A variety of animal agriculture issues, including prices, the impact of consolidation in the meat production/packing industry, trade, and the environmental impacts of large feedlots, continue to generate interest in Congress. This issue brief discusses these issues, as well as the 2002 farm bill, which contains several provisions affecting animal agriculture, including protections for contract growers, disaster assistance, country-of-origin labeling, and increased funding for conservation purposes.

Although it has been a high priority Army program, a number of factors have complicated the RAH-66 Comanche program. Since its inception, the program has been restructured several times–postponing the initial operational capability (IOC) and increasing overall program costs. Presently, there is debate within the Army regarding whether the program should be reduced significantly to make funds available to pursue other modernization priorities.

Appropriations are one part of a complex federal budget process that includes budget resolutions, appropriations (regular, supplemental, and continuing) bills, rescissions, and budget reconciliation bills. U.S. policy-makers once saw Zimbabwe as a source of political and economic stability in southern Africa, but with the failure of Zimbabwe’s economic reform program and mounting unrest in the 1990s, U.S. assistance levels fell sharply. Aid now focuses on programs to strengthen democracy, raise living standards among the poor, and fight the AIDS epidemic. In 2000, the United States strongly criticized pre-election violence and intimidation in Zimbabwe. In June 2001, the U.S. Assistant Secretary of State for African Affairs warned that the United States and Zimbabwe could not have normal relations until the violence and intimidation end and the rule of law is restored.

This report presents a working definition for the term “cyber terrorism”, plus background information describing how current technology and management processes may leave computers exposed to cyber-attack, and a discussion of possible effects of a cyber-attack. Potential issues for Congress are presented in the second section, including: whether appropriate guidance exists for a DOD information warfare response to a cyber-attack; whether the need to detect possible cyber terrorist activity interferes with individual privacy; whether the roles and responsibilities for protecting against a possible cyber terrorist attack need more clarity for government, industry, and home users; and, whether information sharing on cyber threats and vulnerabilities must be further increased between private industry and the federal government. The final section describes possible policy options for improving protection against threats from possible cyber terrorism.

On October 26-27, 2002, the Tenth APEC Leaders’ Meeting (summit) was hosted by Mexico in Las Cabos, Mexico. The official theme for APEC 2002 is to expand the benefits of cooperation for economic growth and development and enable the APEC vision to be implemented. For the United States, APEC raises fundamental questions that are of special interest to Congress. One is whether consensus can be achieved on the APEC vision of free trade and investment in the Asia Pacific or whether future trade liberalization will be confined primarily to bilateral free-trade agreements or multilateral trade negotiations under the World Trade Organization.

The attacks of September 11 prompted the Bush Administration to improve law enforcement and other coordination between the United States and European governments dealing with international terrorism. European governments have also taken measures to enhance cooperation among themselves. Most notable are European Union efforts to enhance cross-border sharing of intelligence and police information, extend the reach of warrants, and strengthen external border controls. While European governments may wish to implement stronger efforts at home to quell terrorism, several do not wish to be seen as following an American plan for doing so, above all if that plan is linked to a broader U.S. policy for militarily confronting Middle Eastern countries or political entities that the Administration believes to be supporting terrorist networks.

U.S. soybean growers and trade officials charge that Argentina and Brazil–the United States’ two major export competitors in international soybean markets–gain an unfair trade advantage by routinely saving genetically-engineered (GE), Roundup Ready (RR) soybean seeds from the previous harvest (a practice prohibited in the United States) for planting in subsequent years.

China is a major source of U.S. imports of consumer products (such as toys) and an increasingly important supplier of various food products. Reports of unsafe seafood, pet food, toys, tires, and other products imported from China over the past year or so have raised concern in the United States over the health, safety, and quality of imported Chinese products. This report provides an overview of this issue and implications for U.S.-China trade relations.

At least one recent report and numerous news articles suggest that carbon dioxide (CO2) emissions are rising more rapidly than expected. While CO2 emissions associated with human activities continue to rise -- and may be worthy of alarm because of their influence on climate change -- any short-term comparisons between actual emissions and the Intergovernmental Panel on Climate Change (IPCC) scenarios miss the mark. This report analyzes this issue and the issues associated with IPCC scenarios and trajectories. It also describes the importance of monitoring CO2 emissions and analyzing the factors and forces behind increasing CO2 emissions.

After instability during the late 1990s, Bahrain undertook substantial political reforms, but the Shiite majority continues to simmer over the Sunni-led government's perceived manipulation of laws and regulations to maintain its grip on power. Bahrain's stability has long been a key U.S. interest; it has hosted U.S. naval headquarters for the Gulf for nearly 60 years. In September 2004, the United States and Bahrain signed a free trade agreement (FTA).

A letter report issued by the General Accounting Office with an abstract that begins "In 1994, the United States and other countries intervened militarily in Haiti to restore the democratically elected government that had been overthrown by the Haitian military several years earlier. During the last 6 years, the United States provided assistance to help Haiti establish its first civilian-controlled police and improve its judicial system. About $70 million in U.S. assistance helped Haiti recruit, train, organize, and equip a basic police force, including specialized units. However, despite these achievements, the police and judicial sector have displayed several weaknesses. The Haitian government's lack of a clear commitment to addressing the major problems of its police and judicial institutions has been the key factor affecting the success of the U.S. assistance provided to these institutions. The United States is reassessing several aspects of its relationship with Haiti because of concerns about how votes were counted in Haiti's May 2000 elections. The United States and Haiti have been unable to negotiate an agreement for continuing this assistance. At this time, any further aid to the Haitian Justice System should be linked to performance-related conditions."

A letter report issued by the General Accounting Office with an abstract that begins "Community economic development (CED) lenders serve the credit needs of nonconventional borrowers and economically distressed areas across the nation. However, little is known about this industry, its ability to tap private sources of capital, and loan performance and volume in the industry. To provide information that would be helpful in considering the role that the federal government might play in facilitating the creation of a secondary market for CED loans, GAO was asked among other items to (1) determine the barriers to more widely securitizing CED loans and (2) identify options for overcoming these barriers and the likely implications of these options."
