Corrective Action Decision Document for Corrective Action Unit 5: Landfills, Nevada Test Site, Nevada: Revision No. 0 (with Record of Technical Change No. 1)
This Corrective Action Decision Document identifies and rationalizes the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office's selection of a recommended corrective action alternative (CAA) appropriate to facilitate the closure of Corrective Action (CAU) 5: Landfills, Nevada Test Site (NTS), Nevada, under the Federal Facility Agreement and Consent Order. Located in Areas 5, 6, 12, 20, and 23 of the NTS, CAU 5 is comprised of eight corrective action sites (CASs). The corrective action investigation (CAI) of CAU 5 was conducted from October 7, 2002 through January 30, 2003, with geophysical surveys completed from March 6 through May 8, 2002, and topographic surveys conducted from March 11 through April 29, 2003. Contaminants of concern (COCs) were identified only at CAS 12-15-01. Those COCs included total petroleum hydrocarbons and volatile organic compounds. Based on the evaluation of analytical data from the CAI, review of future and current operations in Areas 5, 6, 12, 20, and 23 of the Nevada Test Site, and the detailed and comparative analysis of the potential CAAs, the following single alternative was developed for consideration. Constraining the leading weak axial two-body current by SNO and Super-K
We analyze the Sudbury Neutrino Observatory (SNO) and Super-Kamiokande (SK) data on charged current (CC), neutral current (NC) and neutrino electron elastic scattering (ES) reactions to constrain the leading weak axial two-body current parameterized by L{sub 1A}. This two-body current is the dominant uncertainty of every low energy weak interaction deuteron breakup process, including SNO's CC and NC reactions. Our method shows that the theoretical inputs to SNO's determination of the CC and NC fluxes can be self-calibrated, be calibrated by SK, or be calibrated by reactor data. The only assumption made is that the total flux of active neutrinos has the standard {sup 8}B spectral shape (but distortions in the electron neutrino spectrum are allowed). We show that SNO's conclusion about the inconsistency of the no-flavor-conversion hypothesis does not contain significant theoretical uncertainty, and we determine the magnitude of the active solar neutrino flux.

SCALING OF THE SUPERFLUID DENSITY IN HIGH-TEMPERATURE SUPERCONDUCTORS.
A scaling relation N{sub c} {approx} 4.4{sigma}{sub dc}T{sub c} has been observed parallel and perpendicular to the copper-oxygen planes in the high-temperature superconductors; N{sub c} is the spectral weight and {sigma}{sub dc} is the dc conductivity just above the critical temperature T{sub c}. In addition, Nb and Pb also fall close to the this scaling line. The application of the Ferrell-Glover-Tinkham sum rule to the BCS optical properties of Nb above and below T{sub c} yields N{sub c} {approx} 8.1{sigma}{sub dc}T{sub c} when the normal-state scattering rate is much greater than the superconducting energy gap (1/{tau} > 2{Delta}, the ''dirty'' limit). This result implies that the high-temperature superconductors may be in the dirty limit. The superconductivity perpendicular to the planes is explained by the Josephson effect, which again yields N{sub c} {approx} 8.1{sigma}{sub dc}T{sub c} in the BCS formalism. The similar forms for the scaling relation in these two directions suggests that in some regime the dirty limit and the Josephson effect may be viewed as equivalent.
