2010 Census: Census Bureau Continues to Make Progress in Mitigating Risks to a Successful Enumeration, but Still Faces Various Challenges

Testimony issued by the Government Accountability Office with an abstract that begins "The decennial census is a constitutionally-mandated activity that produces data used to apportion congressional seats, redraw congressional districts, and help allocate billions of dollars in federal assistance. In March 2008, GAO designated the 2010 Census a high-risk area in part because of information technology (IT) shortcomings. The U.S. Census Bureau (Bureau) has since strengthened its risk management efforts and made other improvements; however, in March 2009, GAO noted that a number of challenges and uncertainties remained. This testimony discusses the Bureau's readiness for 2010 and covers: (1) the delivery of key IT systems, (2) preliminary findings on the results of address canvassing and the lessons learned from that operation that can be applied to subsequent field operations, and (3) the Bureau's progress in improving its cost estimation abilities. The testimony is based on previously issued and ongoing GAO work."

2010 Census: Efforts to Build an Accurate Address List Are Making Progress, but Face Software and Other Challenges

Testimony issued by the Government Accountability Office with an abstract that begins "The decennial census is a constitutionally mandated activity that produces data used to apportion congressional seats, redraw congressional districts, and help allocate billions of dollars in federal assistance. A complete and accurate master address file (MAF), along with precise maps--the U.S. Census Bureau's (Bureau) mapping system is called Topologically Integrated Geographic Encoding and Referencing (TIGER)--are the building blocks of a successful census. If the Bureau's address list and maps are inaccurate, people can be missed, counted more than once, or included in the wrong location. This testimony discusses the Bureau's readiness for the 2010 Census and covers: (1) the Bureau's progress in building an accurate address list; and (2) an update of the Bureau's information technology (IT) system used to extract information from its MAF/TIGER? database. Our review included observations at 20 early opening local census offices in hard-to-count areas. The testimony is based on previously issued and ongoing work."

2nd International Conference on Pathways, Networks, and Systems: Theory and Experiments

With the availability of whole genome sequences, research attention shifts from gene sequences and genome content to protein functions and systems biology. Genes comprise a major component of the ''parts list'' that is required for building and maintaining of living organisms. Genome DNA sequences reveal the genetic inventory for a rapidly increasing number of species. Defining and interpreting the instruction manual for protein functions, individually and collectively, is the emerging challenge. Defining protein functions is a complex problem because each gene typically encodes several distinct proteins. As a result, the protein inventory includes as many as 100,000 distinct proteins. Protein functions can vary with developmental stage, anatomical location, and environmental context. Like the problem of sequencing the human genome, the multidimensional nature of protein functions in time, space and context constitutes one of the ''big'' problems in biomedical research. Resolving this problem is key to revolutionizing health care where a deep understanding of complex biological systems will lead to more powerful and specific ways to treat, and perhaps, even prevent birth defects and adult diseases. The meeting addressed the above issues.

3D Adaptive Mesh Refinement Simulations of Pellet Injection in Tokamaks

We present results of Adaptive Mesh Refinement (AMR) simulations of the pellet injection process, a proven method of refueling tokamaks. AMR is a computationally efficient way to provide the resolution required to simulate realistic pellet sizes relative to device dimensions. The mathematical model comprises of single-fluid MHD equations with source terms in the continuity equation along with a pellet ablation rate model. The numerical method developed is an explicit unsplit upwinding treatment of the 8-wave formulation, coupled with a MAC projection method to enforce the solenoidal property of the magnetic field. The Chombo framework is used for AMR. The role of the E x B drift in mass redistribution during inside and outside pellet injections is emphasized.

