Energy Tax Policy

Omnibus energy legislation (H.R. 4) that is now in conference would expand energy tax incentives significantly. The House passed the bill on August 2, 2001, and the Senate approved its version April 25, 2002. Several energy tax issues are addressed in these bills: 1) tax incentives to increase the supply of oil and gas, and the demand for coal; 2) energy tax issues relating to energy conservation and energy efficiency; 3) energy tax issues relating to alternative fuels; 4) selected issues relating to electricity restructuring; and 5) expiring energy tax provisions.

The House passed a bill (H.R. 3146) on September 24 to extend TAIF, mandatory child care, abstinence education, and transitional Medicaid, on current terms, through March 31, 2004. In the absence of legislation, these programs would expire on September 30. The Senate Finance Committee approved a comprehensive TAIF preauthorization proposal of Chairman Chuck Grassley on September 10. Entitled Personal Responsibility and Individual Development for Everyone (PRIDE), the legislation would extend TANF, mandatory child care, abstinence education, and transitional Medicaid for 5 years, FY2004 through FY2008. It would raise TANF work participation standards, increase weekly work hours, add new countable work activities,

Energy Policy: The Continuing Debate and Omnibus Energy Legislation

The history of omnibus energy legislation in the 108th Congress has been protracted. The House passed the conference version of H.R. 6 on November 18, 2003. On November 21, a cloture motion to limit debate in the Senate on the H.R. 6 conference report failed (57-40). Efforts to bring the bill back to the Senate floor early in the second session were unsuccessful. Some argued that any major changes to the legislation would not be viable because of the careful regional and political compromises that were reached to get a bill out of conference and through the House. The closest consensus was that the cost of the bill had to be reduced.

The Administration has requested $34.4 billion for the Department of Defense (DOD) Research, Development, Test and Evaluation (RDT&E) program for FY2000. This is almost $3 billion below what was available for RDT&E in FY1999. In addition, the 6-year budget would maintain RDT&E between $34 billion and $35 billion over the next 6 years. In constant dollars, RDT&E spending will decline.
