Atmospheric Radiation Measurement Program Science Plan Current Status and Future Directions of the ARM Science Program

The Atmospheric Radiation Measurement (ARM) Program has matured into one of the key programs in the U.S. Climate Change Science Program. The ARM Program has achieved considerable scientific success in a broad range of activities, including site and instrument development, atmospheric radiative transfer, aerosol science, determination of cloud properties, cloud modeling, and cloud parameterization testing and development. The focus of ARM science has naturally shifted during the last few years to an increasing emphasis on modeling and parameterization studies to take advantage of the long time series of data now available. During the next 5 years, the principal focus of the ARM science program will be to: • Maintain the data record at the fixed ARM sites for at least the next five years. • Improve significantly our understanding of and ability to parameterize the 3-D cloud-radiation problem at scales from the local atmospheric column to the global climate model (GCM) grid square. • Continue developing techniques to retrieve the properties of all clouds, with a special focus on ice clouds and mixed-phase clouds. • Develop a focused research effort on the indirect aerosol problem that spans observations, physical models, and climate model parameterizations. • Implement and evaluate an operational …

Characterizing the fabric of the urban environment: A case studyof Metropolitan Chicago, Illinois and Executive Summary

Urban fabric data are needed in order to estimate the impactof light-colored surfaces (roofs and pavements) and urban vegetation(trees, grass, shrubs) on the meteorology and air quality of a city, andto design effective implementation programs. In this report, we discussthe result of a semi-automatic Monte-Carlo statistical approach used todevelop data on surface-type distribution and city-fabric makeup(percentage of various surface-types) using aerial colororthophotography. The digital aerial photographs for metropolitan Chicagocovered a total of about 36 km2 (14 mi2). At 0.3m resolution, there wereapproximately 3.9 x 108 pixels of data. Four major land-use types wereexamined: commercial, industrial, residential, andtransportation/communication. On average, for the areas studied, atground level vegetation covers about 29 percent of the area (ranging 4 80percent); roofs cover about 25 percent (ranging 8 41 percent), and pavedsurfaces about 33 percent (ranging 12 59 percent). For the most part,trees shade streets, parking lots, grass, and side-walks. In commercialareas, paved surfaces cover 50 60 percent of the area. In residentialareas, on average, paved surfaces cover about 27percent of the area.Land-use/land-cover (LULC) data from the United States Geological Surveywas used to extrapolate these results from neighborhood scales tometropolitan Chicago. Connecting Reionization to the Local Universe

We present results of combined N-body and three-dimensional reionization calculations to determine the relationship between reionization history and local environment in a volume 1 Gcp h$sup -1$ across and a resolution of about 1 Mpc. We achieve this by applying three dimensional simulations of reionization, based on the extended Press-Schechter formalism, to the same initial conditions as the N-body simulations. We resolve about 2 X 10$sup 6$ halos of mass greater than ~ 10$sup 12$M at z = 0, and determine the relationship between halo mass and reionization epoch for galaxies and clusters. For our fiducial reionization model, in which reionization begins at z ~ 15 and ends by z ~ 6, we find a strong bias for cluster-size halos to be in the regions which reionized first, at redshifts 10 < z < 15. Consequently, material in clusters was reionized within relatively small regious, on the order of a few Mpc, implying that all clusters in our calculation were reionized by their own progenitors. Milky Way mass halos were on average reionized later and by larger regions, with a distribution most similar to the global one, indicating that low mass halos are nearly uncorrelated with reionization when only halo …

Facility for Advanced Accelerator Experimental Tests at SLAC (FACET) Conceptual Design Report

This Conceptual Design Report (CDR) describes the design of FACET. It will be updated to stay current with the developing design of the facility. This CDR begins as the baseline conceptual design and will evolve into an 'as-built' manual for the completed facility. The Executive Summary, Chapter 1, gives an introduction to the FACET project and describes the salient features of its design. Chapter 2 gives an overview of FACET. It describes the general parameters of the machine and the basic approaches to implementation. The FACET project does not include the implementation of specific scientific experiments either for plasma wake-field acceleration for other applications. Nonetheless, enough work has been done to define potential experiments to assure that the facility can meet the requirements of the experimental community. Chapter 3, Scientific Case, describes the planned plasma wakefield and other experiments. Chapter 4, Technical Description of FACET, describes the parameters and design of all technical systems of FACET. FACET uses the first two thirds of the existing SLAC linac to accelerate the beam to about 20GeV, and compress it with the aid of two chicanes, located in Sector 10 and Sector 20. Clearing Unexploded Ordnance: Bayesian Methodology for Assessing Success

