Foreign Affairs: Agencies Have Improved the Intercountry Adoption Process, but Further Enhancements Are Needed

A letter report issued by the Government Accountability Office with an abstract that begins "U.S. intercountry adoptions nearly tripled from more than 8,000 to more than 22,000 between fiscal years 1994 and 2004. While the Department of State (State) and U.S. Citizenship and Immigration Services (USCIS) manage the process, factors ranging from corruption to inadequate legal frameworks in foreign countries could lead to abuses such as the abduction of children. GAO (1) describes the U.S. intercountry adoption process, (2) assesses the U.S. government's efforts to manage the intercountry adoption process, (3) assesses U.S. efforts to strengthen safeguards and mitigate against the potential for fraudulent adoptions, and (4) describes the Hague Convention (Convention) and the statuses of U.S. and top sending countries' implementation of the Convention."

Social Security Reform: Other Countries' Experiences Provide Lessons for the United States

A letter report issued by the Government Accountability Office with an abstract that begins "Many countries, including the United States, are grappling with demographic change and its effect on their national pension systems. With rising longevity and declining birthrates, the number of workers for each retiree is falling in most developed countries, straining the finances of national pension programs, particularly where contributions from current workers fund payments to current beneficiaries--known as a pay-as-you-go (PAYG) system. Although demographic and economic challenges are less severe in the United States than in many other developed countries, projections show that the Social Security program faces a long-term financing problem. Because some countries have already undertaken national pension reform efforts to address demographic changes similar to those occurring in the United States, we may draw lessons from their experiences. The current and preceding Chairmen of the Subcommittee on Social Security of the House Committee on Ways and Means asked GAO to study lessons to be learned from other countries' experiences reforming national pension systems. GAO also considered how the Government Performance and Results Act (GPRA) and the Office of Management and Budget (OMB) address collaboration among agencies. Section 902(k) of the act requires the Comptroller General to report every 6 months on the number of Haitian nationals who have applied and been approved to adjust their status to lawful permanent residence. The reports are to contain a breakdown of the number of Haitians who applied and the number who were approved as asylum applicants, parolees, children without parents, orphaned children, or abandoned children; or as the eligible dependents of these applicants, including spouses, children, and unmarried sons or daughters. Reports are to be provided until all applications have been finally adjudicated. This is our thirteenth report."

Correspondence issued by the Government Accountability Office with an abstract that begins "The U.S. government annually sponsors thousands of conferences, symposiums, seminars, and other policy-related forums that involve individuals and organizations from outside the U.S. government. These forums present opportunities for U.S. and foreign audiences to discuss public policy issues and are designed to advance U.S. government interests. For example, some forums are intended to educate participants about official U.S. government positions and policies on issues of public concern, such as the war in Iraq, development of alternative energy sources, human trafficking, and protection of endangered species. Other forums serve as venues for soliciting input on policy issues from the public and from selected external experts, including academics, scientists, journalists, and representatives of nongovernmental organizations. Congress requested information on these forums, noting that official U.S. representation at the forums is important for ensuring that they achieve their objectives. This letter provides information on forums sponsored by the Departments of State, Defense, Energy, and Interior from 2001 through 2004. The Savannah River National Laboratory's Response to the Graniteville, SC Train Accident

The Savannah River National Laboratory's (SRNL) Weather INformation and Display (WIND) System was used to provide meteorological and atmospheric modeling/consequence assessment support to state and local agencies following the collision of two Norfolk Southern freight trains on the morning of January 6, 2005. This collision resulted in the release of several toxic chemicals to the environment, including chlorine. The dense and highly toxic cloud of chlorine gas that formed in the vicinity of the accident was responsible for nine fatalities and injuries to more than five hundred others. Transport model results depicting the forecast path of the ongoing release were made available to emergency managers in the county's Unified Command Center shortly after SRNL received a request for assistance. Support continued over the ensuing two days of the active response. The SRNL also provided weather briefings and transport/consequence assessment model results to responders from South Carolina Department of Health and Environmental control (SCDHEC), the Savannah River Site's (SRS) Emergency Operations Center (EOC), DOE Headquarters, and hazmat teams dispatched from the SRS.