3D CFD Electrochemical and Heat Transfer Model of an Integrated-Planar Solid Oxide Electrolysis Cells

A three-dimensional computational fluid dynamics (CFD) electrochemical model has been created to model high-temperature electrolysis cell performance and steam electrolysis in a new novel integrated planar porous-tube supported solid oxide electrolysis cell (SOEC). The model is of several integrated planar cells attached to a ceramic support tube. This design is being evaluated with modeling at the Idaho National Laboratory. Mass, momentum, energy, and species conservation and transport are provided via the core features of the commercial CFD code FLUENT. A solid-oxide fuel cell (SOFC) model adds the electrochemical reactions and loss mechanisms and computation of the electric field throughout the cell. The FLUENT SOFC user-defined subroutine was modified for this work to allow for operation in the SOEC mode. Model results provide detailed profiles of temperature, Nernst potential, operating potential, activation over-potential, anode-side gas composition, cathode-side gas composition, current density and hydrogen production over a range of stack operating conditions. Mean per-cell area-specific-resistance (ASR) values decrease with increasing current density. Predicted mean outlet hydrogen and steam concentrations vary linearly with current density, as expected. 3D CFD Model of a Tubular Porous-Metal Supported Solid Oxide Electrolysis Cell

Currently there is strong interest in the large-scale production of hydrogen as an energy carrier for the non-electrical market [1, 2, and 3]. High-temperature nuclear reactors have the potential for substantially increasing the efficiency of hydrogen production from water splitting, with no consumption of fossil fuels, no production of greenhouse gases, and no other forms of air pollution. A high-temperature advanced nuclear reactor coupled with a high-efficiency high-temperature electrolyzer could achieve a competitive thermal-to-hydrogen conversion efficiency of 45 to 55%. A research program is under way at the INL to simultaneously address the research and scale-up issues associated with the implementation of solid-oxide electrolysis cell technology for hydrogen production from steam. The future SOEC market includes the 1200MW GEN4 reactor which has projected 40-50% efficiency, 400 tones H2 production per day (at 5kg H2/car/300 mile day this corresponds to 80,000 cars/day). DOE is planning for 26GW of nuclear hydrogen production by 2025.

The Savannah River Site, located in South Carolina, contains nuclear defense products and nuclear waste byproducts as result of national defense operations dating to the 1950s. The facility has been the subject of a variety of scientific investigations focusing on potential groundwater transportation of nuclides and other hazardous materials through the different aquifers within the air. The area of particular interest, and the subject of this report, is the General Separations Area.

3D HYDRA Simulations of NIF Targets

The performance of NIF target designs is simulated in three dimensions using the HYDRA multiphysics radiation hydrodynamics code. In simulations of a cylindrical NIF hohlraum that include an imploding capsule, the motion of the wall material inside the hohlraum shows a high degree of axisymmetry. Laser radiation is able to propagate through the entrance hole for the required duration of the pulse. Gross hohlraum energetics in the simulation mirror the results from an axisymmetric simulation. A simulation of a copper-doped beryllium ablator NIF capsule carried out over large solid angle resolved the full spectrum of the most dangerous modes that grow from surface roughness. Hydrodynamic instabilities evolve into the weakly nonlinear regime. There is no evidence of low mode jetting driven by nonlinear mode coupling.

Virtual Environments (VEs) have the potential to revolutionize traditional product design by enabling the transition from conventional CAD to fully digital product development. The presented prototype system targets closing the ''digital gap'' as introduced by the need for physical models such as clay models or mockups in the traditional product design and evaluation cycle. We describe a design environment that provides an intuitive human-machine interface for the creation and manipulation of three-dimensional (3D) models in a semi-immersive design space, focusing on ease of use and increased productivity for both designer and CAD engineers.

48Ti(n,xnypz ag) reactions for neutron energies up to 250 MeV

Cross section measurements were made of prompt {gamma}-ray production as a function of incident neutron energy on a {sup 48}Ti sample. Partial {gamma}-ray cross sections for transitions in {sup 45--48}Ti, {sup 44--48}Sc, {sup 42--45}Ca, {sup 41--44}K, and {sup 41--42}Ar have been determined. Energetic neutrons were delivered by the Los Alamos National Laboratory spallation neutron source located at the LANSCE/WNR facility. The prompt-reaction {gamma} rays were detected with the large-scale Compton-suppressed germanium array for neutron induced excitations (GEANIE). Neutron energies were determined by the time-of-flight technique. The {gamma}-ray excitation functions were converted to partial {gamma}-ray cross sections taking into account the dead-time correction, target thickness, detector efficiency and neutron flux (monitored with an in-line fission chamber). The data will be presented for neutron energies between 1 to 250 MeV. These results are compared with model calculations which include compound nuclear and pre-equilibrium emission.
