Since its inception, the program has been restructured several times–postponing the initial operational capability (IOC) and increasing overall program costs. Presently, there is debate within the Army regarding whether the program should be reduced significantly to make funds available to pursue other modernization priorities.

Zimbabwe: Current Issues

U.S. policy-makers once saw Zimbabwe as a source of political and economic stability in southern Africa, but with the failure of Zimbabwe’s economic reform program and mounting unrest in the 1990s, U.S. assistance levels fell sharply. Aid now focuses on programs to strengthen democracy, raise living standards among the poor, and fight the AIDS epidemic. In 2000, the United States strongly criticized pre-election violence and intimidation in Zimbabwe. In June 2001, the U.S. Assistant Secretary of State for African Affairs warned that the United States and Zimbabwe could not have normal relations until the violence and intimidation end and the rule of law is restored.

European Counterterrorist Efforts: Political Will and Diverse Responses in the First Year After September 11

The attacks of September 11 prompted the Bush Administration to improve law enforcement and other coordination between the United States and European governments dealing with international terrorism. European governments have also taken measures to enhance cooperation among themselves. Most notable are European Union efforts to enhance cross-border sharing of intelligence and police information, extend the reach of warrants, and strengthen external border controls. While European governments may wish to implement stronger efforts at home to quell terrorism, several do not wish to be seen as following an American plan for doing so, above all if that plan is linked to a broader U.S. policy for militarily confronting Middle Eastern countries or political entities that the Administration believes to be supporting terrorist networks.

The 109th Congress will be deciding whether to continue to protect the ecosystem on the coastal plain of the Arctic National Wildlife Refuge (ANWR) or to open it to oil and gas drilling- with good prospects of finding economically recoverable amounts of oil. Less certain are the actual amounts of oi and gas to be found, impacts of development of the world of oil prices and on the U.S. economy, including employment- although recent substantial increase in oil and gas prices tend to boost estimates of economically recoverable oil.

Economic Slowdown: Issues and Policies

This report first discusses the current state of the economy, including measures that have already been taken by the monetary authorities, and assesses the need for and potential consequences of fiscal stimulus. The second part of the report reviews the proposals discussed during debate on the recently enacted fiscal stimulus, both those adopted and those considered but not adopted. The various stimulus packages differed somewhat, and the report briefly describes those differences. This section also includes a discussion of the potential elements of a second stimulus proposal, and concludes with a discussion of the macroeconomic effects of the proposals. The final section of the paper discusses recent and proposed financial interventions.
