National Needs Drivers for Nanotechnology

Societal needs related to demographics, resources, and human behavior will drive technological advances over the next 20 years. Nanotechnology is anticipated to be an important enabler of these advances, and thus maybe anticipated to have significant influence on new systems approaches to solving societal problems as well as on extending current science and technology-based applications. To examine the potential implications of nanotechnology a societal needs-driven approach is taken. Thus the methodology is to present the definition of the problem, and then examine system concepts, technology issues, and promising future directions. We approach the problem definition from a national and global security perspective and identify three key areas involving the condition of the planet, the human condition, and global security. In anticipating societal issues in the context of revolutionary technologies, such as maybe enabled by nanoscience, the importance of working on the entire life cycle of any technological solution is stressed.

PRECOMBUSTION REMOVAL OF HAZARDOUS AIR POLLUTANT PRECURSORS

In response to growing environmental concerns reflected in the 1990 Clean Air Act Amendment (CAAA), the United States Department of Energy (DOE) sponsored several research and development projects in late 1995 as part of an initiative entitled Advanced Environmental Control Technologies for Coal-Based Power Systems. The program provided cost-shared support for research and development projects that could accelerate the commercialization of affordable, high-efficiency, low-emission, coal-fueled electric generating technologies. Clean coal technologies developed under this program would serve as prototypes for later generations of technologies to be implemented in the industrial sector. In order to identify technologies with the greatest potential for commercial implementation, projects funded under Phase I of this program were subject to competitive review by DOE before being considered for continuation funding under Phase II. One of the primary topical areas identified under the DOE initiative relates to the development of improved technologies for reducing the emissions of air toxics. Previous studies have suggested that many of the potentially hazardous air pollutant precursors (HAPPs) occur as trace elements in the mineral matter of run-of-mine coals. Experimental Study of the Spin Structure of the Neutron (3He) at low Q2: a connection between the Bjorken and Gerasimov-Drell-Hearn Sum Rules

The authors have presented the motivations in gathering doubly polarized data in the quasi-elastic, resonance and DIS domains. These data were used to calculate the extended GDH integral. The comparison of this quantity with the spin dependent forward Compton amplitude {bar S}{sub 1} is of particular importance for the unification of the two strong interaction descriptions (nucleonic/hadronic vs. partonic) because {bar S}{sub 1} is the first quantity theoretically calculable in the full Q{sup 2} domain of the strong interaction. Such a data taking was made possible because of three major technical achievements: (1) the beam of high duty cycle (100%), high current (up to 70 {micro}A) and high polarization (70%); (2) the {sup 3}He target of high density (above 10 atm) with a polarization of 35% and a length of 40 cm; and (3) the large acceptance (6 msr) and high resolution ({Delta}P/P {approx_equal} 10{sup {minus}4}) spectrometers. These features, available at Jefferson Lab, enabled them to achieve the highest luminosity in the world (about 10{sup 36} s{sup {minus}1} cm{sup {minus}2} with a current of 15 {micro}A) as far as polarized {sup 3}He targets are concerned. FEASIBILITY ANALYSIS FOR INSTALLING A CIRCULATING FLUIDIZED BED BOILER FOR COFIRING MULTIPLE BIOFUELS AND OTHER WASTES WITH COAL AT PENN STATE UNIVERSITY

The Pennsylvania State University, under contract to the US Department of Energy, National Energy Technology Laboratory is performing a feasibility analysis on installing a state-of-the-art circulating fluidized bed boiler and ceramic filter emission control device at Penn State's University Park campus for cofiring multiple biofuels and other wastes with coal or coal refuse, and developing a test program to evaluate cofiring multiple biofuels and coal-based feedstocks. The objective of the project is being accomplished using a team that includes personnel from Penn State's Energy Institute and the Office of Physical Plant, Foster Wheeler Energy Corporation, Foster Wheeler Development Corporation, and Cofiring Alternatives. The major emphasis of work during this reporting period was to assess the types and quantities of potential feedstocks and collect samples of them for analysis. Approximately twenty different biomass, animal waste, and other wastes were collected and analyzed.

Digitally Marking RSA Moduli (open access)

Digitally Marking RSA Moduli

The moduli used in RSA (see [5]) can be generated by many different sources. The generator of that modulus (assuming a single entity generates the modulus) knows its factorization. They would have the ability to forge signatures or break any system based on this moduli. If a moduli and the RSA parameters associated with it were generated by a reputable source, the system would have higher value than if the parameters were generated by an unknown entity. So for tracking, security, confidence and financial reasons it would be beneficial to know who the generator of the RSA modulus was. This is where digital marking comes in. An RSA modulus ia digitally marked, or digitally trade marked, if the generator and other identifying features of the modulus (such as its intended user, the version number, etc.) can be identified and possibly verified by the modulus itself. The basic concept of digitally marking an RSA modulus would be to fix the upper bits of the modulus to this tag. Thus anyone who sees the public modulus can tell who generated the modulus and who the generator believes the intended user/owner of the modulus is.

