FY2005 AND FY2006 CORROSION SURVEILLANCE RESULTS FOR L BASIN

This report documents the results of the L-Basin Corrosion Surveillance Program for the fiscal years 2005 and 2006. The water quality and basin conditions for the coupon immersion period are compared to the corrosion evaluation results from detailed metallurgical analysis of the coupons. Test coupons were removed from the basin on two occasions, March 29, 2005 and May 23, 2006, examined and photographed. Selected coupons were metallurgically characterized to evaluate the extent of general corrosion and pitting. Crystallographic and energy dispersive spectroscopy analysis were performed on a typical specimen, as-removed from the basin, to characterize the surface debris. Marked changes were noted in both the 2005 and 2006 specimens compared to previous years corrosion results. A new pitting incidence has occurred on the faces of the aluminum coupons compared to localized pitting at crevice regions only on specimens withdrawn in 2003 and 2004. The pitting incidence is attributed to sand filter fines that entered the basin on July 27, 2004 from an inadvertent backflush of the new sand filter. FY06 Annual Report: Amorphous Semiconductors for Gamma Radiation Detection (ASGRAD)

We describe progress in the development of new materials for portable, room-temperature, gamma-radiation detection at Pacific Northwest National Laboratory at the Hanford Site in Washington State. High Z, high resistivity, amorphous semiconductors are being designed for use as solid-state detectors at near ambient temperatures; principles of operation are analogous to single-crystal semiconducting detectors. Amorphous semiconductors have both advantages and disadvantages compared to single crystals, and this project is developing methods to mitigate technical problems and design optimized material for gamma detection. Several issues involved in the fabrication of amorphous semiconductors are described, including reaction thermodynamics and kinetics, the development of pyrolytic coating, and the synthesis of ingots. The characterization of amorphous semiconductors is described, including sectioning and polishing protocols, optical microscopy, X-ray diffraction, scanning electron microscopy, optical spectroscopy, particle-induced X-ram emission, Rutherford backscattering, and electrical testing. Then collaboration with the University of Illinois at Urbana-Champaign is discussed in the areas of Hall-effect measurements and current voltage data. Finally, we discuss the strategy for continuing the program.

A conference agreement of approximately $40 billion in reductions was reached on December 19, but has yet to clear Congress. The Senate passed a five-year revenue reduction reconciliation bill on December 8. The net effect of the legislation on the budget would be to raise the deficit in fiscal year 2006 and over the five-year period covered in the legislation.

Earth penetrator weapons often called “bunker busters,” burrow into the ground some tens of feet before detonating, greatly increasing their ability to destroy buried targets. The United States has several types of conventional earth penetrators. The current U.S. nuclear earth penetrator, the B61-11 bomb, cannot penetrate certainly types of terrain in which hardened underground facilities may be located, so the Air Force and the National Nuclear Security Administration (NNSA) are studying a more effective penetrator, the Robust Nuclear Earth Penetrator (RNEP).