The Department of Defense has many Formerly Used Defense Sites (FUDS) that are slated for transfer for public use. Some sites have unexploded ordnance (UXO) that must be cleared prior to any land transfers. Sites are characterized using geophysical sensing devices and locations are identified where possible UXO may be located. In practice, based on the analysis of the geophysical surveys, a dig list of N suspect locations is created for a site that is possibly contaminated with UXO. The suspect locations on the dig list are often assigned into K bins ranging from ``most likely to contain UXO" to ``least likely to be UXO" based on signal discrimination techniques and expert judgment. Usually all dig list locations are sampled to determine if UXO is present before the site is determined to be free of UXO. While this method is 100% certain to insure no UXO remains in the locations identified by the signal discrimination and expert judgment, it is very costly. This paper proposes a statistical Bayesian methodology that may result in digging less than 100% of the suspect locations to reach a pre-defined tolerable risk, where risk is defined in terms of a low probability that any UXO …

A RANS/DES Numerical Procedure for Axisymmetric Flows with and without Strong Rotation

A RANS/DES numerical procedure with an extended Lax-Wendroff control-volume scheme and turbulence model is described for the accurate simulation of internal/external axisymmetric flow with and without strong rotation. This new procedure is an extension, from Cartesian to cylindrical coordinates, of (1) a second order accurate multi-grid, control-volume integration scheme, and (2) a k-{omega} turbulence model. This paper outlines both the axisymmetric corrections to the mentioned numerical schemes and the developments of techniques pertaining to numerical dissipation, multi-block connectivity, parallelization, etc. Furthermore, analytical and experimental case studies are presented to demonstrate accuracy and computational efficiency. Notes are also made toward numerical stability of highly rotational flows.

Fabrication and Characterization of Suspended Carbon Nanotube Devices in Liquid

Suspended carbon nanotube devices are a promising platform for future bio-electronic applications. Suspended carbon nanotube transistors have been previously fabricated in air; however all previous attempts to bring them into liquid failed. We analyze forces acting on the suspended nanotube devices during immersion into liquids and during device operation and show that surface tension forces acting on the suspended nanotubes during transfer into the liquid phase are responsible for the nanotube damage. We have developed a new strategy that circumvents these limitations by coating suspended nanotubes with a rigid inorganic shell in the gas phase. The coating reinforces the nanotubes and allows them to survive transfer through the interface. Subsequent removal of the coating in the solution phase restores pristine suspended nanotubes. We demonstrate that devices fabricated using this technique preserve their original electrical characteristics.

Measurement of Branching Fractions of B decays to K1(1270)pi and K1(1400)pi and Determination of the CKM angle alpha from B0 --> a1(1260) /- pi-/

We report measurements of the branching fractions of neutral and charged B meson decays to final states containing a K{sub 1}(1270) or K{sub 1}(1400) meson and a charged pion. The data, collected with the BABAR detector at the SLAC National Accelerator Laboratory, correspond to 454 million B{bar B} pairs produced in e{sup +}e{sup -} annihilation. We measure the branching fractions {Beta}(B{sup 0} {yields} K{sub 1}(1270){sup +}{pi}{sup -} + K{sub 1}(1400){sup +}{pi}{sup -}) = 3.1{sub 0.7}{sup +0.8} x 10{sup -5} and {Beta}(B{sup +} {yields} K{sub 1}(1270){sup 0}{pi}{sup +} + K{sub 1}(1400){sup 0}{pi}{sup +}) = 2.9{sub -1.7}{sup +2.9} x 10{sup -5} (&lt; 8.2 x 10{sup -5} at 90% confidence level), where the errors are statistical and systematic combined. The B{sup 0} decay mode is observed with a significance of 7.5{sigma}, while a significance of 3.2{sigma} is obtained for the B{sup +} decay mode. Based on these results, we estimate the weak phase {alpha} = (79 {+-} 7 {+-} 11){sup o} from the time dependent CP asymmetries in B{sup 0} {yields} a{sub 1}(1260){sup {+-}}{pi}{sup {-+}} decays.

Measurements of the tau Mass and Mass Difference of the tau^+ and tau^- at BABAR

The authors present the result of a precision measurement of the mass of the {tau} lepton, M{sub {tau}}, based on 423 fb{sup -1} of data recorded at the {Upsilon}(4S) resonance with the BABAR detector. Using a pseudomass endpoint method, they determine the mass to be 1776.68 {+-} 0.12(stat) {+-} 0.41(syst) MeV. They also measure the mass difference between the {tau}{sup +} and {tau}{sup -}, and obtain (M{sub {tau}{sup +}} - M{sub {tau}{sup -}})/M{sub AVG}{sup {tau}} = (-3.4 {+-} 1.3(stat) {+-} 0.3(syst)) x 10{sup -4}, where M{sub AVG}{sup {tau}} is the average value of M{sub {tau}{sup +}} and M{sub {tau}{sup -}}.

