Taxes have been a major focus of congressional attention during the first half of 2000. In part, Congress has returned to many of the issues it addressed last year. In August, 1999, Congress passed a set of tax cuts with the Taxpayer Refund and Relief Act (H.R. 2488; TRRA). However, President Clinton vetoed the bill, arguing that the cuts were too large (an estimated $792 billion over 10 years), would drain funds from Social Security surpluses, and would force reductions in domestic spending. Early in 2000, Congress signaled its intention of revisiting tax cuts with passage on April 13 of a fiscal year (FY) 2001 budget resolution (H.Con.Res. 290) calling for a 5-year tax cut of $175 billion.

A letter report issued by the General Accounting Office with an abstract that begins "The first Internet pharmacies began online service in early 1999. Public health officials are concerned about Internet pharmacies that do not adhere to state licensing requirements and standards. Public officials are also concerned about the validity of prescriptions and international drugs that are not approved in the United States being sent by mail. The unique qualities of the Internet pose new challenges for enforcing state pharmacy and medical practice laws because they allow pharmacies and physicians to reach consumers across state and international borders and remain anonymous. Congress is considering legislation to strengthen oversight of Internet pharmacies."

A letter report issued by the General Accounting Office with an abstract that begins "The Nuclear Regulatory Commission (NRC) has decided to move its technical training center from Chattanooga, Tennessee, to near its headquarters in Rockville, Maryland. The relocation is intended to improve the effectiveness and efficiency of the agency's operations. The center provides diverse training curricula on such topics as nuclear power plant technology augmented by training on simulators, risk assessment, radiation protection, and regulatory skills. NRC used a reasonable methodology to determine the costs of relocating its facility. It considered costs related to staff salaries, travel costs for center participants, and lease payments. However, NRC used several assumptions that, if changed, would affect the cost of the move. For example, a change in the number of staff who would relocate would have an impact on costs. According to NRC, the objective of the move was not to minimize the cost of operating the center but rather to improve the effectiveness and efficiency of the agency's operations. NRC believes that the move would yield many benefits, including greater access to training facilities by its headquarters staff and frequent use of simulators in investigations. The pace of extraordinary advances in molecular biology has accelerated in the past decade due in large part to discoveries coming from genome projects on human and model organisms. The advances in the genome project so far, happening well ahead of schedule and under budget, have exceeded any dreams by its protagonists, let alone formal expectations. Biologists expect the next phase of the genome project to be even more startling in terms of dramatic breakthroughs in our understanding of human biology, the biology of health and of disease. Only today can biologists begin to envision the necessary experimental, computational and theoretical steps necessary to exploit genome sequence information for its medical impact, its contribution to biotechnology and economic competitiveness, and its ultimate contribution to environmental quality. High performance computing has become one of the critical enabling technologies, which will help to translate this vision of future advances in biology into reality. Biologists are increasingly becoming aware of the potential of high performance computing. The goal of this tutorial is to introduce the exciting new developments in computational biology and genomics to the high performance computing community.

The talks presented and the work performed on electron beam-driven accelerators in plasmas and structures are summarized. Highlights of the working group include new experimental results from the E-157 Plasma Wakefield Experiment, the E-150 Plasma Lens Experiment and the Argonne Dielectric Structure Wakefield experiments. The presentations inspired discussion and analysis of three working topics: electron hose instability, ion channel lasers and the plasma afterburner.

These valves are 1/4-inch ball valves fabricated of 316 stainless steel. Packing is TFE (standard). They are used as normally closed isolation valves for test ports in the SCHe System between the gage root valve and the pressure indicator.

There is provided an apparatus and method for assisting speech recovery in people with inability to speak due to aphasia, apraxia or another condition with similar effect. A hollow, rigid, thin-walled tube with semi-circular or semi-elliptical cut out shapes at each open end is positioned such that one end mates with the throat/voice box area of the neck of the assistor and the other end mates with the throat/voice box area of the assisted. The speaking person (assistor) makes sounds that produce standing wave vibrations at the same frequency in the vocal cords of the assisted person. Driving the assisted person's vocal cords with the assisted person being able to hear the correct tone enables the assisted person to speak by simply amplifying the vibration of membranes in their throat.

This as-built verification plan outlines the methodology and responsibilities that will be implemented during the as-built field verification activity for the Canister Storage Building (CSB) MCO HANDLING MACHINE (MHM). This as-built verification plan covers THE ELECTRICAL PORTION of the CONSTRUCTION PERFORMED BY POWER CITY UNDER CONTRACT TO MOWAT. The as-built verifications will be performed in accordance Administrative Procedure AP 6-012-00, Spent Nuclear Fuel Project As-Built Verification Plan Development Process, revision I. The results of the verification walkdown will be documented in a verification walkdown completion package, approved by the Design Authority (DA), and maintained in the CSB project files.
