In a world with water resources severely impacted bytechnology, science must actively contribute to water law. To this end,this paper is an earth scientist s attempt to comprehend essentialelements of water law, and to examine their connections to science.Science and law share a common logical framework of starting with apriori prescribed tenets, and drawing consistent inferences. In science,observationally established physical laws constitute the tenets, while inlaw, they stem from social values. The foundations of modern water law inEurope and the New World were formulated nearly two thousand years ago byRoman jurists who were inspired by Greek philosophy of reason.Recognizing that vital natural elements such as water, air, and the seawere governed by immutable natural laws, they reasoned that theseelements belonged to all humans, and therefore cannot be owned as privateproperty. Legally, such public property was to be governed by jusgentium, the law of all people or the law of all nations. In contrast,jus civile or civil law governed private property. BIOGEOCHEMICAL GRADIENTS AS A FRAMEWORK FOR UNDERSTANDING WASTE SITE EVOLUTION

The migration of biogeochemical gradients is a useful framework for understanding the evolution of biogeochemical conditions in groundwater at waste sites contaminated with metals and radionuclides. This understanding is critical to selecting sustainable remedies and evaluating sites for monitored natural attenuation, because most attenuation mechanisms are sensitive to geochemical conditions such as pH and redox potential. Knowledge of how gradients in these parameters evolve provides insights into the behavior of contaminants with time and guides characterization, remedy selection, and monitoring efforts. An example is a seepage basin site at the Savannah River Site in South Carolina where low-level acidic waste has seeped into groundwater. The remediation of this site relies, in part, on restoring the natural pH of the aquifer by injecting alkaline solutions. The remediation will continue until the pH up-flow of the treatment zone increases to an acceptable value. The time required to achieve this objective depends on the time it takes the trailing pH gradient, the gradient separating the plume from influxing natural groundwater, to reach the treatment zone. Predictions of this length of time will strongly influence long-term remedial decisions.

A Femtosecond-Level Fiber-Optics Timing Distribution System Using Frequency-Offset Interferometry

An optical fiber-based frequency and timing distribution system based on the principle of heterodyne interferometry has been in development at LBNL for several years. The fiber drift corrector has evolved from an RF-based to an optical-based system, from mechanical correctors (piezo and optical trombone) to fully electronic, and the electronics from analog to fully digital, all using inexpensive off-the-shelf commodity fiber components. Short-term optical phase jitter and long-term phase drift are both in the femtosecond range over distribution paths of 2 km or more.

In this work we apply graph theoretic tools to provide aclose bound on a frontier relating the number of line outages in a gridto the power disrupted by the outages. This frontier describes theboundary of a space relating the possible severity of a disturbance interms of power disruption, from zero to some maximum on the boundary, tothe number line outages involved in the event. We present the usefulnessof this analysis with a complete analysis of a 30 bus system, and presentresults for larger systems.

A neutron sensor based on synthetic single crystal diamond

We report the first neutron data for a single crystal Chemical Vapor Deposition (CVD) diamond sensor. Results are presented for 2.5, 14.1, and 14.9 MeV incident neutrons. We show that the energy resolution for 14.1 MeV neutrons is at least 2.9% (as limited by the energy spread of the incident neutrons), and perhaps as good as 0.4% (as extrapolated from high resolution {alpha} particle data). This result could be relevant to fusion neutron spectroscopy at machines like the International Thermonuclear Experimental Reactor (ITER). We also show that our sensor has a high neutron linear attenuation coefficient, due to the high atomic density of diamond, and this could lead to applications in fission neutron detection.

Dynamic quantum clustering: a tool for visual exploration of structures in data

A given set of data-points in some feature space may be associated with a Schroedinger equation whose potential is determined by the data. This is known to lead to good clustering solutions. Here we extend this approach into a full-fledged dynamical scheme using a time-dependent Schroedinger equation. Moreover, we approximate this Hamiltonian formalism by a truncated calculation within a set of Gaussian wave functions (coherent states) centered around the original points. This allows for analytic evaluation of the time evolution of all such states, opening up the possibility of exploration of relationships among data-points through observation of varying dynamical-distances among points and convergence of points into clusters. This formalism may be further supplemented by preprocessing, such as dimensional reduction through singular value decomposition or feature filtering.

