Military Activities: Display of Equipment at the Former Philadelphia Naval Base in July 2000

Correspondence issued by the General Accounting Office with an abstract that begins "The Department of Defense (DOD) displayed military items for Members of Congress at the former Philadelphia Naval Base prior to the Republican National Convention in July 2000. To minimize the chance that the display would be associated with partisan events, DOD limited it to three days and imposed certain restrictions. According to several servicemembers and a DOD official present at the display, the display was used solely to educate Members of Congress on military capabilities and readiness and did not violate any DOD restrictions. According to participating units, the incremental cost of the display was about $609,203, including $368,218 for the Army, $102,420 for the Air Force, $82,451 for the Navy, $25,188 for the Marine Corps, $23,726 for the National Guard, and $7,200 for the Coast Guard."

Convenience Gambling: Information on Economic and Social Effects in Selected Locations

A letter report issued by the General Accounting Office with an abstract that begins "This report summarizes GAO's findings on the economic and social effects of "convenience gambling." The National Gambling Impact Study Commission defines convenience gambling as the placement of slot machines or video poker terminals in restaurants, bars, drugstores, and other businesses to attract local residents rather than tourists. Although data from the communities GAO studied indicated that legalized convenience gambling increased tax revenues and created jobs, local government officials said that its presence discouraged some businesses from coming into the community. Although government officials in these communities suggested that convenience gambling contributed to bankruptcy filings, GAO was unable to find evidence of such a link. Many factors prevented GAO from clearly identifying the social effects of gambling in the communities studied. GAO was able to gather anecdotal evidence that suggested a link between certain social problems and gambling, but hard evidence to support those findings was lacking."

Integrated Monitoring Plan for the Hanford Groundwater Monitoring Project

Groundwater is monitored at the Hanford Site to fulfill a variety of state and federal regulations, including the Atomic Energy Act of 1954; the Resource Conservation and Recovery Act of 1976; the Comprehensive Environmental Response, Compensation, and Liability Act of 1980; and Washington Administrative Code. Separate monitoring plans are prepared for various requirements, but sampling is coordinated and data are shared among users to avoid duplication of effort. The U.S. Department of Energy manages these activities through the Hanford Groundwater Monitoring Project. This document is an integrated monitoring plan for the groundwater project. It documents well and constituent lists for monitoring required by the Atomic Energy Act of 1954 and its implementing orders; includes other, established monitoring plans by reference; and appends a master well/constituent/ frequency matrix for the entire site. The objectives of monitoring fall into three general categories: plume and trend tracking, treatment/ storage/disposal unit monitoring, and remediation performance monitoring. Criteria for selecting Atomic Energy Act of 1954 monitoring networks include locations of wells in relation to known plumes or contaminant sources, well depth and construction, historical data, proximity to the Columbia River, water supplies, or other areas of special interest, and well use for other programs. Disoriented Chiral Condensates in High-Energy Nuclear Collisions

This brief lecture series discusses how our current understanding of chiral symmetry may be tested more globally in high-energy nuclear collisions by suitable extraction of pionic observables. After briefly recalling the general features of chiral symmetry, we focus on the SU(2) linear sigma model and show how a semi-classical mean-field treatment makes it possible to calculate its statistical properties, including the chiral phase diagram. Subsequently, we consider scenarios of relevance to high-energy collisions and discuss the features of the ensuing non-equilibrium dynamics and the associated characteristic signals. Finally, we illustrate how the presence of vacuum fluctuations or the inclusion of strangeness may affect the results quantitatively.

Oral History Interview with Henry Hauschild, October 18, 2000

The National Museum of the Pacific War presents an oral interview with Henry Hauschild. Hauschild joined the Army in January 1942 and received basic training at Fort Ringgold. He received chemical warfare training in Maryland. Upon completion, he became an instructor on how to survive phosgene and tear gas attacks. At Mitchel Field he trained P-47 pilots in creating smoke screens. While in Delaware as a chief chemical warfare officer, he was ordered to administer a surprise tear gas attack on the barracks at dawn. He was against the idea, because of the likelihood of chaos and potential injuries. He reluctantly followed orders, and fortunately no one was injured.