Concepts of Model Verification and Validation

Model verification and validation (V&amp;V) is an enabling methodology for the development of computational models that can be used to make engineering predictions with quantified confidence. Model V&amp;V procedures are needed by government and industry to reduce the time, cost, and risk associated with full-scale testing of products, materials, and weapon systems. Quantifying the confidence and predictive accuracy of model calculations provides the decision-maker with the information necessary for making high-consequence decisions. The development of guidelines and procedures for conducting a model V&amp;V program are currently being defined by a broad spectrum of researchers. This report reviews the concepts involved in such a program. Model V&amp;V is a current topic of great interest to both government and industry. In response to a ban on the production of new strategic weapons and nuclear testing, the Department of Energy (DOE) initiated the Science-Based Stockpile Stewardship Program (SSP). An objective of the SSP is to maintain a high level of confidence in the safety, reliability, and performance of the existing nuclear weapons stockpile in the absence of nuclear testing. Russia's views on cruise missiles in the context of START III

The abysmal state of Russia's conventional forces has caused Russia to rely on nuclear weapons to ensure its security. This reliance was formalized in Russia's military doctrine which states that nuclear weapons can be used ''in situations critical to the national security of the RF and its allies.'' In fact, most Russian security analysts believe that this dependence on nuclear weapons will remain for the foreseeable future because the economy will have to improve significantly before a conventional force build up can be contemplated. Yet, despite Russia's need to rely on nuclear weapons, even this may be problematic because its economic plight may create difficulties in maintaining its current level of nuclear forces. Thus, Russia has a keen interest in negotiating a treaty to reduce Strategic Nuclear Forces below START II levels and would prefer to go even beyond the 2,000-2,500 numbers agreed to by Presidents Yeltsin and Clinton in Helsinki in 1997. Sergei Rogov, an influential defense analyst, believes that Russia's strategic nuclear forces will fall below 1,000 warheads by 2010 irrespective of arms control agreements. Accordingly, Russia is keen to ensure rough parity with the US. To retain a credible deterrent posture at these lower levels, Russia believes …

Feed Composition for Sodium-Bearing Waste Treatment Process

Treatment of sodium-bearing waste (SBW) at the Idaho Nuclear Technology and Engineering Center (INTEC) within the Idaho National Engineering and Environmental Laboratory is mandated by a Settlement Agreement between the Department of Energy and the State of Idaho. One of the requirements of the Settlement Agreement is to complete treatment of SBW by December 31, 2012. To support both design and development studies for the SBW treatment process, detailed feed compositions are needed. This report contains the expected compositions of these feed streams and the sources and methods used in obtaining these compositions.

Strontium and Actinides Removal from Savannah River Site Actual Waste Samples by Freshly Precipitated Manganese Oxide

The authors investigated the performance of freshly precipitated manganese oxide and monosodium titanate (MST) for the removal of strontium (Sr) and actinides from actual high-level waste. Manganese oxide precipitation occurs upon addition of a reductant such as formate (HCO2-) or peroxide (H2O2) to a waste solution containing permanganate (MnO4-). Tests described in this document address the capability of manganese oxide treatment to remove Rs, Pu, and Np from actual high-level waste containing elevated concentrations of Pu. Additionally, tests investigate MST (using two unique batches) performance with the same waste for direct comparison to the manganese oxide performance.

Development of A Continuous Process for Displacement Dewatering

The subject of this contract was to investigate the viability of a new process for dewatering paper called displacement pressing. The term “displacement pressing” was coined in the 1980s by researchers to describe a paper dewatering process where air is blown through a sheet of paper while it is being pressed. It was shown at that time that the combination of air and low pressing force could dramatically increase both sheet bulk and sheet solids which in theory would translate into huge savings in energy and fiber consumption. But there was a catch. Although the research results were dramatic, no one could figure out a commercially viable process to carry out displacement pressing. All research work had been done with batch processes, and there was no obvious way to convert these processes into a continuous process. By the end of the early1990’s no one was researching in this area because no continuous process existed. Recently we proposed a new method to carry out displacement pressing. Our process uses special pressing fabrics and a special 4 roll press that we call a “Beck Cluster Press” or BCP. The BCP provides a pressurized atmosphere that acts on a moving web of paper …