Particle-In-Cell/Monte Carlo Simulation of Ion Back BomBardment in a High Average Current RF Photo-Gun

In this paper, we report on study of ion back bombardment in a high average current radio-frequency (RF) photo-gun using a particle-in-cell/Monte Carlo simulation method. Using this method, we systematically studied effects of gas pressure, RF frequency, RF initial phase, electric field profile, magnetic field, laser repetition rate, different ion species on ion particle line density distribution, kinetic energy spectrum, and ion power line density distribution back bombardment onto the photocathode. Those simulation results suggested that effects of ion back bombardment could increase linearly with the background gas pressure and laser repetition rate. The RF frequency has significantly affected the ion motion inside the gun so that the ion power deposition on the photocathode in an RF gun can be several orders of magnitude lower than that in a DC gun. The ion back bombardment can be minimized by appropriately choosing the electric field profile and the initial phase.

We consider parton showers based on radiation from QCD dipoles or 'antennae'. These showers are built from 2 {yields} 3 parton splitting processes. The question then arises of what functions replace the Altarelli-Parisi splitting functions in this approach. We give a detailed answer to this question, applicable to antenna showers in which partons carry definite helicity, and to both initial- and final-state emissions.

Introduced by the U.S. Navy more than a decade ago, the concept of Power Electronic Building Blocks (PEBBs) has been successfully applied in various applications. It is well accepted within the power electronics arena that this concept offers the potential to achieve increased levels of modularity and compactness. This approach is thus ideally suited for applications where easy serviceability and high availability are key, such as the ILC. This paper presents a building block approach for designing a Marx-topology ILC klystron modulator.

The Evolution of Swift/BAT blazars and the origin of the MeV background

We use 3 years of data from the Swift/BAT survey to select a complete sample of X-ray blazars above 15 keV. This sample comprises 26 Flat-Spectrum Radio Quasars (FSRQs) and 12 BL Lac objects detected over a redshift range of 0.03 < z < 4.0. We use this sample to determine, for the first time in the 15-55 keV band, the evolution of blazars. We find that, contrary to the Seyfert-like AGNs detected by BAT, the population of blazars shows strong positive evolution. This evolution is comparable to the evolution of luminous optical QSOs and luminous X-ray selected AGNs. We also find evidence for an epoch-dependence of the evolution as determined previously for radio-quiet AGNs. We interpret both these findings as a strong link between accretion and jet activity. In our sample, the FSRQs evolve strongly, while our best-fit shows that BL Lacs might not evolve at all. The blazar population accounts for 10-20% (depending on the evolution of the BL Lacs) of the Cosmic X-ray background (CXB) in the 15-55 keV band. We find that FSRQs can explain the entire CXB emission for energies above 500 keV solving the mystery of the generation of the MeV background. The evolution …

Next Generation Fast RF Interlock Module and ATCA Adapter for ILC High Availability RF Test Station Demonstration

High availability interlocks and controls are required for the ILC (International Linear Collider) L-Band high power RF stations. A new F3 (Fast Fault Finder) VME module has been developed to process both fast and slow interlocks using FPGA logic to detect the interlock trip excursions. This combination eliminates the need for separate PLC (Programmable Logic Controller) control of slow interlocks. Modules are chained together to accommodate as many inputs as needed. In the next phase of development the F3's will be ported to the new industry standard ATCA (Advanced Telecom Computing Architecture) crate (shelf) via a specially designed VME adapter module with IPMI (Intelligent Platform Management Interface). The goal is to demonstrate auto-failover and hot-swap for future partially redundant systems.

High harmonic phase in molecular nitrogen

Electronic structure in atoms and molecules modulates the amplitude and phase of high harmonic generation (HHG). We report measurements of the high harmonic spectral amplitude and phase in N{sub 2}. The phase is measured interferometrically by beating the N{sub 2} harmonics with those of an Ar reference oscillator in a gas mixture. A rapid phase shift of 0.2{pi} is observed in the vicinity of the HHG spectral minimum, where a shift of {pi} had been presumed [J. Itatani et al., Nature 432, 867 (2004)]. We compare the phase measurements to a simulation of the HHG recombination step in N{sub 2} that is based on a simple interference model. The results of the simulation suggest that modifications beyond the simple interference model are needed to explain HHG spectra in molecules.