We report results of our ongoing nonperturbative numerical study of a classical effective theory describing low-x partons in the central region of a heavy-ion collision. In particular, we give estimates of the initial transverse energies and multiplicities for a wide range of collision regimes, including those at RHIC and at LHC.

The Nuclear Packaging, Inc. (NuPac), PAS-1 cask is required to undergo annual maintenance and inspections to retain certification in accordance with U.S. Department of Energy (DOE) Certificate of Compliance USA/9184B(U) (Appendix A). The packaging configuration being tested and maintained is the NuPac PAS-1 cask for Payload B. The intent of the maintenance and inspections is to ensure the packaging remains in unimpaired physical condition. Two casks, serial numbers 2162-026 and 2162-027, were maintained, inspected, and tested at the 306E Development, Fabrication, and Test Laboratory, located at the Hanford Site's 300 Area. Waste Management Federal Services, Inc. (WMFS), a subsidiary of GTS Duratek, was in charge of the maintenance and testing. Cogema Engineering Corporation (Cogema) directed the operations in the test facility. The maintenance, testing, and inspections were conducted successfully with both PAS-1 casks. The work conducted on the overpacks included weighing, gasket replacement, and plastic pipe plug and foam inspections. The work conducted on the secondary containment vessel (SCV) consisted of visual inspection of the vessel and threaded parts (i.e., fasteners), visual inspection of sealing surfaces, replacement of O-ring seals, and a helium leak test. This report documents the results of a preliminary hazard analysis (PHA) covering the new salt well pump design. The PHA identified ten hazardous conditions mapped to four analyzed accidents: flammable gas deflagrations, fire in contaminated area, tank failure due to excessive loads, and waste transfer leaks. This document also presents the results of the control decision/allocation process. A backflow preventer and associated limiting condition were assigned.

Canister Storage Building Receiving Pit Modification Informal Design Verification

The design for modifications to the CSB Cask Receiving pit guides was verified by the informal design verification (meeting) method on August 9, 2000. The invited list of attendees and the meeting attendance sheet are included in attachment 1. The design modifications that were reviewed are documented in ECN 654484 (attachment 2). The requirement that the design is to be verified against is to ''center the transportation cask sufficiently to allow installation of the guide funnel on the cask ({+-} 0.25 inches or less)''. The alternatives considered are detailed in attachment 3. Alternative number 4, ''Modify The Pit Guides'', was determined to be the preferred alternative primarily due to considerations of simplicity, reliability, and low cost. Alternative 1, ''Rotate the impact Absorber 180{sup o}'', was successfully performed but was considered a temporary fix that was not acceptable for a long term operational mode. The requirement to position the receiving crane accurately enough to lower the transportation cask into the pit with the redesigned guides was discussed and considered to be achievable without undue effort from the operator. The tolerance on the OD of the transfer cask was discussed ({+-} 1/8 inch) relative to the clearance with the guides. As-built dimensions …

Energy and environmental problems undermine the potential for sustained economic development and contribute to political and economic instability in the strategically important region surrounding the Caspian and Black Seas. Many organizations supporting efforts to resolve problems in this region have found that consensus building--a prerequisite for action--is a difficult process. Reaching agreement on priorities for investment, technical collaboration, and policy incentives depends upon informed decision-making by governments and local stakeholders. And while vast quantities of data and numerous analyses and reports are more accessible than ever, wading through the many potential sources in search of timely and relevant data is a formidable task. To facilitate more successful data searches and retrieval, this document provides annotated references to over 200 specific information sources, and over twenty primary search engines and data retrieval services, that provide relevant and timely information related to the environment, energy, and economic development around the Caspian and Black Seas. This document is an advance copy of the content that Oak Ridge National Laboratory (ORNL) plans to transfer to the web in HTML format to facilitate interactive search and retrieval of information using standard web-browser software.

Experimental Testbed for the Study of Hydrodynamic Issues in Supernovae

More than a decade after the explosion of SN 1987A, unresolved discrepancies still remain in attempts to numerically simulate the mixing processes initiated by the passage of a very strong shock through the layered structure of the progenitor star. Numerically computed velocities of the radioactive {sup 56}Ni and {sup 56}CO, produced by shock-induced explosive burning within the silicon layer for example, are still more than 50% too low as compared with the measured velocities. In order to resolve such discrepancies between observation and simulation, an experimental testbed has been designed on the Omega Laser for the study of hydrodynamic issues of importance to supernovae (SNe). In this paper, we present results from a series of scaled laboratory experiments designed to isolate and explore several issues in the hydrodynamics of SN explosions. The results of the experiments are compared with numerical simulations and are generally found to be in reasonable agreement.
