the Policy; and f) Methods for optimizing space exploration activities to encourage the interests of America's youth in studying and pursuing careers in mathematics, science, and engineering; and g) Management of the implementation of the Policy within available resources.