Calculating the Loss factor of the LCLS Beam Line Elements for Ultra-Shrot Bunches

The Linac Coherent Light Source (LCLS) is a SASE 1.5-15 {angstrom} x-ray Free-Electron Laser (FEL) facility. Since an ultra-short intense bunch is used in the LCLS operation one might suggest that wake fields, generated in the vacuum chamber, may have an effect on the x-ray production because these fields can change the beam particle energies thereby increasing the energy spread in a bunch. At LCLS a feedback system precisely controls the bunch energy before it enters a beam transport line after the linac. However, in the transport line and later in the undulator section the bunch energy and energy spread are not under feedback control and may change due to wake field radiation, which depends upon the bunch current or on a bunch length. The linear part of the energy spread can be compensated in the upstream linac; the energy loss in the undulator section can be compensated by varying the K-parameter of the undulators, however we need a precise knowledge of the wake fields in this part of the machine. Resistive wake fields are known and well calculated. We discuss an additional part of the wake fields, which comes from the different vacuum elements like bellows, BPMs, transitions, vacuum …

A Structure at 2175 MeV in e+e- to \phif_0(980) Observed via Initial-State Radiation

We study the initial-state-radiation processes e{sup +}e{sup -} {yields} K{sup +}K{sup -}{pi}{sup +}{pi}{sup -}{gamma} and e{sup +}e{sup -} {yields} K{sup +}K{sup -} {pi}{sup 0}{pi}{sup 0}{gamma} using an integrated luminosity of 232 fb{sup -1} collected at the {Upsilon}(4S) mass with the BABAR detector at SLAC. Even though these reactions are dominated by intermediate states with excited kaons, we are able to study for the first time the cross section for e{sup +}e{sup -} {yields} {phi}(1020)f{sub 0}(980) as a function of center-of-mass energy. We observe a structure near threshold consistent with a 1{sup --} resonance with mass m=2.175 {+-} 0.010 {+-} 0.015 GeV/c{sup 2} and width {Lambda} = 58 {+-} 16 {+-} 20 MeV. We observe no Y (4260) signal and set a limit of {Beta}{sub Y{yields}{phi}{pi}{sup +}{pi}{sup -}} {center_dot} {Lambda}{sub ee}{sup Y} < 0.4 eV (90% confidence level), which excludes some models.

Analysis of Slice Transverse Emittance Evolution ina Photocathode RF Gun

The slice transverse emittance of an electron beam is of critical significance for an x-ray FEL. In a photocathode RF gun, the slice transverse emittance is not only determined by the emission process, but also influenced strongly by the non-linear space charge effect. In this paper, we study the slice transverse emittance evolution in a photocathode RF gun using a simple model that includes effects of RF acceleration, focusing, and space charge force. The results are compared with IMPACT-T space charge simulations and may be used to understand the development of the slice emittance in an RF gun.

Estimating maximum sustainable injection pressure duringgeological sequestration of CO2 using coupled fluid flow andgeomechanical fault-slip analysis

This paper demonstrates the use of coupled fluid flow andgeomechanical fault slip (fault reactivation) analysis to estimate themaximum sustainable injection pressure during geological sequestration ofCO2. Two numerical modeling approaches for analyzing faultslip areapplied, one using continuum stress-strain analysis and the other usingdiscrete fault analysis. The results of these two approaches to numericalfault-slip analyses are compared to the results of a more conventionalanalytical fault-slip analysis that assumes simplified reservoirgeometry. It is shown that the simplified analytical fault-slip analysismay lead to either overestimation or underestimation of the maximumsustainable injection pressure because it cannot resolve importantgeometrical factors associated with the injection induced spatialevolution of fluid pressure and stress. We conclude that a fully couplednumerical analysis can more accurately account for the spatial evolutionof both insitu stresses and fluid pressure, and therefore results in amore accurate estimation of the maximum sustainable CO2 injectionpressure.

