The Environmental Protection Agency's FY2003 Budget
On April 9, 2001, the President requested $7.3 billion in discretionary budget authority for the Environmental Protection Agency (EPA) for FY2002, $512.0 million (or 7%) less than the FY2001 funding level of $7.8 billion. The request would not have continued funding of about $500 million for activities earmarked for FY2001, and contained provisions shifting more enforcement responsibilities to the states. Popular wastewater infrastructure funding, state roles, and the future of Superfund were some of the predominant topics. On July 17, the House Appropriations Committee recommended $7.545 billion,$229 million more than requested (H.R. 2620, H. Rept. 107-159).

For FY2004, the President’s budget requested $7.6 billion in budget authority for the Environmental Protection Agency (EPA), $448 million (or 6%) less than the $8.1 billion current funding level. The House approved $8.0 billion in H.R. 2861 (H.Rept. 108-235) on July 25. Senate action is anticipated in September. The request consisted of $3.1 billion for EPA operating expenses, $3.1 billion for assisting state and local governments, and $1.4 billion for cleaning up Superfund toxic waste sites. The Congressional Budget Office’s (CBO) January 2004 budget report for FY2005 (the Budget and Economic Outlook: Fiscal Years 2005-2014) estimated the FY2005 baseline deficit at $362 billion. Emergency Spending: Statutory and Congressional Rules
Under the Budget Enforcement Act (BEA), there are statutory limits (caps) on the level of federal discretionary spending, enforced by across-the-board spending cuts, known as a sequester. If, however, spending is designated as emergency by both the President and Congress, it will not trigger a sequester, because the caps are adjusted automatically by an amount equal to the emergency spending. Since the BEA was first enacted in 1990, both the House and Senate have supplemented its provisions with additional limitations in their respective rules concerning the use of emergency designations.

Internet and E-Commerce Statistics: What They Mean and Where to Find Them on the Web
Statistics indicating Internet usage are imprecise. It is difficult to measure the scale of the Internet (or the World Wide Web), calculate the number and types of users (age, sex, race, gender, location, etc.), or forecast future growth. This report discusses the inherent complexities of estimating Internet and electronic commerce growth and describes various types of Internet statistics, discussing how to evaluate them and providing Web addresses for locating them. In addressing these topics, it is important to understand how the statistics are compiled, how they are used, and what their limitations are.

Child Pornography: Constitutional Principles and Federal Statutes
The Child Pornography Prevention Act of 1996, P.L. 104-208, 110 Stat. 3009- 26, added a definition of “child pornography” that include visual depictions of what appears to be a minor engaging in explicit sexual conduct, even if no actual minor was used in producing the depiction. On April 16, 2002, in Ashcroft v. Free Speech Coalition, the Supreme Court held this provision unconstitutional to the extent that it prohibited pictures that were not produced with actual minors. (This case is discussed under “Section 2256,” below.) In response to Ashcroft, bills were introduced in the House and Senate that would continue to ban some child pornography that was produced without an actual minor; on June 25, 2002, the House passed one such bill: H.R. 4623, 107th Congress.