Using 65 million {Upsilon}(4S) {yields} B{bar B} events collected with the BABAR detector at the PEP-II e{sup +}e{sup -} storage ring at the Stanford Linear Accelerator Center, they measure the color-favored branching fractions {Beta}({bar B}{sup 0} {yields} D{sup +}{pi}{sup -}) = (2.63 {+-} 0.05 {+-} 0.22) x 10{sup -3}, {Beta}({bar B}{sup 0} {yields} D*{sup +}{pi}{sup -}) = (2.79 {+-} 0.08 {+-} 0.18) x 10{sup -3}, {Beta}(B{sup -} {yields} D{sup 0}{pi}{sup -}) = (4.90 {+-} 0.07 {+-} 0.23) x 10{sup -3} and {Beta}(B{sup -} {yields} D*{sup 0} {pi}{sup -}) = (5.52 {+-} 0.17 {+-} 0.43) x 10{sup -3}, where the first error is statistical and the second is systematic. With these results and the current world average for the branching fraction for the color-suppressed decay {bar B}{sup 0} {yields} D{sup (*)0}{pi}{sup 0}, the cosines of the strong phase difference {delta} between the I = 1/2 and I = 3/2 isospin amplitudes are determined to be cos{sigma} = 0.860{sub -0.006-0.028}{sup +0.007+0.029} for the {bar B} {yields} D{pi} process and cos{sigma} = 0.917{sub -0.016-0.051}{sup +0.018+0.059} for the {bar B} {yields} D*{pi} process. The results for cos{delta} suggest that final-state interactions are presented in the D{pi} system.

Identification of saline soils with multi-year remote sensing of crop yields

Soil salinity is an important constraint to agricultural sustainability, but accurate information on its variation across agricultural regions or its impact on regional crop productivity remains sparse. We evaluated the relationships between remotely sensed wheat yields and salinity in an irrigation district in the Colorado River Delta Region. The goals of this study were to (1) document the relative importance of salinity as a constraint to regional wheat production and (2) develop techniques to accurately identify saline fields. Estimates of wheat yield from six years of Landsat data agreed well with ground-based records on individual fields (R{sup 2} = 0.65). Salinity measurements on 122 randomly selected fields revealed that average 0-60 cm salinity levels > 4 dS m{sup -1} reduced wheat yields, but the relative scarcity of such fields resulted in less than 1% regional yield loss attributable to salinity. Moreover, low yield was not a reliable indicator of high salinity, because many other factors contributed to yield variability in individual years. However, temporal analysis of yield images showed a significant fraction of fields exhibited consistently low yields over the six year period. LSND, SN1987A, and CPT violation

We point out that neutrino events observed at Kamiokande andIMB from SN1987A disfavor the neutrino oscillation parameters preferredby the LSND experiment. For Delta m2>0 (the light side), theelectron neutrinos from the neutronization burst would be lost, while thefirst event at Kamiokande is quite likely to be due to an electronneutrino. For Delta m2<0 (the dark side), the average energy of thedominantly bar nu e events is already lower than the theoreticalexpectations, which would get aggravated by a complete conversion frombar nu mu to bar nu e. If taken seriously, the LSND data are disfavoredindependent of the existence of a sterile neutrino. A possible remedy isCPT violation, which allows different mass spectra for neutrinos andanti-neutrinos and hence can accommodate atmospheric, solar and LSND datawithout a sterile neutrino. If this is the case, Mini-BooNE must run inbar nu rather than the planned nu mode to test the LSND signal. Wespeculate on a possible origin of CPT violation.

Combined Climate and Carbon-Cycle Effects of Large-Scale Deforestation

The prevention of deforestation and promotion of afforestation have often been cited as strategies to slow global warming. Deforestation releases CO{sub 2} to the atmosphere, which exerts a warming influence on Earth's climate. However, biophysical effects of deforestation, which include changes in land surface albedo, evapotranspiration, and cloud cover also affect climate. Here we present results from several large-scale deforestation experiments performed with a three-dimensional coupled global carbon-cycle and climate model. These are the first such simulations performed using a fully three-dimensional model representing physical and biogeochemical interactions among land, atmosphere, and ocean. We find that global-scale deforestation has a net cooling influence on Earth's climate, since the warming carbon-cycle effects of deforestation are overwhelmed by the net cooling associated with changes in albedo and evapotranspiration. Latitude-specific deforestation experiments indicate that afforestation projects in the tropics would be clearly beneficial in mitigating global-scale warming, but would be counterproductive if implemented at high latitudes and would offer only marginal benefits in temperate regions. While these results question the efficacy of mid- and high-latitude afforestation projects for climate mitigation, forests remain environmentally valuable resources for many reasons unrelated to climate.
